The minutes of the meeting of January 8th were read and approved. 2. IT WAS VOTED to go into a oommittee -of- the -whole to make up the budget for•1951 -52. 3. The committee -of- the -whole was adjourned to sit-again as Trustees. 4. IT WAS VOTED that the tentative budget as submitted by the committee -of- the -whole be recommended by the Board to the residents of the Village for discussion. 5. The following bills paid on authority of the Mayor were approved: SANITATION Stevens Service Station 1.63 HIGHWAYS Stevens Service Station 1.62 Chas. The following additional bills were approved for payment: GENERAL T. G. Miller's Sons Paper Co. 6.171 Carl Crandall 125.00 Mack's Photo.Copies 25.60 HIGHWAYS Charles Collins 56.00 C. J. Rumsey & Co. 1.53 McKinney Agency, Inc. 13.50 73 7. The Mayor reported the receipt of a letter from Mrs. Evelyn E. Elliott, Chairman of the P.T.A. Safety Committee, calling attention to the fact that some of the school signs had disappeared from the vicinity of the school grounds. The matter was referred to the Engineer. S. The Treasurer reported a cash balance of $9,695.44 as of January 31st and reported that all taxes and assessments had been paid. 9. Upon receiving the account of unpaid taxes from the Treasurer, comparing it with the original tax roll of the Village, and finding it to be a true transcript thereof, the Board of Trustees voted to sign the certification, in accordance with Section 126 -b of the Village Law. 10. The Clerk read a letter received from Prof. D. L. Finlayson in which he requested the Village to install a 6 inch water line to take care of his vacant lots on Hanahaw Road inasmuch as he was having difficulty selling them for a good price without water service. Engineer Crandall reported that the proposed water line would cost $3,000 or more. The Engineer stated that advantages to the Village would be 1) Clean up an area that is now somewhat grown over with brush and a little unkempt. 2) Get 3 new houses on the tax roll (eventually). 3) Relieve Finlayson of the load of carrying unwanted land. Disadvantages: 1) The Village has never laid any water mains.at expense of the taxpayers except the line on Triphammer Road serving the water tank which is of general benefit to the Village as 74 a whole. Taxpayers might object to spending their mon6y to benefit only one owner's property. 2) Village receives'no water revenue benefits as this all goes to the City. 3) Village tax is only about one quarter of total tax, so principal tax return benefit would lie in the State and County Tax'and the School Tax, which governmental agencies would not pay any part of the water main cost.. Three new houses, at average assessment of $10,000 each, would bring bank to the Village a total of around $210 per annum. If all of this went toward amortizing the water main, with no allowance for garbage collection, eta., it would take some 15 years to get the water main investment back. Also it might be some time after the investment is made before all 3 houses are built. After a lengthy discussion, IT WAS VOTED to deny the request of Prof. Finlayson to install water mains to his properties at Village expense. 11. The Clerk reported the receipt of the fire service contract from the City of Ithaoa'in the amount of $3,240.25- As the Trustees had voted on Nov. 21, 1950 to enter into the contract for the above amount IT WAS VOTED that the Mayor and Clerk should sign the contract on behalf of the Village. The Clerk reported the receipt of a bulletin from the Division of Archives and History of the State Education Depart- ment regarding the protection of records against bombing attacks. Following a discussion it was decided that no change was needed at the present time regarding the housing of records. 12. Police Justice Shirey reported on the warrant sworn 7.5 out by Mrs. E. A. Rogers of the Ellie Apartments against James Fenner for speeding. As a result of lack of evidence the case was dismissed. 13. Mayor Kenerson, with the concurrence of.the Trustees, appointed the following to act as a nominating committee to make nominations for two trustees to take .the.place of Trustees Randal and Kent and for a police justice to take the place of Police Justice Shirey whose berms expire: E. A. Whiting, Chairman, Perry Gilbert and Harold Pratt. 14. IT WAS VOTED RESOLVED: That according to the provisions of Section 52 of the Village Law of the State of New York a Village election will be held on March 20, 1951 at the schoolhouse in the Village of Cayuga Heights, the polls to be open between 4 P.M. and 9 P.M., at which time a police justice and two trustees will be elected in place of Police Justice Shirey and Trustees Scent and Randal whose terms expire. 15. Treasurer Guise and Clerk Trousdale were appointed as Inspectors of Election for the Village election on March 20th. 16. The date set for the annual meeting of residents of the Village to make nominations for a police justice and two trustees and to consider the tentative budget for 1951 -52 was March 19th at B P.M. 17. The date set for the next meeting of the Village Board was March 19th at 7 P.M. in the schoolhouse. 18. IT WAS VOTED RESOLVED: That in accordance with Section 102 of the Village Law the Treasurer be instructed to publish and post his annual report or a summary thereof at least one week prior to the annual election. 19. Paul Bra4ford Was appointed auditor for the 1950 -51 1 records of the Village. 20. IT WAS VOTED RESOLVED: That in accordance with Section 101 -b of the Village Law those appropriations showing 76 overdrafts be finanoed by transfers from unexpended balanoes of other appropriations as set up in the budget. 21. Mayor Kenerson and Polioe Justioe 8hirey were appointed a oommittee of two to Confer with Mrs. Trousdale regarding her oharges for oompiling the assessment rolls and extending taxes. 22.
