The minutes of. the meeting of Jan. 6th were read and. approved. 2. IT WA$..VOTED, that% the. Trustees,.eonetitute themselves: a committee of -the- whole.to make',up,the.budget : for.1953 -51-. The committee' considered the receipts and expenses for the.past fiscal,year, and made_up;a tentative budget for the'coming year of 16o'; based on-a 7;mill rate. IT WAS V6TED that the�oommittee -of -the whole adjourn to sit again as.trustees. rum ?�!►.�i �:..� IT WAS VOTED that Frank.Haskins be paid at salary ^of #3,600 and Walter Haysf $3,100A for the year 1953 -54-. 3. IT WAS .VOTED that the.budget.as prepared by:the committee -of- the -whole be presented to the residents of,the Village for discussion. It was decided that if ,.the Village': should vote to annex the Cayuga Heights Water.District.to the Village a new budget should be.prepared.. Engineer Crandall suggested that since the residents of. the Water District have already.paid town taxes in:.excese of.` the amount they would have paid if.they. had .been incorporated in the, Village, ,the Town be asked.to use, the money for upkeep of the roads for the'balance of the year.;'and to pay ,.the City 1 1 V for' fire.service and hydrant rental. The, following additional bills.were approved: HIGHWAYS :.. - Cayugar.Rock Salt ;Co. 261.40 . Montgomery Ward 2 00 ' Cayuga.Lumber Co 1$ 71 6. Mayor,Shirey reported that?he' had written the State.. Comptroller regarding the pronosed'annexation of territory 154 and had received a reply stating that it.would be necessary >r to furnish the Comptroller.'with a certified copy of`the petition'for annexation .` This contains "a list °of the r. esidents o4gthe. new area: The State will give u13`3 per,head' for each resident. listed . in the petition. :.Engineer.orandall'pointed or out that`this'per`capita assistance is payable'quarterly,:the first payment.'falling : d.ue`oln May 15th, and it would ',therefore be an advantage: to the Village .if' ' the annexation could. become final before that date 7. ;Mayor Shirey._reported that according to law.a.:village of the third, class might have two four; or six:trustees,':any change in..number becoming effective upon, vote.of_ the trustees. He agreed :'. write to the Attorney General' to get an opinion on filling vacancies in case the Hoard should vote to.increase the number of trustees from four to six. S. Treasurer Guise reported�a cash balance in the general fund on Jan'.; 31st of. �p11,013.67; and said all taxes have now been paid.. 9. Upon receiving the account of unpaid taxes from the Treasurer and comparing it with the original tax roll of.the Village and finding it to,be a true transcript thereof, the Hoard of Trustees voted to sign the certification, in accordance with Section 126 -b of the Village Law. 10. A letter was read from Supt-'Laverty to Clerk.Trousdale, indicating that because,of the increase in number of loads of garbage from the Village being dumped,on;the.City dump the charge,would be,-inereased from $150 t042 5 annually;. effective , in the fiscal year..1953-54. IT WAS.VOTED that the Village accept the increase in rate for dumping ashes and garbage on the. City dump, and that'the Clerk be authorized to write to Mr Laverty °expressing the vote' of this Board, ]:1. Mayor 9Yiirey appointed the'folloking persons to serve. as a nominating committee t&, fill vac ancies;'on the Board caused by the.' expiring terms of.;Trustees.Randel and Atwood: Paul _ Brainard, Chairman; Harold Simpson,'Fred Brownj Dudley Fay; `Alt. 12 IT WAS. VOTED RESOLVED; That according to the pro,visions`.of Section 52`of the Village Law.of the SState`of'New York, ,A village election,'.i:ill be held: on March 17; 11953`at' the ..schoolhouse: in tti6.- Village of'.0ayuga Heights, the polls' to'be open. between:' 4-.:6o P M.' and .8:00 P M ,`` at which time two:, - trustees will be elected in.plaoe,of Trustees Randel`and Atwood whose terms` "expire: . .13-­' Mayor.Shirey appointed the .'following persons as inspectors of election to serve at the Village election on March' 17: - Mrs.` Frank Freeman,..Urs.' Joseph Mathewson,' Perry. ailber`t,'Fred Bryant '. The _Trustees Authorized the Mayor to., suiistitute� other names -if these persons proved not to be . available.for'service. 14. The' date set for the annual meeting of the residents of the Village .was `March 16th at B P.M. in the schoolhouse.. 15. .The.question:of getting the Village 'ordinances printed was tabled' until` after the election. 16 The next meeting of .the Village .Board vias set:for Monday,; March 16th`,` at 7 P Ai in the 'schoolhouse , ' 17 IT "WAS VOTED RESOLVED: That in accordance with Section 102 of.the Village Law the,.Treasurer be instructed' to publish and post his annual report or`'a summary, thereof, at least one week prior to the annual election. 18. Paul,Bradford' was appointed auditor of the.Village records for the fiscal 'year 1952 -534 19. IT WAS.VOTED RESOLVED:. That in. accordance with Section,:, 101 -b of.the"Village Law those "'appropriat tons . showing overdrafts be financed'by transferor from unexpended.,balances of :other ", appropriations as set, ,up in. the, budget'. ". 20.. The;"broohure,for presentation•.to the voters. in the Village was .presented by Engineer Crandall, incorporating " suggested :'ohanges :by.the,Trustees and officere..'"After•.careful, i consideration IT ;WAS:VOTED,.to'. approve, the, brochure. with - : "thanks:to;.,: . Engineer Crandall for his,very fi "ne"work.'on it.' Clerk Trousdale was authorized to arrange.for -the printing of the brochure, ordering 500 copies. so that•. sufficient co pie s.wo_uld b,e available for any parties= .interested. It was decided to give the brochure _to ".the.printer immediately, and that.copies should be mailed to the voters before the brochure is released,to the.radio.and newspapers. 21.
