Tuesday, Sept. ;6, 1949, at 7 :30,P.M. at'the home of Clerk Trousdale,

At, 'the meeting on July 219t.. it was., decided: to invite the,
reIside,nts' of' Northway,Road to the Village "meeting held on this day
to consider'the question of. the installation of. curbs ",and gutters.
on Northway Road:. As a result of.the :invitation extended the,,.
following residents appeared: Howard ahayler,::Edgar t
Frederick.Brown,.Mr.'and Mrs. Herman Jones, George,5ervissf'and
Donald McPherson.
Mayor Kenerson welcomed the. Sue sts.to the mee,ting'and.explained
to them that:'the matter of the:installation of:curbs and gutters on
Northway, Road had been under consideration by the Village Trustees
for some time, but prior to proceeding the Trustees thought it
advisable to.get a free expression of opinion of those ;involved.
He informed them.that. this meeting would.be conducted in an
informal fashion and!that they were.free to express their opinions
either for or against the proposal. He then called upon.Engineer
Crandall to present the matter.
Engineer Crandall explained from an "engineering point of viers
going into such.matters as'the.width of the street,,level of the
curb in relation to the crown of the. road and'.in,00nnection.with
r.
the level of the sidewalk. -. He also explained that the Village had
appropriated 42,000 for the "partial construction of a sidewalk, on
Triphammer Road, which would start at.the north boundary to -be
io
extended south.and.be hooked up with,the two existing sidewalks
on Northway Road. The grade of the'aldewaik, he-,pointed out; ."
would be built in relation to the grade of, the road and,, curb. ,
He mentioned that -the :estimated coat of.the curb project would.;
be $2 per lineal foot and that it:was the policy: of'the Village
to pay'25 %,of' this 'cost „and assess 75,4.against. the property.,owner_,-
which would be payable over a three year ::period,.. "any;`unpaid
balance; to carry. interest at . approximately 3%, which.wae. the '
estimated rate the bank would charge for the, loan to the Village,...
to finance'the project. He also stated that the. Village would bear
the full cost,of any.work that needed:to be done:on.the road itself
between the curbs and the.Village would pay the cost of the.'curbing
.at the corners.and at street intersections; that is.to say, on
land that was not.considered'a part of the lot' of the. individual
property owner.. The guests at the.meeting.enter,ed into'a full '.
discussion from various aspects of.the proposal and after the
Engineer had answered all their questions they were thanked.for
their attendance and excused from the meeting.
Mayor Kenerson welcomed'Sherwood Holt on behalf of the,.other'
Trustees and stated that.they were all very happy to have him
back on the Board.,

4. Treasurer'Guise reported a cash balance on:August
31st
of 0159614.19.
5. The Engineer reported that the.resurfacing of.:the
roads
had been completed by Knight -Kyser at a cost;of :$2,500 which was
within the budget limit. All but a portion of one of
the nine
sections originally proposed for resurfacing was done.
A.list of
the roads improved was placed on file with the'Clerk.
The Engineer reported that the Highland_.Road Construction Co.
is considering the construction of.a third apartment.house_
within
the Village, to be located on an extension.,of Kelvin
Place,on:.the.

west part of the present Alpha Tau Omega lot
The Engineer reported that-the second mowing,of._vacant
lots
had been completed.

The.Engineer read a.letter he had reoeived from.Thomas
G. Miller Jr., Assistant to Superintendent of,Public.Wdrkd,'with
regard to the Water Tank Road - sewer.: This letter quoted action
of the Board of Public Works of July, 27th. in which they, approved ,
the request of`the Village :.f or the.:•connection . to ;,U6, °five.:owners ,
on Water Tank ,Road for a sewer connection , and-established a fee
of 4100 per year for the service. 'The` Engineer ;alao• read a
copy of hie letter, to >Chaddock.,C.•Head,,spokesman for.the:Water.,
Tank Road.group, in which.he informed him'that the Oity had
approved the connection. He reported.that no word had been
received from Mr. Head as to the plans of, the group.,
There was considerable discussion about the.odors arising
in the vicinity,of Water Tank Road and',the Bradfield property,,
and
IT WAS VOTED to request the President of the Board of
Health, Mr. Kenerson, to.write to County Health Commissioner
Spring and request an investigation of the sanitary conditions
in the vicinity of the Water Tank Road and,the.Bradfield property.
6. As a-result of the hearing with regard to the,. installation.
of curbs and gutters.on Northway Road, after.a full discussion
IT WAS VOTED to build the curbs and gutters, this fall,:on;.
Northway Road if the Engineer'can get a.firm_bid.for;the. work at
a figure not exceeding $2.10 per running foot.
7. The;Clerk:brought up, the. matter. of the•New, York. State .
Disability Benefits Law, pointing,out'that : it.was optional..
for villages to Join the plan It was decided that no action
would be taken on.this matter until a later date.!.
8. Trustee Randel made a report on the;fi•re..service

by F. J. Laverty,.Superintendent of Public Works of the City, and
stated that he found the bill, in. order, -involving an increase of
4295.50 over last year, bringing the price of $2568.50 He
stated.that the.principal.readon. for the,increase'was_ the fact that
the total assessed valuation in the Village had.,iincreased 9.1%
whereas the assessed valuation in.the`City of,Ithaca. had increased
only As Trustee':.Randel- ,recommended the acceptance of,.the rate

.service contract. for 1950 on, the:i same t.erma as.'was-,in thd. contract
for x949 at a total price of $29568.50, and the Cherk "was requested
to notify Superintendent Laverty that`'suoh a,contracV would,'-be -.
acceptable to the.Village.
9. The Engineer'made'a propoeai.'that' it would be'ddvi "sable
for the Village of Cayuga'Heights to reduce the assessmente''ori
properties within the !Village, and there was considerable discussion
as to the advisability of this even though.it meant a raise in
the tax rate. No decision was reached.
10. IT WAS VOTED to hold the next meeting at 7;30 P.I.1, on
October 18th in the office of,Engineer.Crandall:
il,. IT WAS VOTED that the November meeting would be held on
November 8th at 7 :30 P.M. and upon invitation.of Trustee Randel
it will Be held at his home on Triphammer Road.
