MINUTES of a special meeting of the Board of Trustees of the
Village of Cayuga Heights, N.Y., held on Tuesday, Oct.13, 1953 at
the Tompkins County Trust Co.
PRESENT: H.J.Shirey, Mayor

1. The Engineer reported stop signs installed at-
Upper intersection-of Berkshire.Rd at Cayuga Heights Rd.
South.side of Midway Rd at Northway Rd
West side of Upland Rd at Triphammer Rd -
Also that street name plates had been ordered, including
marking ford Country Club Rd
The dusty condition of the re- surfaced roads was due to
excess of topping fines in the sand, which is being cleaned
up as a condition of approval of the contract payment.
The proposed lighting extension, contemplating an annual
cost of 55500.11 was considered excessive, and the CLERK
was instructed to write the Lighting Engineer of the
N.Y.S. Elec & Gas Corp., requesting further study to the
end of a proposal that would result in about Sp4500 /yr cost.
IT WAS VOTED to install Dead End street sign, marking
limit of Village ownership on Country Club Road.
2. IT WAS VOTED RESOLVED, that the Village of Cayuga Heights,
in accordance with Section 3 of the Public Officers Law,
extend eligibility for appointment to the position of
Village Police Officer to male persons who have been
residents of Tompkins County for at least six months.
In a discussion of State Retirement and Social Sectflrity,
it was noted that the offices of Treasurer, Clerk and
Engineer were exempt £nom N.Y.State Also
that the new position of Secret -ry shluld be similarly
classified, and the CLERK was instructed to have the
position so ofssified with the State Civil Service, on
the basis of part time employment.

IT WAS VOTED to send each taxpayer a notice of the pro-
posed 1954 assessment, with notice of Grievance Day,
said notice to be contained in a sealed envelop, and
delivered by the U.S.Mail.
4. A written communication signed by Village residents
L.D.Brown, J.C.Gebhart and R.B.Tallman addressed to.the
Mayor, containing a statement regarding enrapparent
violation of the Village Zoning Ordinance by the

Cornell Residential Cilub)was submitted to the Trustees. /Mr. J.R.
Colbert and Mr. R.R.Colbert, representing the Cornell Residential
Club, personnlly appeared before the Board to submit a letter
explaining the basis of operation of the C.R.C. within the Zoning
Ordinance Section 5, permitting "Fraternity, sorority,
residential club, but not a motel on similar facility catering to
transients." The Colberts were requested to submit another state-
ment, clarifying some points in the original letter; as a basis for
study by the Board..
5. The Board of Trustees, acting as a Board of Assessohs, con -.
sidered each property separately and completed assessments as far
as start of the letter "R" in the Old Village portion. The meeting
recessed at 11:05 P.M. to re- convene at 7:00 P.M. /at the Tompkins
County Trust Co to complete the assessment roll. Oct 20th
A. The Zoning Officer stated that on the basis of an article and
ad which appeared in the Cornell Alumni News, it appeared that the
Cornell Residential Club was in violation of the oning Ordinance.

held on Tuesday, October 20, 1953 at 7 P.M. at the Tompkins County
Trust Co.

1. The Bonrd of Trustees, acting as a Board of Assessors, con-
tinued the separate consideration of each property, completed all
properties in the Old Village portion, and in the Annexed portion as
far as Fletcher. The meeting recessed at 10:45 P.M. to re- convene at
7 P.M. es en Oct 27 at the same place for the purpose, o` f completing the
