Minutes 4/16/19531,77 MINUTES of a special meeting of the Board of Trustees of the Village of Cayuga Heights held on Thursday, April 16, 1953, at 7 P.M. at the home of Treasurer Guise, 207 Iroquois Rd. PRESENT :. A. W. Chamberlain, Trustee Sanford S. Atwood, Trustee Frederick G. Maroham, Trustee C. H. Guise, Treasurer Carl Crandall, Engineer Lowell George, Police Commissioner At. the request of Mayor Shirey who was absent, Trustee Chamberlain was appointed chairman of the meeting. Chairman Chamberlain welcomed Police Commissioner George on the occasion of his first attendance at a Trustee meeting. 1. The minutes of the meeting of April 6th were read and approved. 2. Engineer Crandall explained what was involved in the matter of making up the assessment roll for the annexed portion of the Village, which was the main business of the evening. He called attention to the fact that the Trustees had at a previous meeting established.a policy that no change would be made in the assess- ments of those properties assessed by the Town Assessors as of July 1, 1952 and that the Village would accept those assessments for this year's assessment roll except for obvious errors, construc- tion accomplished since July 1, 1952 and for changes in assessments where the new Village line passed through properties which were now partly in the town of Ithaca and partly in the annexed area. The Engineer stated that in the time available, which was only since the meeting on April 6th, he had inspected every property in the annexed area and made new assessments on those properties ' which were to be considered as described above, that he had examined court house records and other material available in arriving at the assessments proposed. He stated that the field 178 I books as prepared from.the records of the Town assessors contained certain errors in boundaries,'and that certain properties were not assessed at all by the Town due to various circumstanoes. Thanks were expressed to the Engineer, for doing such a comprehensive.job ` in the short time available.-, 3. The Board of Trustees, acting as a Board of Assessors,. decided to acoept the assessments on the properties in the annexed area.'as established by -the Town of Ithaca assessors on . July 1, 1952 except for properties where special consideration should be given.due to new construction, the new Village line, and obvious errors. These'properties.were considet3d separately and.the assessment roll was, completed for the year.1953 and filed.'with the Clerk. 4. IT WAS VOTED that Grievance .Day would.be held on .April. 28; 1953 between the hours of 7 and ll P.M. at the school house. 5. The Clerk reported the.receipt of a letter from,the State Comptroller acknowledging receipt of the certified copy of the petition for annexation of territory to the Village of Cayuga Heights, together with a list of 984 inhabitants of such• area, and stated that his records would be so noted and per capita assistance payments increased accordingly'. to become effective with the installment due on May 15, 1953 6. The Clerk Mr. Lacy of the Ele for street lighting he would furnish at proposed new street reported that he had received a letter from stric & sae Corporation with regard to.costs in the annexed area and that Mr. Lacy. stated a later date a map showing location of lights. No action was taken: 7. The Engineer reported that he had received a letter 1 1 1i7 9: from Sargent, Webster, Crenshaw & Folley, architects for the new addition to the schoolhouse, requesting permission to change i the location and grade of the Village sanitary sewer at -the Cayuga Heights School. Engineer Crandall had answered this letter on April 9th and read his answer to the Board. The Engineer explained that the construction of the addition necessitated certain changes in line and grade of the sewer and upon his recommendation the following resolution was voted: RESOLVED: that the School.Board District No. 6 be authorized and permitted.to'make adjustments in line and grade of the Village Sanitary Sewer:to accommodate construction of_the proposed school building extension, provided that if the relocated sewer passes through the,new building, this section shall be.placed..in iron ' pipe, available for inspection and repairs, and with cleanout provision at each side of the building; it being understood.that the existing Village sewer easement recorded in the Tompkins County Clerk's Office in Liber 225 of Deeds at Page 2 remains applicable. 9. The Engineer discussed results to date with reference to collection of refuse in the annexed area and stated that one of the problems to.be worked out was that of drive -in service at certain locations. He said that we should furnish uniform service to all the taxpayers, that there were mitigating circumstances where some driveways were long or property was occupied by widows who could not get their garbage to the curb without difficulty, ' and sometimes absence or illness.of men in the family made the, problem complicated. He said that this was a problem.to be_ worked out and that at present Mr. Haskins was keepin6 a list of special M services being requested and rendered, and that at some future time a policy would of necessity need to be established to cover.the special cases, perhaps an extra charge for extra service. 9. The Engineer stated that;he had a new man lined. up who could assist on road work. 10. The Engineer.reported discussions-held with Charles. H: Newman regarding the 25 -foot trail and planting strip between Forest Drive and.Comstock.Road extending from The,Parkway easterly to Forest Drive. H6 said this strip was low in.elevation and might be a suitable spot for running a new sewer line at a future date.. Mr`. Newman indicated that the ,Cayuga'Heights Land Corporation might be willing to deed this property to the Village, and wished to know if:the Village,would accept it. IT WAS VOTED that it was the opinion of the Trustees that they would be agreeable to the idea of accepting a deed of this property at some time in the future when a proper description and deed could be prepared. 11. Discussion was held regarding the advisability of having the Cayuga Heights Village listed in the telephone book with the telephone numbers for the Treasurer, Clerk, Engineer, Police Patrolman, Mayor, and Road Maintenance Foreman. IT WAS VOTED that the Clerk should request.that such listings be made for inclusion in the next printing of the . telephone directory, if the price was reasonable,. 12. It was brought,up that some residents did not know whom to call in case of emergeney,.and it was agreed that Police Commissioner 'George, would consult with the Sheriff regarding a. notice to.be published in the Ithaca Journal that would'list both 1 1 1811. i the Village Patrolman telephone number and the Sheriff's telephone number. If the Sheriff was willing to have his office and number. mentioned in the proposed article then such article was to be prepared and submitted to the Ithaca Journal with a request for publication. 13. There was discussion regarding mail deliveries in the annexed area, it being brought out that on some streets which have recently devbloped, such as Texas Lane, there are no mail. deliveries except on North Triphammer Road. The Clerk was requested to write to the postmaster and request mail deliveries in such expanded areas as Texas Lane. 14. Adjourned at 10:13 P.M. Clerk . 1 R
