MINUTES of a regular meeting.of the Village Board held on
Monday, Feb. 2, 1948, at 7:30 P.M. at the home of Mayor
Kenerson, 102 Iroquois Place.

1. The ,minutes' of the meeting.of,Jan. 5th „w,ere read and
approved.
2. IT WAS VOTED, 'that: the. Trustees go.into,a 'committee -of -the-
whole to make up the :budget, for the year`1948 49.°
3. IT WAS VOTED that the committee -of- the -whole adjourn to. ,
sit again as_a.Board .. of: Trustees.
4. IT WAS VOTED RESOLVED, that the tentative budget,in :the
amount of•031,670.as submitted by:the committee-of-the-whole
to the Village Board and attached to. these minutes be accepted.,
by the Board and recommended to the residents of the Village for
discussion.

7. The Treasurer reported a. balance on Jan 31st ef45,682
and stated that all :'outstanding:;taxes had now: been collected.
8_. Police,Commissioner Crandall _reported'the attempted theft
of,a Village,.e,treet,sign,by, three University,studenis,:etating
that Prof Curtie..had happened bo be:in the 'vicinity, at•the time
and had reported the" car 'licenee.•number thue'`leading to'the
apprehension.of -the students'. involved. Police Justice;Shirey
reported that.the.'students were:brought' before him and'had pled
guilty.. Although this crime..conetitues a` misdemeanor, ..:since the
boys were.under.19 they were treated as youthful:,offenders, and
' Justice.•Shirey fined.each'of them $25 with suspended sentence
after receiving Erom,them written confessions. Justice,•Shirey
then wrote a letter to President Day outlining `.the. offenee, in
which.he stated that the students said they were.being initiated
by the.; Alpha Epsilon Phi Fraternity and had been instructed by
said.fraternity to bring in ,a Village street sign as part of their
initiation duties. Justice.Shirey read the responee,to his7,
letter in.which President Day stated that the fraternity had
violated a University rule` in attempting to ccnduct.part of their
initiation program outside the ,club house The matter, he .said,
was :brought before the_ Interfraternity,Counc""il who''fined: the

fraternity 0100. The Clerk was instructed to write.'-a letter.,- to
Prof. Curtis telling him the Village has been annoyed for "some:.
time by the theft of street signs and that the Board appreciates
his assistance in the apprehension of the offenders, telling him

the trouble.which lay with,`the fraternity which had been fined
0100 by thez Interfraternity Council for the breaking of a'-

Police`Commlesioner,Crandall= reported that Officer vanZile,.
had been requested by Mrs, Sinith to issue a`warrant for th'e
arrest of a maik for,.the .theft of . a dress, that: Officer Vanzile
had refused to. issue same because of lack of evidence; and that.

since that time. the .dress had been. found•;at the cleaner's

about the possibility. of removing the 'stop sign now exieiing
at the intersection of Upland•Road and Hanshaw Road at Cayuga
Circle. He pointed out that when the roads are slippery it.:

stop sign when'headed east. Engine er "Crandall stated that.the
stop sign at Cayuga Circle had been installed,as a`eafsty'
precaution since this intersection is close to the school.
No action was.taken.
10. The Clerk's report was given by the Secretary, ."who,
stated that fire.insurance in the amount of1,000:had been
taken out on the Village tool shed and that the public
liability,insurance on the truck had ,been increased,to 50/100;000
as authorized at the last, meeting.:
11. Mayor Kenerson was auth'orized',to appoint a :nominating "
committee of three persons to make nominations for' -a mayor and
,
two trustees in place of Mayor Kenerson and Trustees'Shirey,
and Bayles whose terms expire. The iMayor appointed Dr A'.:W.

Crowly as Chairman with Prof: Ralph Curtis and Prof. A. E. Sutherland.
la. IT WAS VOTED RESOLVED: That according to the provisions of
Section 52 of the Village Law of the State of New York a Village
election will be held on March 16, 1948 at the schoolhouse in the
Village of Cayuga Heights, the polls to be.open between 4:00 P.M.
and 8 :00 P.M., at which time a mayor and two trustees will'be
elected in place of Mayor Kenerson and Trustees Shirey and Sayles
whose terms expire.
The Clerk was directed to cause a notice to be inserted in the
Ithaca_Journal at least ten days prior_to the, election with regard
to the time and place of the election and the offices to be filled,
and to post a copy.of the said notice in at "least six" ".conspicuous
public places "in the.-Village giving' 'the' same inform ation
13.. IT WAS VOTED that the,'annual I meeting of .'the residents
of the .Village to „make nominations for mayor and trustees and to
consider'.the.tentative budget :for 1948 -49 be held on March 15th
at 8 R.M. in the schoolhouse.

IT WAS VOTED that the next meeting of the Village-Board
be held on March 15th at 7 P.M. in the schoolhouse.
15: IT WAS VOTED RESOLVED: That. in accordance with Section
102 of the Village Law the Treasurer be instructed.to publish and
post his annual report or a summary thereof at least one week prior
to the annual election.
16. IT WAS VOTED that Paul Bradford.be appointed auditor.
of the 1947 -48 Village records.
17. IT.WAS "VOTED RESOLVED :.That in accordance with Section
101 -b of the Village Law those appropriations showing overdrafts
be financed by transfers from unexpended .balances , of-other
appropriations as set .up in. the, budget
18. Upon receiving the account of unpaid taxes from the
Treasurer,.comparing it with the, original tax, roll. of"the Village
and finding it to be.a true transcript thereof,, the Board.of

It WAS VOTED that tTrdstee Randellareport.,be received "with

Trustee Rsndel stated that before that date it`wae the '
intention.of the committee to make. :,,every;ieffort'to get from the.'
City officials a formula for arriving at'the Village fire protection
