MINUTES of a regular meeting of the Village Board held on
Thursday, July 21, 1949 at 7:30 P.M: at the:home'of Police.Justice

1. The minutes of the meeting of June 7th; were "read and approved.

=4... The Mayor reported that he had talked with County Health
Commissioner Spring regarding.septic tanks in this. vic,inity.and
he'had also attended the meeting in Olin Hall held a short while
ago where a full discussion was held of.the sewer and water
problems confronting the residents to.the north and northeast of
the Village of Cayuga Heights. There was.considerable' discussion
regarding the problem in.this area.
5• Treasurer., Guise reported a cash balance on June 30th of.
417,694.24.
6. Engineer Crandall reported that.there was a fire at Mrs.

Libby's house at 206 Overlook Road on Jurie 21st, which was caused
by over fusing. The fire department was`called,but the `fire wa,a_:

The Engineer reported'that Nig Hill 'is building a house.,
for Mr. Forsythe.at 1107 Triphammer.Road:.and that heshad issued
a water permit to'him at,the usual;oharge of 0756
IT WAS VOTED that the action 'of Engineer.Crandall in
issuing a,,water.permit in,.the above case be approved.:
The :Engineer reported that,he had issued a permit to.R. C
Smart to build a,home at -101 White:Park,Road
7. The. Engineer reported the problem,of :sewage disposal
being encountered by the residents. of Water, Tank Road. He stated
that they had put, in septic tanks.which were not successful due
to the condition of the soil and that�.they had petitioned to.be
permitted to connect with the Village sewer system. ;Inasmuch as
the contract between the Village and the City.for sewage disposal
gives permission for additions .to be made -in the fringe area if
both.the City and.the Village agree,.the Engineer reported that
he had written to the City requesting permission of..the.City to
make the connection. The Engineer pointed out that the sewer
problem on Water Tank Road was of concern to the.Village because
lakk of proper.disposal would become a Village nuisance, and
he also cAlled attention to the fact that even if a sewer
district were formed in.the area.to the north and northeast of

approval to the.project in case,the City concurredc The %petition
and a,copy of,the Engineer's ±letter..to the City was ordered filed
by the Clerk..
e'Engineer.reported that in 'accordance with the request
made at .the last :Board meeting he, had obtained '.an estimate on the
cost.of a curb installation and`,that he had reoeived an .estimate
from. contractor August Alby that the cost would be about 2,, per
lineal foot. As, Northway Road was a street under consideration
he reported that the street was :750 feet long which would require
1,500 feet'of curb.and'the cost would be; 3,000.`rAccording to
Village policy 25� of this cost wouldbe.borne'by the Village and
75% by the abutting property owners Mr. Shirey reported that.it
would be legal to proceed ,with this work even without the consent
of the property owners.and assess the cost thereof to the property
owners. However it was felt that a hearing on the matter would be
preferable so that „the residents.of the street would be'familiar
with all the facts. The Trustees thought that the cost to the.
owners should be spread over a period of.three years.and• that the
03,000 cost could be covered by a certificate of. indebtedness.at
approximately 3° interest.
IT WAS VOTED to invite all the property owners on Northway Road
to attend the•next meeting of the Village Board so that the curb
matter could be discussed. The Clerk was instructed'to.send out
a notice of such.mee'ting and include,details about the proposition
in the letter so that if, they. could .not attend: they. mould have:.a
chance to express their opinion by letter'prior!to the meeting ;.
9. The Engineer reported that considerable•repair was ,being,
done on many.of the sidewalke.by means of buying ready mixed
concrete and having the work done by the Village workmen in' .
spare timer_ The.Engineer reported that he "had:,selected nine
sections.of road within the _Village for re- surfacing.and. that he,
had reque'ated;Gleason &.Kyser to make - separate; bids on each
section In this. way :lf the total :bid exoeeded,the.budSet
estimate'the Engine ,er, Would . be. able,to drop one or more sections.:
in order :to :come within the :amount availabis.:
10. ;The Clerk reported that: "he had. :recsived a bill from:
the Ithaca Fire'Department for "00 for services in running .Mrs.
Libby's fire, but it was agreed that this bill was rendered in
error.as the'' contract. does not "'provide for an extra charge over
the fixed fee for fire service."
11. Police Justice Shire,y reported that he had collected.:
no fines.during the month but that. he had.been quite busy trying
to abate the Durham dog nuisance.
12. The Trustees brought up for discussion the appointment.
of a Trustee to fill the vacancy „created by the resignation of,
Sherman Peer. It was felt that.someone should be appointed,to
represent the west side of.the Village if possible, and after
full discussion
IT WAS VOTED to request the Mayor to. appoint Sherwood Holt
as Village Trustee to serve out Mr. Peer's unexpired term
13. IT WAS VOTED to,hold the next meeting on.September 6th.
