Kenerson, Mayor Sherwood Holt, Trustee W. S. Randal, Trustee C. I. Sayles, Trustee Carl Crandall,,Engineer J. B. Trousdale, Clerk C. H. Guise, Treasurer H. J. Shirey, Police Justice. Walter Heasley, Jr. and Herbert K. Eneworth, representing the Cayuga Heights Water - District Improvement Association 2. Expansion of Village Limits Mayor Kenerson introduced Mr. Heasley, the new Chair- man of the Cayuga Heights Water District Committee, who with Mr. Eneworth, had been invited to attend the Village Board Meeting for purpose of an informal discussion of a. proposal to expand the boundaries of the Village of Cayuga Heights. Mr. Heasley expressed his opinion that the Village limits should be expanded to the north and east to include the area.having common interests with the Village which are different from other portions of the Town of Ithaca. He considered that such an expansion is desirable even though the entire area might at a later date become a part of the City.of Ithaca, and inquired whether the Village Board would be receptive to such a proposal. Among other purposes of the proposal, he cited the needs of the outside�� area for zoning regulation, police service, ash and garbage collection, street maintenance, improvement of the water main system, and speedier accomplishment of a sanitary sewer system. He stated that health conditions were particularly bad due to lack of sewers and increased building activities, pointing out that such a sewer system would take time and the cost would have to be borne by the added areas to be benefitted, but that it could be accomplished under Village auspices more satisfactorily than otherwise. The discussion brought out the fact that it is not feasible to sewer the added areas through.the Village sewer system and that an additional feeder line into the City or to a separate disposal plant would be needed. Mr. Heasley estimated that the assessed valuation of the added area might amount to as much as $3,000,000. A motion was made;.seeonded, and carried that the Board of Village Trustees will. give favorable consideration to a petition from the contiguous area to loin the Village. E Various suggestions were made as to the location of proposed now Village boundaries, and it was decided to leave the matter of boundaries and other details to a later point meeting j k _2_ of the Board and committee representatives that will be arranged by Mayor Kenerson amd Mr. Heasley. 3. Approval of Minutes The Minutes of the last regular meeting and the Special meeting of May 22, 1951 were read and approved. 4. Approval of Bills Clerk Trousdale submitted a list of bills against the Village, as attached to these minutes, and same were ordered ratified and approved. A motion was also adopted authorizing Treasurer Guise to pay the annual City of Ithaca bills for fire service and sewage disposal, as soon as the funds are available. 5. Treasurerts Report Treasurer Guise submitted the attached report showing the financial condition of the Village as of May 31, 1951, indicat- ing a cash balance in the General Account amounting to $4•,119.45. 6. Engineers Report Engineer Crandall reported that the new street signs have arrived'and will be placed by the Village workman as time permits. He also stated that it would be necessary to purchase iron posts in addition to the cost of the signs. With respect to the annual road surfacing in the Village, it was voted to authorize Engineer Crandall to negotiate a contract for this work within the budgetAry, figure of $2,700. Mr. Crandall also reported that nothing further had been heard from the Rochelle Gardens apartment house project since the special meeting of May 22nd. 7. Next Meeting The date of Tuesday, Sept. 49 1951 was set for the next regular meeting of the Board. 8. Adjournment There being no further business, the meeting was declared adjourned.
