Kenerson, Mayor Sherwood Holt, Trustee Wilbur S. Randel, Trustee Lindley C. Kent, Trustee 0. H. Guise, Treasurer Carl Crandall, Engineer Henry J. Shirey, Police Justice 1. The minutes of the Feb. 6th meeting were read and approved. 2. The following bills paid on authority of the Mayor were approved: SANITATION W. D. Lyme 27.35 15.04 Stevens Service Station, 2.63 HIGHWAYS W. D. Lyme 27.35 15.03 Cayuga Rock Salt Co. 7070 College Chevrolet Co. 6 5 Cayuga Lumber Co. 3.29 Stevens Service Station 2.62 Cornell University 43.20 N.Y.State Eleo. & Gas,- Feb. •159.23 State Insurance Fund 465.06 3. The following additional bills were approved: GENERAL McKinney Agency - bonds 74.50 HIGHWAYS Charles Collins 25.00 4. Treasurer Guise reported a cash balance at the end of the fiscal year on Feb. 25, 1951 of $7,795.79 and stated that this was a higher balance than normal for the end of the fiscal year. 5. Trustee Randel reported.that he and Mr. Shirey had 1 ' conferred with Mrs. Trousdale with regard to a fee for making up the assessment rolls and field books. He said a price of 075 per year had been agreed upon and IT WAS VOTED that this sum be paid. 6. Engineer Crandall reported that he had issued a building permit to C. R. Wilson to construot a house east of Lawyer Simpson's house on Iroquois Road, also a permiti to Prof. Maokesey for an addition to his house do Iroquois Road. 7. The Engineer reported that Supervisor Harry Cordon of the Town of Ithaca had requested the installation of a hydrant to be located within 500 feet of'the Pine Hill Apartments, stating that the installation charge and annual rental would be paid by the Towr...of Ithaca. IT WAS VOTED that the Village authorize the installation of a hydrant in the vicinity of the Pine Hill Apartments,.such hydrant to be located within the Village, and installation costs and the annual rental to be paid by the Town of Ithaca. It was understood that the City would bill the Town directly for these charges. The Engineer reports d that Robert Peach had bought the Ciochetti house at 1110 W. Upland Road. The Engineer also . reported that he had issued a permit to Carl Tallman to build an addition to his house. The Engineer reported that in response to Mrs. Elliott's request he had investigated the removal of the school signs near the five corners and found the Stgte Highway Department had removed them as they were not in good condition. He said he had two of the four signs removed from the corner of'Parkway and Northway Roads and installed them at the five corners The Engineer -reported that there was a need to purchase various speed, stop, slow, and Village limit signs and that he had received a quotation from the Traffic and Street Sign Co. of 0409 for signs which he thought should be purchased.' He 79: estimated that the pipe and installation charges would runabout 400. IT WAS VOTED that the Engineer be authorized to proceed with the purchase of these signs and installation at an approximate cost of $900. S. The Engineer reported that the Village workmen understood from the papers that Economic Stabilizer Eric Johnson said they were entitled to a 10% raise at this time and the Engineer recommended that such raise be granted. IT WAS VOTED to raise the salary of the Village workmen and Police Officer VanZile 10% effective as of April 1, 1951. 9. The Clerk reported the receipt of a letter from Mr. Indelicato in which he applied for permission to connect to Village water and sewer lines for a proposed new apartment house on Triphammer Road in the Town of Ithaca just north of the Pine Hill Apartments. As the Trustees at a meeting on May 12, 1950 voted that they would not authorize utility connections in such cases, IT WAS VOTED to deny the application of Mr. Indelicato for Utility service for a proposed apartment house at 903 -005 Triphammer Road. At this point the meeting adjourned so that the Trustees might attend the annual meeting of the residents of the Village. The meeting was reconvened at 9:45 P.M. 10. The Engineer reported that there was a proposal to build a new 80 apartment building on the Rogalsky lot south of Westview Terrace, Inc., such building to contain 20 apartments 1 with one bedroom and 6O with no bedroom, to be a two story structure with brick veneer. Mr. Shirey stated that the Board of Appeals had given permission for the construction and stated that less than 15% of the land thereof would be occupied by the building but that with the addition of garages a total of 20% of the land would be used. The Engineer said it would be necessary for the contractor to build the Country Club Road at an estimated cost of $17,000 for the road, ourbs, and sidewalks. The Engineer asked if the contractor should be permitted to build this road without Village supervision. He estimated that the engineering work would cost between WO and $500. IT WAS VOTED to have Engineer Crandall do the engineering work for the new Country Club Road on behalf of the Village and that the Cost to the Village for this work be charged to the owner of th e apartment building. 11. The time for the annual meeting of the Trustees was set for Monday, April 2nd, at 7:30 P.M. in the schoolhouse. 12. IT WAS VOTED to recommend the 'tentative budget to the new Board for adoption. 13. Time set for the budget hearing was on April 3rd at 7:30 at the schoolhouse. 14. Trustee Kent was given a vote of thanks for his service as a member of the Board for the past four years. 15.
