Sec. 7. INTERPRETATION AND PURPOSES.
n The purpose of this Ordinance shall be to promote
the public health, safety, morals and general welfare in the
Village of Cayuga Heights, by maintaining and preserving the
Village primarily as a community of homes, and by restricting
other uses less desirable in the light of the public health,
safety, morals and general welfare, to certain districts,
with reasonable consideration, among other things, for the
most desirable use to which the land of each district may be
adapted, the peculiar suitability of each district for
particular uses, and a general, comprehensive scheme of land
and building developemtn. It is evident that the health of the
community* will be better preserved and protected by creating a
district of homes, relieved of the dangers arising from con-
gestion, such.as the spread of contagious disease, the ao-
cumulation of filth, and a relative deficiency* of light and air.
Owing to a lack of any sewage disposal system in the Village,
large establishments are an ever present menace to the health
of the community and their restriction to certain districts
will tend to limit grave sanitary* problems. It is also
evident that the more restricted district will be exposed to
less danger from fire, from the hazards of heavy* traffic, and
from immoral practices resulting from too congested living
conditions. It is evident further that the provisions of this
Ordinance. will tend to the stabilit&tion of property values,
without excluding any legitimate business or particular use

of property* from the Village.
See. 8. BOARD OF APPEALS.
The Board of Trustees shall appoint f Board of Appeals,
which shall function in such manner and shall have such powers
and duties as the New York, State Village Law and this Ordinancg
shall provide. The Board of Appeals shall have the power to
vary the, application of the terms of this ordinance to meet the
equities of particular cases acting in harmony with the general
purpose and intent thereof.
Sec. 96 ENFORCMIENT.
This Ordinance shall be enforced by the Zoning Officer
who Bhall be appointed b3C the Board of Trustees, and may be one
of their number. The Board of Trustees may from time to time
prescribe rules and regulations under which he may act. The
Board of Appeals shall hear and decide appeals from, and review
any order, requirement, decision or determination made by the
Zoning Officer, as provided in the New York State Village Law.
Sec. 10. BUILDING PERMIT
(a) It shall be unlawful to use or permit the use of
any building or premises or part thereof, hereafter.erected,
altered, or changed in its use or structure, until a Building
Permit shall have been issued by the Zoning Officer. Such.
Permit shall show that suoh building or premises or part
thereof and the
