The Engineer reported that he had issued a permit to Mrs.
Cicchetti for the construction of•a new house at 118 West Upland Rd.
8. The Trustees discussed the advisability of a program of
constructing curbs.on those.streets in the Village that are
without curbs and those that would be benefitted most from the
standpoint of,,appearance, water run- off,.,and street preservation.
It was brought . out that it is the policy of the Village to assess
75% of the cost.of such.improvements to the property owners and
25% to;the,Village. The-Engineer stated that payments by property
owners might well be spread over a three -year period.to ease the
financial burden on the. individual property.owner. It was
suggested that the Village might issue certificates of indebtedness
to cover the expense until recovery could be made from'the
'
property owners for their share. As.one of the streets considered
