Village held on Monday, March 19, 1951 at 9 P.M. in the
schoolhouse.
Mayor Kenerson called the meeting to order at 9 P.M.
and asked for nominations for chairman of the meeting. Mayor
Kenerson was duly nominated and elected chairman and J. B.
Trousdale was elected secretary. There were ten people present
in addition to the officers and trustees of the Village.
1. The Mayor reported that as a result of the sentiment
expressed at the public hearing on May 12, 1950 regarding the
construction of the apartments at'-7,09 Triphammer Road, the
Trustees voted not to break their contract with the Highland
Road Construction-Co. which allowed water and sewer connections,
but they also voted that no sewer connections be allowed in the
future for new construction outside the Village unless such
construction fell within the limits of the Village Zoning Ordinance
in effect for that part of the Village adjacent to the new
construction. He said that the Village had recently received a
request from Mr. Indelicato to make sewer and water connections
for a proposed Apartment house at 903 -905 Triphammer Road, but
the Village Trustees had denied the request.
He said that following a public hearing on the revision of
the ordinances on October 24th they were adopted and became
effective on Dec. 15, 1950.
He said the State Auditor completed the examination of our
records for the past two years and had one recommendation for
change which has been complied with.
He said there will be a reduction in Village
general
assessments amounting to about 0 again this year because the
Village Assessors felt that Village properties were being assessed
too high in comparison with propertiee outside the Village.
He reported that the fire service contract with the City
for 1951'was signed on the same terms as in 1950 at a total
price of $3,240.25, ad increase of about $670 over'a year ago.
2. Treasurer Guise made his report, distributing copies
and explaining a summary of the income and expenditures of the
Village for the fiscal year March 1, 1950 to Feb. 28, 1951:
IT WAS VOTED to accept the Treasurer's report and place
it on file.'
3. The Engineer reported that we have three workmen on
duty in the summer and two in the winter and that these men do
the normal road repairs and make garbage collections during
the year. He stated that the Village owns only one piece of
equipment, namely a truck, and the work for re- surfacing of
roads was done by contract. He reported that during the year
the sidewalk construction on Triphammer Road had proo4eded as
far south as Prof. Cleary's driveway.
Prof. Freeman inquired about damage done by the snow plow
to lawns and the Engineer said that the Village workmen would
try to make repairs where the damage was extensive at no
expense to the property owner.
The Engineer reported that there was a proposal in the City
of Ithaca to include a sewer tax with the water tax. If this
proposal is approved it would mean that the residents of the
Village would pay a higher water bill to the City as the water
bill would include a sewer .charge, but it would no longer be
necessary for the Village to tax the residents for sewer service.
He thought the total cost to the Village residents would be about

the same.
4.. Mayor Kenerson called upon E. A. Whiting as Chairman of
the Nominating Committee to make his report. Mr. Whiting stated
that the other members of the committee were Perry Gilbert and
Harold Pratt, and that they wished to place in nomination.Mr.
Shirey for police justice to succeed himself and for re- nomination
as trustee Mr. Randel. Due to the fact that Trustee Kent - declined
re- nomination due to other duties and commitments the committee
nominated Prof. Sanford Atwood, head of the Plant Breeding
Department at Cornell, as Trustee in place of Trustee Kent.
IT'WAS VOTED to place these names onnthe ballot. There were
no further nominations. . i
Mayor Kenerson called attention to the residents that
Trustee,Kent had completed four years of service an the Board and
thanked him for his service to the Village.
5. Police Justice Shirey reported that it has been an
average year with the usual arrests for speeding and some arrests
for other offenses. He called attention to the fact that any
arrests made in Cayuga Heights are not published in the Ithaca
Journal, as are arrests in the city of Ithaca, and he wanted the
residents to know that the lack of publicity did not mean that the
police justice and the policeman were not active.
Mr. Whiting called attention to the dangerous situation
existing at the corner of Triphammer, Midway and Northway Roads
and stated that many near accidents occur there. The Engineer
said he would consider the installation of a "slow" sign on
Northway Road.
6. Treasurer Guise distributed copies of the tentative
budget for the fiscal year March 1, 1951 to Feb. 29', 1952 in which

was listed in detail the budget for 1950 -51, amount received
and expended for 1951,•and tentative budget for 1951-52.
Following his explanation there were no questions regarding
the tentative budget.
7. Engineer Crandall explained that it was proposed to
construct a new apartment house to be built south of Westview
Terrace; and Prof. Freeman stated that he-was opposed to the
construction of any more apartment houses in the Village.
Police Justice Shirey mentioned that the construction of such
apartment houses was proper from the standpoint of the Village
ordinances and had been approved by the Board of Appeals.
