The minutes of- the.meeting.'of Nov. 18th were approved and the minutes of the, meeting of Dec. 16th were',approved with the following correction: On; page 174, substitute.the words; "community fire district" in place of "Village fire department ". 2. The Mayor reported that he had received a copy of the preliminary report of the Greater Ithaca Fact Finding Committee ' and it was his opinion that it had been hurriedly written and was very incomplete, due to the fact that the committee was under pressure to turn the report in before the expiration of Mayor Gibb's term of office on Dec. 310t. The Mayor said he assumed the committee would continue its.work and eventually turn in.a compre- hensive report. He said he had also received a copy of Ahe sub -, committee report on:schools written by Prof. Forrest'F. Hill and that this was excellent. ,.He said he would circulate the reports among the Board members so that they might read them., The Mayor also reported that he had had.convereations with several city of Ithaca people regarding the proposal to establish a fire district in the Cayuga Heights section and that many thought the Village was just bluffing. He mentioned that he.had'had a lengthy discussion with one Ithacan who, when he..was apprized of all the facts in the matter, thought that the City had made a mistake in demanding a doubling of the fixed fee, before the.report of the Greater Ithaca Committee was received. A general discussion followed regarding the establishment of a fire district and it was the consensus of opinion among the Trustees that regardless of the price charged by the City of Ithaca there were many advantages to be' gained by ha#ing a fire.district established in this region. It. was brought out that the establishment of :a fire district..would require cooperation with a committee representing that portion of the town of Ithaca which would naturally fall within such fire ' district, and it was thought that a committee should be appointed to work with a committee from the town of Ithaca to.assemble necessary data regarding the establishment of a fire district. 178 IT WAS VOTED to authorize the Mayor.to appoint a committee including two members of the Board and's Village resident to proceed with plane for- the formation�of a'.f ire; .district with power to employ Mr. ^_Charlee_,H. Newman as attor,ney.and Mr., Sherwood Holt,as architect if:the'committee considers it necessary. and feasible. 'The`Mayor'then! appointed Trustee ; Randel as chairman of such;,committ:ee with,Trustee;,Sayles to '. represent the.Village Board, and Mr.:Robert B: Cooper, 'representing the residents of the Village; and'ae,alternates:in case Mr.` Cooper would not = .accept the', appointment;,Mr. Howard M:.Gifft and Mr. Edgar A,,Whiting. Engineer,'Crandall mentioned,that'he favored the:corner of Upland and .Hanehaw Road on the school property. as',the beet place for.the.location of'a fire and..said the .station establishment of a fire' district might •serve ae the.liasis of an- organization to promote more community spirit:. He also mentioned that considers tion. should be,given tolthe'.establish- ment of a Cayuga Heights Community Chest independent from*, that of the City of Ithaca, inasmuch.as the Memorial'Hospitel financial problem had now been resolved. He pointed out that residents of Cayuga Heights contributed heavily to the Community Chest and that.a high percentage.of the funds goes to Ithaca organizations with which Cayuga'Helghts is. not concerned. He mentioned several.advantages of_ having a local. Community Chest fund.. 5. Treasurer.Guise reported al cash balance._ of:46;744.56.'' on December 31st and pointed out ,that it would.be difficult"' for the Village to meet its obligations between now and June'``let at which time new tax money would be received, 179 6. IT•WAS VOTED RESOLVED: WHEREAS at a regular meeting of the Board of Trustees of the Village of Cayuga Heights, held on Nov. 18, 1947 at the schoolhouse in the said Village, the ' Treasurer of the said Village was directed to' return his warrant and tax roll and an account of the taxes, assessments and charges remaining due, containing a description of the lands upon which such taxes were unpaid as the same were placed upon the tax list, together with the amount of the taxes, assessments or charges so assessed and the interest thereon, together with a sworn statement that the taxes, assessments and charges mentioned in such account remain unpaid, and that after diligent efforts he has been unable to collect the same, and WHEREAS at a regular meeting of the Board of Trustees of the Village of Cayuga Heights held at 410 Triphammer Road in the said Village on the 5th day of January 1948 the Treasurer did comply with the aforesaid directions, his said statement being attached hereto showing a balance unpaid of #191.94 NOVI THEREFORE BE IT RESOLVED that the Board of Trustees of the Village of Cayuga Heights do credit the Treasurer with the amount of 0191.94 according to the provisions of Section 126 -a of the Village Law of the State of New York. 7. IT WAS VOTED RESOLVED that the properties on which the following taxes and assessments are unpaid be advertised:for. sale on February 6, 13, and 20 and if still unpaid their sale be authorized on Feb. 27, 1948 at 5:15 P.M. at.the_schoolhouee according to the provisions of Section 126 -d of the Village Law of the State of New York: 1) J. It was reported that a'State'Auditor had' 'examined the records of the Village and a memorandum of his" recommendations as prepared by Treasurer Guise was read by'the�Clerk. No aotion was taken pending the receipt of`the.formal report by the State' Auditor. 9. The Engineer reported that all the;wash -outs as a result of the flood last summer had now been•repaired.so that they_vere- in a secure condition but that.some work on•sldewaike.wouid have to be done later,when the weather.,was more favorable. He mentioned that the Triphammer Road sidewalk had had temporary repairs so•that it was usable..' The Engineer reported that he had ordered 120 new street signs at 01.50 each to replace street signs that were:missing and to provide a small supply.of extras. ,The-,Engineer-recommended that a few reflector type stop signs and some•speed limit signs be purchased. IT WAS VOTED that the action of the Engineer in ordering the 120 Street signs be approved and the Engineer was .;authorized to buy the necessary stop and speed limit signs. 10. Police Commissioner Crandall reported that Officer VanZile had_made several arrests for speeding and raised the question as to what the fine should be for speeding. Police; ; Justice Shirey .explained that he was fining offenders .•010. for : minor speeding and $25 for,excessive,speeding... The Police ' Justice reported that all fines collected had been remitted to the State, according to.law. 1`.8'1: 11. The Clerk.reported that the fire service contract had been signed and forwarded to the City of Ithaca on Dec. 19th. He reported that he had forwarded to the City Clerk of Ithaca the signed contract for water. service. The Clerk reported that he had written. Dr. Geer on Nov 20 regarding anew type of. garbage truck and.had written Dr., Geer on`.the .'same date, regarding the passing of an ordinance regarding. leaf fires.,.in the Village'., Tlhe Clerk'reported' that he :had. sent a, sainple assessment roll- sheet to, the' State Tax Commission for approval, and. received an answer.on Dec.' 19,stating,that they. did.: not.approve•.of, it. The State recommended that we use bound books, making original duplicates and -that the, Village prepare separate rolls each year instead of, providing for five years on`.each sheet:., '`No action was taken. .. 12: The Mayor reported the receipt of a,complaint:from Dr. Geer regarding .the location of .hydrants in.hie vicinity but . IT WAS VOTED that the matter be tabled for the present..: 13. - IT_WAS VOTED to raise the truck liability insurance from $10/209000 to 450/100,000. 14. IT, WAS VOTED to'take out fire insurance on the Village tool shed in the amount of.01,000. 15. IT WAS VOTED that the Trustees constitute themselves a .Committee -of- the -whole to make up the budget for -the year 1948 -49. 16. A report was made by Trustee Shtrey.oIn th . et serious .fuel oil.shortage and he stated that he understood Mayor:Kenerson would be a member of the committee being, formed to.:consider. cases -of . hardship.,.
