HomeMy WebLinkAboutReg Mtg. Minutes 1/8/195211i MINUTES of a regular meeting of the Village Board held on Tuesday, Jan. 8, 1952, at 7 :30 P.M. at the home of Trustee Atwood, 522 Wyckoff Road. PRESENT: C. J. Kenerson, Mayor Sanford Atwood, Trustee C. I. Bayles, Trustee W. S..Randel, Trustee Sherwood Holt, Trustee C. H. Guise, Treasurer Carl Crandall, Engineer 1. The-minutes of the meetings of Nov. 20th were approved with the following correction: page 104,,last paragraph, "fiction: IT WAS VOTED that the assessment. on the above lot be reduced to $250 and that the assessment on Dr. Geer's laboratory be increased from $9,500 to $9,750, the increase applicable to the land value, raising it from $2,500 to $2,750 2. The following bills paid on authority of the Mayor were approved: GENERAL Postmaster, Ithaca 17.148' T. G. The following additional bills were approved: GENERAL Albert W. Force, Collector 5.16 107: greatly.decreased. The Trustees requested the committee to HIGHWAYS Arthur C. Maohen - Snow plowing 56.00 Cayuga Rook Salt Co. 12.40 ' W. D. Lyme 16.45 BA14ITATION W. D. Lyme 16.45 IT WAS VOTED to approve a payment of X40 to Earl Travis, representing refund of his building permit and permit for street opening for water & sewer, as he had decided not to build. 4. The Treasurer reported a balance of $9,784.79 in the general fund on Dec. 31st and stated that only one tax remained unpaid as of that date, whereas of the current date all taxes are paid. 5. Trustees Randel and Sayles reported as a special committee with regard to the fire service contract with the city of Ithaca, stating that they had arranged a meeting with Fire Commissioner John Button in December, but the meeting had been cancelled due to Mr. Button's inability to attend. They reported that they had had a meeting with Mr. Laverty and Mr. Springer and had discussed the matter of the contract, at which time it was concluded that they should discuss the matter with the new Fire Commissioner when appointed. A long discussion regarding the contract followed, in which Engineer Crandall pointed out that the one factor in the formula which was highly inequitable was the fact that the assessed valuation of Ithaca was used rather than the value-of the property protected. He brought out that if the exempt property that they protect was added to the taxable property the total would be nearly double ' and if this higher total could be•ueed the cost to us would be greatly.decreased. The Trustees requested the committee to 1: continue the negotiations in an effort to get in agreement on a more favorable formula. 6. The Treasurer returned his warrant and tax roll with a statement indicating that all taxes were paid as of .Jan. 8th, consequently the customary resolution to credit the Treasurer with unpaid taxes was omitted. 7- .The Engineer, reported that he had not bought a tractor for snow plowing, due to the fact that Mr. Arthur Machen had offered.to plow the Village sidewalks at an hour, which was' $1 less than he was charging some other customers...The Engineer pointed out that plowing out of driveways was an item of considerable importance and that Mr. Machen was willing to do this work upon request of individual property owners,-payment to be made by the owner.. It was felt that this was a more satisfactory arrangement than for the Village to engage in the 1. business of plowing private driveways and have the collection, expense to contend with. The Engineer stated that if the Village .owned the snow removal equipment and had it operated by the Village workmen there would often be a serious conflict with their garbage collection work and it might not be possible to get the walks plowed promptly. The Trustees felt the employment of Mr. Machen was a happy solution to the problem. The Engineer reported that Mr. Indelicato still plans to construct the'four houses on Triphammer Roas,as previously reported and he stated that J. Reid Colbert was interested in building an apartment house on the Country Club Road, but there was no certqinty at present that he would proceed. The Engineer recommended to Mr. Colbert that a cul -de -sac road would be satisfactory and far cheaper than the through road 1 P J 1��09 previously considered. S. The Clerk reported that he had requested an ext3neion of time-for the signing of the fire service contract from the City of Ithaca and a continuation of fire service until the new contract is signed. The Clerk reported that he had never received an answer to his letter of Sept. 12th to the New York State Employees' Retirement System regarding having the Village workmen enter the Retirement System. He agreed to write again to see if an answer could be obtained. 9. IT WAS VOTED that the Trustees should constitute themselves a committee -of- the -whole to make up the 1952 budget at the next meeting. 10. The next meeting was set for Feb. 5th at 7:30 P.M. and upon invitation of Trustee Bayles will be held at his residence. 11. Adjourned at 9:30 P.M. Clerk.
