MINUTES of the annual organization meeting of the Board of
Trustees held on Monday, April 7, 1952, at: 7:30 P.M. in the
schoolhouse.

:1: Mayor Shirey welcomed the new trustees, Messrs.
Chamberlain.and Whiting, to membership on the.Board and-gave them
a general outline of the procedure.at meetings.
2. The minutes,'of the meeting of March 17th were approved.
IT WAS VOTED that the actions taken at the.meeting on.March 17th
be ratified by this Board...

Engineer Crandall explained that a sewer leak had developed
on Cayuga Heights Road near.Upl and Road necessitating,s.,street
opening to make the repair. As this is a State highway.,-it wa's',
necessary to pay the State Highway Department.the sum of.$2.36

as the Village share of the liability insurance premium carried
by the State:
IT WAS VOTED that this disbureement`.be authorized.
5. The Mayor, presented his resignation as Police.Justice
as of March 31st., explaining that his election ad Mayor made:
him ineligible:to act.as.:Polioe Justices Mr,. :Shirey also presented
his resignation as.a member of?the,Zoning Board of Appeale

Police Justice and`member,'of,the Zoning Board of Appeale and'to
thank him.for his service. in these•two'positions
As the Mayor, and Police Commissioner concurred'in.a reoommen-
dation that the position, of Police Justice be left'vacan.t f,or the

IT WAS VOTED that.-no action be taken in connection with
the appointment of a new police justice at the present time:
6. Inasmuch as.the terms of H. E. Baxter and T. B.,Maxfield
as members of the Zoning Board of Appeals expired on April let
and because of the resignation of Henry Shirey
IT WAS,VOTED to fill these three vacancies by.the appointment
of Sherwood Holt, Perry Gilbert, and Fletcher Woodcock.
The Mayor reported that Evelyn Claassen had complained
about garbage ,being dumped down a bank by,a: fraternity, adjacent to.
her lot, and the Engineer was requested to ask Officer VanZile to
investigate.
IT WAS .VOTED that,the Clerk should write to the fraternity,.
after vetting the.renort from Officer NanZile reizardink the

map the Village at a cost of some 0300 for flying time and prints.
As the Engineer doubted the value of these maps to.the Village
because of its small. area
'IT WAS VOTED not to contract for the airial maps.
::The Mayor reported that.certain,.individuals were.:concerned
about the.'construotion :of.,the 'new houses on the. east side of
Triphammer Road and.asked the Engineer.if he had,iseued'a permit

for s, sewer connection. The Engineer 8xplained' that these would
be four two - family houses and-that he, had told Mr. Indelicato,
the builder ,'that he would not issue him a:sawer connection permit
unless this construction conformed with the:.Village,ruling that
any construction on the'east side of,Triphammer Road nust,follow
the zoning ordinance of the Villageon the west,side'of the road.

The Mayor suggested that consideration be given to changing
the First National Bank account to..the Tompkins County Trust Co.
when the present supply of Village checks is exhausted.
7-1 The Treasurer reported a cash balance.in. the general
account. on March 31st of $6,595.72. .He.mentioned that.he had
received a check in the amount of $60.07 representing rebates on
fire insurance premiums and
IT WAS VOTED.that the sum of $60.07 be paid over to the
City of Ithaca for the benefit of the fire department.
The Treasurer reported that.he.had compiled two copies of
the constitution tax margin questionnaire and had,,filed one.,in
Albany and one'with the Clerk.

g. The Clerk reported for the.Inspectors of'_Election saying
that Henry Shirey had been elected Mayor that A. W

Chamberlain and Edgar A. Whiting had been duly elected Trustees
all for term's of two years each.

9. The Engineer.reported that. James.Collins: did not- return..,
from. Florida and,therefore.would not,be available. for work this
summer on the Village m1aintenance. staff. The Engineer said, he
had asked Haskins to search for a.replaoement.
The Engineer reported that the three State highways. within
the Village, namely Hanshaw Road, Wyokoff Road, and Cayuga Heights
Road,. Might not be 'Maintained by the State in the future, due to,
the new State law which had been passed providing for;the cutoff.,.;:
from Varna to,Esty.s: He said.he was'endeavoring to get.a copy
of the law from'Assemblyman Ashberry with a view to getting more
exact information &n this point.
10. The Mayor appointed Truatee Randel.ae.Acting Mayo lfor
the year 1952 -53•'.
11. The following appointments were made by the Board:
a) C. H. Guise as Treasurer & Collector for 2 years
ending in 1954 at a salary of ,$600 per year.
b) J. B. Trouedale,as Clerk for 2 years ending in 1954
at a salary of $600 per year,.
c) Carl Crandall.as Engineer for 1952 -53 at a salary,.

19.. Trustee Randal explained the. negotiations that had
transpired between the ;fire' service committee,.eonsisting , of
himself and former Trustee Bayles with the City officials:,
regarding the contract price for, the year'1952 for fire.aervice.
He said that the,committee had reluctantly. accepted the counter
proposal of the City dated March 19th which gave, -a cost figure of
$3,703.o6:

IT WAS VOTED that the action of the. committee in negotiating
with the City.for, fire servioe.,for.1952'at . a.price of $3,703.X6
be approved and.the Mayor;and.Clerk were authorized to'sign .' the,
contract- in.this amount when prepared
20. It wad` reported that there were no appearances at' the
budget hearing .` Due to, the ` fact that the amount of the fire.
service contract, had been settled,':.:
IT WAS VOTED that the amount of 04,500 originally.proposed
in the budget be redueed.to,03,800..and, the amount,of.;the

be levied.,upon the taxable property of the Village for, the

negotiate for the purchase of a new truck in the amount
provided in the budget, namely $3,600, and to advertise for bids,
such bids to take into consideration the trade -in value of.the
present Village truck.,
