MINUTES of the annual organization meeting of the Village
Board held on Monday, April 2, 1951, at 7x,30 P.M. in:the
schoolhouse.
Due to lack of a quorum the meeting was adjourned to April 3rd.
MINUTES of the adjourned annual organization meeting of the
Village Board held on Tuesday, April 3, 1951 at 7:30 P.M.. in the
schoolhouse.
PRESENT: 0. J. Kenerson,. Mayor
Sherwood Holt, Trustee

Henry J. Shirey, Police Justice
1. Mayor.Kenerson welcomed Sanford Atwood to the Board
and stated that he hoped he would find his work as Trustee pleasant.
2. The minutes of the meeting of March 19th were read and
approved.
3. The minutes of the March 19th public meeting were read
and approved.
4. The following bills paid on authority of the Mayor were
approved:

HIGHWAYS

5. The following additional bills were approved:
POLICE WATER & FIRE
McKinney Agency 120.00
HIGHWAYS
General Crushed Stone Co. 35.40
6. Treasurer Guise reported a Dash balance in the. general
account of $6,290.35 as of March 31st.
7. The Clerk reported that a revised payroll had been filed

with the Civil Service Department stating salaries starting
April let for the following;

Frank Haskins $253 per month, payable semi- monthly.

8.• Police Justice Shirey reported that Police Officer
VanZile had been requested by Principal Townsend to put up and
take down each day the portable dummy policeman signs at the
intersection of Parkway and Upland Road and at-the six corners.
Mr. Shirey said he had discussed the matter with Polic3 Commis-
sioner Crandall and they agreed it was not practical for Police
Officer VanZile to put up And take down the signs each day as
VanZile's hours were such that he often would not be on duty at
the proper times to perform this work. Mr. Shirey noted that
at present the signs are being left up after dark which he
stated was dangerous as they are difficult to see if approached
edgewise. It was also mentioned that the signs would be less
dangerous if they were not placed at intersections. The Board
agreed with Mr. Shirey's suggestions and the Clerk was requested
to take the matter up with Principal Townsend.
9. The inspectors of election reported that as.a result of
the last election held on March 20th Police Justice Shireyvas
re- eleoted as police justice for a term of four years and Trustee
Randel was re- elected as trustee for a term of two years and
Sanford Atwood was elected as .trustee for a term of two years.
IT WAS VOTED to have printed ballots in the future and the
Clerk was authorized to purchase •a ballot box.
10. Trustee Randel was appointed as Acting Mayor for the
year 1951 -52•
11. The following appointments were made by•the Board for
LPAA
the year 1951 -52:
a) Carl Crandall as Engineer at a salary of $750.
b� Carl Crandall as Zoning Officer.
c) Carl Crandall as Police Commioner ate, salary of 0150.
d) Robert C. VanZile as Police Patrolman at a salary of
$2,456.25 plus car allowance of $900.
12. The Following resolutions were.voted by the Board:
A) That the First National Bank of Ithaca, N. Y. be
designated as the official depository of Village funds for the
fiscal year 1951 -52.
b) That the Treasurer be bonded in the amount of $24,000
for the period from March 1, 1951 to March 1, 1952.
d) That the Clerk be bonded in the amount of 01,000 for
the period from March 1, 1951 to March 1, 1952•
e) That the Police Justice be bonded in the amount of
annually
1,000nfor the period from March 1, 1951 to Maroh 1, 1955•
f) That the Ithaca Journal.be designated as the official
dswspaper for the year.1951 -52.
g) That the Trustees act as a Board of Assessors for the
year 1951 -52•

h) That the Trustees constitute itself a Board of Health and
that Mayor Kenerson be,designated as President and J: B. Trousdale
as Secretary.
13. 'IT WAS VOTED that the audit as presented by Paul
Bradford be placed on file.
' 14. It was reported that there were no appearances at the
public hearing on the budget.
15- IT WAS VOTED that the budget as incorporated in these
minutes be adopted.
16. IT WAS VOTED RESOLVED: That the amount of $22,556.90
be levied upon the taxable property of the Village for the year
1951 -52.
17. The time set for the next meeting was Tuesday, May 1,
and upon invitation from Clerk Trousdale it will be held at
his home.
19. The time set for regular meetings in 1951- 52'was the
first Tuesday of eaoh month.
19. The meeting was adjourned at 9:05 P.M.
