4. Treasurer Guise and Clerk:Trousdale were 'appointed
'
Inspectors of Election for the Village Election to be
held:on
March 16th.
5.. Trustee Shirey resigned as Trustee in order to facilitate
the appointment of a new Acting Mayor,' inasmuch as he was not
up for re- election as Trustee.
IT WAS VOTED that the resignation: of Trustee Shireyibe
accepted with regret. Mayor Kenersom then.appointed Trustee .
Bayles as Acting Mayor.
IT WAS VOTED RESOLVED: that the Board confirm the appointment
of Trustee Bayles as Acting Mayor and the Clerk was requested to
notify the First Natlonai,Bank of the action of the Board so that
his name might be authorized for the signing of checks.
IT WAS VOTED that it be the policy of the Board to have
the Police Justice of the Village of Cayuga.Heights. attend Board,
meetings.
.6. The.Mayor. reported that he had received.a letter from
the City in which they.stated that the fee, I for the dumping:cf
garbage on the City dump had been raised from #75 to 0150. The
discussion that followed indicated that the.charge of ,150 would
be quite reasonable In view of the expense, that the, City incurs
in operating the dump.
IT WAS VOTED that the fee of $150 from.the City of. Ithaca,
for the•privilege of dumping the Village garbage on the City
dump be paid.
7. The Trustees adjourned their meeting at 8.P.M.'in order
:to attend the annual meeting of.the residents of the Village,
and re- convened to sit as a Board of Trustees at 10 :08'P.M.'
8. The regular Treasurer's 'report was omitted as it'wae
given at the annual meeting of the.Village residents earlier in
'.
the evening. That report gave tbe,cash� balance as of Feb. 29,
the end of the fiscal year, as,$5,109.lb.:

9. The Engineer reported that the Gas & Electric Co. had
not yet been able to install additional street lights although
they had been ordered'in 1942 and some complaints had.been .
received. "due.to the lack of adequate'street lighting." The_.-:
engineer :agreed to write to "the Gas &.Electric'..Co stating the
position. of, the;Village,in.the,,matter, calling attention to
the .long "un fill ed•,order; so,that any further complaints "from
residents,in'the,Village. could be referred .directly to 'the"
Gas & Electric 'Co''.
10. The. Clerk, reported that.: he had ..received „a copy, "of :the: :..
audit made by Mr: Paul B Fred,enburgh ,of :the State Department
of Audit and Control. ": This audit . vise "studied'.by:_the:Trustees. .
and the recommendations taken. "hp :individually
',1) !'The: Village Board should not appoint one of 'its, membera:
to office."
This arose from the.fact "that the Village Board appointed
Trustee Shirey.to the office.of Police Justice.for a few weeks
until an election could be held. Inasmuch as.Trustee Shirey
was duly elected as Police Justice it was.jelt that this matter
had been .properly taken care of
2) "The. tax list should be in ..a form approved by. the ;State Tax
Commission, which would provide space•for the assessor, !s' oath-.`-
and the tax warrant as parts thereof.`
The Clerk reported that he had sent.a copy of our present
assessmen�,t,,sW,90 to. the State Tax ,Commission and' had received
a reply from them in which they stated;;that they.did'not
entirely approve of our.pres,ent procedure. After discussion the
matter.was tabled for,further consideration
3)"An undertaking should be executed, by the'.Police:Justice ,
This was_ considered and it was decide& that this recommendation
should be followed and the Clerk was directed to see that 'such an

undertaking be executed.
4)' "The withholding tax should be paid by check each month
to the.Treasurer as agent, and'he in turn should draw checks against
this account to the Collector of.Internal Revenue.'!.'
The Treasurer'statod that our method of handling withholding .
tax.payments has.been; changed and that he had;a ,-letter. from the
Department' of ;Audit and Control stating that�.rthe: change was.
satisfactory: ";
11._• IT WAS.`VOTED that Police.Justice- Shirey' ehould:be bonded
in the, amount of $1,000 in accordance.with the recommendation of
the State Auditors .
12: IT WAS VOTED to, sccept the ,report _of ' audit °rendered by
Mr. Fredenburgh'of the Department of.Audit and Control .
13. IT WAS VOTED to, recommend the budget as recently,.
prepared by .the ;Trustees and as.considered by.the annual-meeting.of
the residents of the Village to the new.Board for adoption.
14. IT WAS VOTED to hold the annual organization meeting on
April 5' at 7 :30 P.M. and upon,invitation.of Trustee Sayles it was
decided to hold it at his house.

the schoolhouse at 8 P.M.
16. IT WAS VOTED to have a meeting ,of .the .Trustees on
April 26 at 7:30,P -M- at the.schoolhouse. ,..
