MINUTES of a regular meeting of the Village Board held on
Tuesday, October 5, 1948 at 7 :30 P.M. at the home of Clerk
Trousdale, 102 Northway Road.

1. The minutes of the meeting of June let were read and
approved with the following correction page 209; item 9,
addition of the following "the rates not having been changed
since 1932 when the Village sewer system was built."
The minutes of the meeting of July.22nd were read and approved.
2. A discussion was held regarding the activities of the.
Ithaca Fact Finding Committee. A letter written by City Clerk
Springer, a copy of which was sent to Mayor Kenerson, indicated
that the-Fact Finding Committee was anticipating a contribution
1 000-from the Town of Ithaca, and 42,000 from the City.
of #1,00 from the Village of Cayuga Heights,t When the Fact
Finding Committee was first organized the City contributed
$1,000, the Town 0250, and the Village $250. Thus the Village
contributed previously 16 2/3 % of the total. If this percentage
still held the Village would now contribute #667 instead of the
#1,000 indicated. It was felt that a payment"should• not be made
until the Village received a copy of the budget of the Fact Finding

IT WAS VOTED that the matter be laid on the.table until
further information was available.
3. The Mayor reported that he had received a letter from
City Clerk Springer which stated that.the ".Common.Council.had '
accepted the report regarding the determination of fire protection
for the Village of Cayuga Heights and the formula was adopted as

a basis for future charges for this service. Enclosed with the
letter from-Mr. Springer was a copy of that portion of the minutes
of the Common Council in which the formula was given in detail.
No action was taken by the Trustees.
4. The following bills paid on authority of the Mayor were

6: The Mayor called attention-to the dangerous curve on
Hanshaw Road opposite Jim McConnell's house. He reported that
there was a tendency for motorists -to get on the left side -of
the road in going around this curve and he thought a white line
In the center of the street at this point would help. Engineer
Crandall stated that it was a State highway at this point,.;
IT WAS VOTED that the Clerk write to Mr. Pearce;,.Assistant
Engineer, N. Y. State Dept. of Public Works;. whose office is in
the Courthouse and request him to correct the dangerous condition
if at all possible.
7.• The Treasurer reported a balance on Sept. 30th of
$10,957•.44 and outstanding unpaid taxes and assessments of $840.90.
8.• Police Commissioner Crandall reported.that Police Officer
VanZile had made.several arrests for speeding and several.fines
had been..imposed by Police Justice Shirey..
9. The Engineer reported that he had issued several building

permits as follows: to A. Weeks who is building a house costing
approximately $23,000 on Cayuga Park Drive; to Mrs. Cicchetti
for a house on Triphammer Rd. to cost around $20,000; to Mrs.
Stagg on Sunset Drive for a garage and some remodeling in her
house; and to Mr. Woodcock on Triphammer Road for a garden house.
The Engineer reported the following property changes: The
former Kappa Delta Rho house recently owned by the Maxwells sold
to some fraternity; the Carl Becker property to Dr. Hirehfeld;
the Johannsen house to Fred Bryant; Prof. Southard's house to
Palmer - Persen. The Engineer also reported that the new apartment
house on Highland Road was approximately completed and he judged
would cost about $300,000.
The Engineer reported on a bad situation that had developed
on Kline Road just below Overlook Road opposite Mrs. Libby's house.
' He stated that in case of heavy rain the water could not properly
be taken care of by existing drainage and there was a tendency
for the road to be damaged and debris left on the road. A new
culvert was indicated which he found would cost about $3,500 if
let out on contract. Instead of incurring this expense he
reported that he had arranged to have the Village workmen build
the culvert after purchasing the necessary pipe. He said the work
was nearly finished and would cost about $1,500, thus saving
$29000 by getting the work done in this manner rather than by
letting it out on contract.
10. Clerk Trousdale brought up the question of the Village
purchasing a
share
in a
protectograph which Mrs. Trousdale was
considering
buying
for
$187.
IT WAS VOTED that in case.the machine was purchased the

Village would invest 025 as an ownership share in the machine
so that Village checks might be protectographed.
11. IT WAS VOTED that the next meeting be held on October
19th in Carl Crandall's office at 7 P.M. to makeup the 1949
assessment roll, such meeting to be preceeded by a dinner at
the Clinton House at 6 P:M.
