PRESENT: Mayor, Henry J. Shirey; Trustees, F. G. Marcham, L. Reid, T. F. Sharp and E. A. Whiting; Engineer Crandall; Treasurer Oliver; Police Commissioner L. T. George; Police Justice L. C. Kent and Fire Commissioner C. I. Sayles. 1. The minutes of meetings of February 1 and 15, previously furnished the Trustees in mimeographed form, were approved without reading. 2. Randel - 3/11 Reimb. Petty Cash 20.68 3. The Mayor stated he had approved collecting of grapevine around the water tank on March 12th, as a project of Scout Troop 18, requested by Scoutmaster John B. Wooster. Fie made known the requests of the Police Justice and the Cayuga Heights P. T. A. for a school crossing guard, which had previously been favorably considered by the Trustees and for which an item of $750. for services and $150. for equipment had been included in the proposed budget for 1955 -56• He. also noted a tentative State Equalization Rate of 51, assigned by the State Board of Equalization and Assessment for the assessment roll of 1954. 4. The Engineer reported negotiation of a contract between the Village and the Firm of Bogema, Gift and Jenkins, Engibeering Consultants, for preparation of sewer plant ' estimates, plans, specifications and other services. Upon review of this contract, 84 IT WAS VOTED to ratify the action of the Engineer in signing this contract as authorized agent for the Village. This contract is dated February 1, 1955 and bears the title "Contract Between Village of Cayuga Heights, N. Y. and Bogema, Gifft & Jenkins, Engineering Consultants: For the record, the contract is filed in the Village safe. Engineer Crandall also reported.that the.State Department of Public Works had sent a representative, Mir. Sherill Walling, from the Syracuse office to secure informa- tion relative to the request for State aid to the extent of 2 %, or $12,000, for prepara- tion of plans for the sewer project. No answer has been received from the State Depart- ment of Health on the request for a ruling on the degree of treatment required in the proposed plant. The State land Board has acknowledged the request for requirements on the outfall into Cayuga Lake. The Engineer hopes to have the cooperation of the State Board of Public Works in the lake soundings necessary for planning the outfall. The Engineer also noted a complaint on littering of garbage and refuse at 505 ldryckoff Road,.and that notice had been served by letter on the property owner to remedy the condition. 5. The Treasurer reported a balance on February 28, 1955 of $18,186.82 in the general fund, .$706.55 in the capital reserve street improvement fund and $8,647.90 in the capital reserve water and sewer fund. This report would in previous years have been the.final report of the fiscal ,year, but since the fiscal year has been extended by resolution to May 31, 1955, the final report of the year will be made as of that date. 6. The Clerk requested the Trustees consideration of the village office space provided in the preliminary plans of the proposed village fire station and office. Since all plans were tentative, it was suggested and VOTED that the previous office committee of Trustee Marcham, Engineer Crandall and Clerk P.andel be renamed by the Mayor to work.with the Fire Commissioners and report to the Trustees as plans developed for the building and further action was required. 7. The Police Commissioner gave a summary of the Police Department activities for the year March 1, 1954 to February 28, 1955• The highlights were 109 complaints received and investigated, 51 arrests including 41 for speeding and 36 parking tickets. During the year 25 speed limit signs were purchased and erected. 8. The Police Justice reported 97 cases handled during the 12 month period,. March 1, 1954,to February 28, 1955• Convictions totaled 94 and $803.50 in fines was collected. 9. Charles I. Sayles, reporting for the Fire Commissioners, stated that under the lcgal direction of Attorney Newman bids were received by the Fire Commissioners on February 28, 1955 for the purchase of a fire truck, and the award made to the American- LaFrance- Foamite Corp., Elmira, New York for one American- LaFrance Ford, 500 G.P.M., Pump and Hose Car with 500 gallon Booster Tank and Cab for the sum of $10,161.25. Also that bids were received for fire hose on M rch 8, 1955, with the award going to Roger M. Rartlett of Webster, New York, who agreed to supply 1,500 feet of 21, inch Fire King treated fire hose, and 400 feet of li inch of the same for the sum of $2,880.00. Further that a lease for space to house the fire truck at the Pritchard Gas Station at the rate of $100. per month has been negotiat0d. 10. The Trustees set the time for the Annual Meeting of the Trustees to be Monday, April 4, 1955 at 8 P. M. at the Village Office. 8 11, Moved by E. A. Whiting, seconded by L. Reid, it was VOTED UNANIMOUSLY to recommend the tentative budget, as presented by the Treasurer to the Board and to the villagers at the residents meeting of this date, to the new Board for adoption. 12. Time for the public hearing on the.budget.was set for Monday, April 4, 1955 at 7 P. M. at the Village Office. 13. Adjourned at 9:17 P.M. W. "tL W. S.. Randal Clerk MINUTES of the annual meeting of the residents of the Village of Cayuga Heights, Monday, March 14, 1955 at the Schoolhouse. The meeting was called to order by Mayor Shirey at 8 P.M. There were approx- imately 150 residents present. 1. Mayor Shirey was unanimously elected Chairman of the meeting and appointed Mrs. Edith Schoel as Secretary. 2. Report of Mayor. Mayor Shirey stated that it was not necessary to make a lengthy report due to the fact that the residents had been briefed during the past year on village affairs -- namely, sewage, annexation and the fire company. He congratulated the Board on their interest and hard work during the past year. 3. Report of the Treasurer. Mr, Oliver read the financial statement as of March 1, 1955 and stated that the balance in the General Fund was $18,186.82. 4. Report of Engineer. Engineer Crandall reported on the village roads and stated that the Village operated on a small sum of money for the year by utilizing Town equipment. Thirty -five permits were issued during the past fiscal ,year.for:;new houses and additions, alsq an'egizal number for'street.openings. Because of the hurricane, wet snow and the Dutch elm disease the street trees presented a problem and consequently $2,000 was spent during the fiscal year for tree work. In regard to water and water pressure there was not too much • ai.,Uvity. The Village proposes to improve the pressure around the Corners Community Center by installing a remote control apparatus to maintain pressure. This apparatus would cost approximately 11,000. Mr. Crandall then summarized the work done on the proposed sewer plant and sewer ;rains. He estimated the cost of installing new mains and erecting a village disposal plant at around $600,000, stating that he favored a sewer rental plan as the best method of writing off the debt over a 30 year period. The engineer revealed several preliminary steps that have been taken with respect to the disposal plant project but until State Department of Health requirements are known final plant design must wait. It is contemplated to construct the plant and lay mains simultaneously to complete the work as soon as possible. Prof. Gifft, who will design the plant and outfall into Cayuga Lake, stated that he estimated the cost of construction at less than $200,000 to $250,000. Much would depend on what the state requires but the modern practices contemplated would reduce both the cost of construction and operation. qb 5. Report of Police Commissioner. Commissioner Lowell T. George gave a report of the activities of the Police Department for the fiscal year and stated that 109 complaints were received and investigated, and 25 speed limit signs were erected. 6. Report of Police Justice. L. C. Kent, Police Justice, stated that the Court had handled 97 cases and that.$803.50 in fines had been collected. 7. Report of Fire Commissioner. •Due to the fact that the residents had, attended a special meeting on the Fire•Department, Chairman Saylos felt that a lengthy report was n�t��c�,gd�tHe stated that the bids for the fire truck and hose had been let an wool Te a ivered this week. Residents were reminded of a meeting on Tuesday, March 15 at 8 P.•M, at the Schoolhouse for those interested in becoming active or sustaining members of the Fire Department. 8. Presentation of tentative budget. Mr. R. E. Oliver, Treasurer, presented the tentative budget which indicated details on last year's'appropriations, actual expenses, and the budget officers recommendation for 1955 -56. A copy of the budget document is included in the minutes. 9. Report of the nominating committee. Dr. R. C. Farrow, Chairman reported that other members of the committee were C. H. Guise and Mrs. Knight Biggerstaff, and that the committee had decided to place in nomination the following: For re- election as Trustee for two,years - Frederick G. Marcham The following for election as Trustee for two years: Nephi A. Christensen Mrs. Lillian Hill, Arthur H. Peterson, James N. Rothschild and Harold H. Williams For election as Trustee for one year - James F. O'Connor and James R. Simpson There being no further nominations from the floor, IT WAS VOTED that the nominations be closed. IT WAS VOTED that the nominees' names be placed on the ballot for the election to be held on March 15, 1955• 11. Chairman Shirey stated the qualifications for voting in the Village and reminded all of the election to be held from 4 to 8 P.M. at the Schoolhouse. 12. No other businoss was brought up. 13.
