Shirey, Police.Justice,. 1. The minutes of the meeting of Jan..gth were read and approved." 2. The following bills paid on authority of the Mayor were approved: HIGHWAYS C..J.4Rumsey & Co. 2.70 J. B' Lang .Engine -& Garage Co. 24.75 N.Y,State Elea. & Gas - Jan. lights 199.23 3. The Treasurer reported a balance in the general fund of $8,416.17 on Jan. 31st. 4. Upon receiving the account'of unpaid taxes (none) from the Treasurer, comparing it with the original tax roll of the Village,.and finding*ii to be a true•transcript thereof, the Board of Trustees voted to sign the certification, in accordance with Section 126 -b of the Village Law. 5. The Engineer reported that Lindley Kent had'been appointed block wardenM1for the Village.and was in the process of selecting lieutenants to take care of various geographical sections of the Village in case of emergency. The Engineer also reported that there were no.new developments on the. proposed construction of.,Indelicato's on Triphammer, Road and he was sure Mr. Indelicato thoroughly understood the necessity of keeping within the 15% limit rule. 6. The Clerk reported that he had received information F1 it from Albany with regard to costs to the Village workmen and to the V111age'in case the Village workmen were admitted to the State Employees' Retirement System. The.'reoord was that Haskins was born Aug. 5, 1896 and has:worked for the Village 17 years and that Hayes was born Nov. 8, 1906 and has worked for the a Village 5 years. Information sent from Albany indicated that the Village share of.expense would be approximately 9% of the payrolls and that Haskins' rate.would be 7.25% and Hayes 6.25%. In addition to this the Village would have to make a prior service contribution of about $5,000. It was the feeling of-the Trustees that the Village would not be justified in having the men enter the plan on this basis and it was thought that they could qualify under Social Security at a future date under the self employment ' provision of the law. The Clerk also reported that he:had a letter from City Clerk Springer advising that the Bommon Council had granted a•90 day extension to the.fire service agreement which expired Dec. 31,1951. 7. Police Justice Shirey reported that he had had very little business in the last few months and asked the Trustees to consider reducing his salary because of.the amount of work involved in the position. 8. Trustees Randel and Sayles reported regarding negotiations with the City regarding the fire service contract. They said they had had a.meeting with Matthew Herson, the.new fire.00mmissioner, Frank Laverty, and Leon Holman. They found the city officials were in favor.of the.formula.idea and,that ' they were willing to consider a revised formula. After considerable discussion as to.the various factors in the formula that might be- changed the committee agreed to work out a new 112 . . formula and present it to the Village Trustees before making final negotiatione.with the City officials. In order to do this it.was thought best to call a short special meeting at an appropriate time. �F" 9. IT WAS VOTED RESOLVED: That according to the provisions of section 52 of the Village Law of the State of New York, a Village. Election will be held on-March 19, 1952 at the schoolhouse in the Village of Cayuga Heights, the polls to be open between 4:00 P.M. and 9:00 P.M., at which time a mayor'. and two trustee will be elected in place of Mayor Kenerson and Trustees Holt and Bayles whose terms expire., 10. The Trustees appointed Z. A. Whiting and-Frederick Brown as Inspectors of Election to serve at the Village election to be held on March lEth. 11. The date,set for the annual meeting of residents of the Village to make nominations for a mayor and two trustees and to consider the tentative budget for.1952 -53 was March 17th at S P.M—, 12.. The date set for the next meeting of the..Village Board was March 17th at 7 P.M. in the schoolhouse. 13. IT WAS VOTED RESOLVED: That in accordance with Section 102 of the Village Law the.Treasurer be instructed to publish and poet his dinual report or a summary thereof at least one week prior to the annual election. 14. Paul Bradford was appointed auditor for the 1951 -52 records of the Village. 15. IT WAS VOTED RESOLVED: That in accordance with Section 101 -b of the Village.Law those appropriations showing overdrafts be financed by transfers from unexpended balances of other appropriations as set up in the budget. 16. IT.WAS VOTED to go into a committee -of- the -whole to make up the budget for.1952 -53. The committee, considering 1 1 l'.l G. the receipts and expenses for the past fiscal year, made up a tentative budget for the coming year and adjourned to sit again as Trustees. 17. IT WAS VOTED that the tentative budget as submitted by the committee -of- the -whole be recommended by the Board to the residents of the Village at the annual meeting for discussion. 18. Adjourned at 11:19 P.M. Clerk. Insert: The Trustees appointed the following nominating committee to make nominations for a Mayor and.two Trustees to take the place of Mayor Kenerson and Trustees Holt and Bayles whose terms expire: Perry Gilbert, Chairman; Howard Thomas, T. B. Maxfield, and Paul Brainard, alternate.
