MINUTES of a regular meeting of the Village Board held on
' Tuesday, July 25, 1950, at 7:30 P.M. in the schoolhouse.,

1. The minutes of the meeting of June 6th were read and
approved.

4.• Treasurer Guise reported a cash balance on June 30th
of $lg,761.47.
5. Mayor Kenerson reported that he had attended a meeting
of the Town Board which was attended by various local officers
and a representative from the State Department•in Albany. The
official from Albany was here for the purpose of checking assess-
ments against valuation for the purpose of determining'the
equalization rate in connection with school taxes. He picked
20 properties at random in the Village and the Town of Ithaca
and then made comparisons between the appraised value, the
assessments against the properties,'and the approximate purchase
price dbtermined from examining the tax stamps at the court house.
Apparently the purpose of the State is to permit schools to tax
on-valuation rather than on assessments, which would enable
them to collect much higher taxes. Engineer Crandall reported
that on the average the Town assessments were 47% of value and
in-the Village 55 %-
6. The Engineer reported that the sewer had been laid on
the Feller property and the work had been done not by the Village
but by either Prof. Feller or the new purchaser of the property.
The Engineer reported that the gap in the sidewalk in front
of-the new Cicohetti houae on Triphammer Road had been'filled.
He-reported that he had approached the City in the matter of
installing the two additional hydrants in-the Village and that
the City had argued that the $40 hydrant rental that the Village
would pay would mean nothing to the City as this sum would be'
,
deducted from the fire service contract. However, he made
headway with the argument that one purpose in the Village paying

for this fire service was to enable the residents of the Village
to secure lower fire insurance rates and it was unfair to deprive
certain residents of the Village of the opportunity to get these
lower rates due to lack of hydrants. The Engineer was hopeful
that the two hydrants requested would be installed. He said the
Board of Public Works had referred the matter to a committee.
7. The petition of J. Thomas and Alice E. Reid for
permission to connect to the proposed sewer extension on Sheldon
Road was considered and
IT WAS VOTED that such permission be granted and that the
City be requested to give similar approval.
8. The Engineer reported that there had been two orack -ups
of cars at Kline and Wyckoff Roads, partially due to brush
obstructing proper vision and that the Village workmen had been
cutting down brush at this point and at other corners in the
Village that were particularly objectionable.
9. The Clerk brought up the matter of insurance on Police
Officer VanZile's car and the Trustees decided that they wanted
the Village named as a beneficiary in the policy and that Mr.
Boothroyd be requested to furnish the Clerk with a certificate
of the insurance for the Village records.
10. Henry Shirey reported on behalf of the Zoning Board of
Appeals that a hearing had been held in connection with the
Harriet Libby apartment houses. He said that in her apartment
house at 206 Overlook Road she had four apartments prior to the
Zoning Ordinance and now had five. At her house at 202 Overlook
Road she had two prior to the Zoning Ordinance and now had three.
The Zoning Board of Appeals instructed her to reduce the former

back from five to four apartments and latter from three to two,
and gave her a deadline of October 1, 1951 to accomplish this.
The Engineer reported that he had received no answer to his
questionnaire sent to Mrs. Werder regarding the apartments on
her property and he recommended that the Village Board ask the
Zoning.Board of Appeals to look into the matter.
IT WAS VOTED that upon recommendation of Zoning Officer
Crandall the Village Board request the Zoning Board of Appeals
to investigate Mrs. Werder's property for a possible violation
of the Zoning Ordinance.
11. Mr. Shirey reported on the difficulties encountered
around the 4th of July with cap pistols and fire crackers.
12. 'IT WAS VOTED to hold the next meeting of the Village
Board at 7:30 P.M. on September 12th for the purpose of
considering the revision of the Village ordinances. Upon
invitation of Trustee Holt the meeting will be held at his home.
IT WAS VOTED to hold the next regular meeting of the'Board
on September 19th and upon invitation of Clerk Trousdale it
will be held at his home.
