MINUTES of a special meeting of the Village Board held on
Tuesday, December 16, 1947 at the schoolhouse at 9:50 P.M:
PRESENT: C. J. Kenerson, Mayor
H. J. Shirey, Trustee
W. S. Randel, Trustee
L. C. Kent, Trustee
C. I. Sayles, Trustee
C. H. Guise, Treasurer

1. This special meeting of the Trustees followed the public
hearing held at 8 o'clock on the same evening. It was reported
that at the'public hearing, attended by 50 persons, Mayor
Kenerson.presided and outlined the history of the fire service
contracts between the Village and the City and reviewed the
many conferences that had been held between the City officials
and the Village officials in an endeavor to arrive at a
satisfactory arrangement between the two parties. Mayor
Kenerson called on Dr. Geer to give a resume of his findings in
regard to the establishment of a fire department in the Village.
Dr. Geer has been studying this problem for some two years and
furnished much interesting data in regard to the feasibility of
having a separate fire department for the Village. The Mayor
then called on Carl Crandall, who reviewed the problem as he.
saw it with particular reference to the effect on insurance rates.
A general discussion followed in which many of the Villagers
expressed their views and it was the consensus of opinion that
the Village should proceed to immediately investigate all factors
involving the establishment of a t dapai-tment and.

recommended that the Trustees place an item in the next budget
to cover the cost of such an investigation.- It was evident that ,
the Villagers thought that the fixed fee of $2,000 charged by
the City was exorbitant for the service rendered.

2. The Village Trustees after discuesing at length the views
expressed at the public hearing
VOTED to accept the contract offered by the City of Ithaca
for fire service for 1948 at a fixed fee of $2,000 and the Mayor
and the Clerk were authorized to sign the contracts.on behalf of
the Hoard.
IT WAS FURTHER VOTED to send a letter along with the.signed
contract summarizing the feeling of the residents of,the Village
as expressed at the public.hearing and notify the City of.the
intention of the Village.to establish its own fire department as
soon as possible.
These actions were taken after a full discussion of the
possible cost.of establishing a fire department in the Village.
and it was assumed if such department were established that it
Would take the form of a fire district to include the Village of
Cayuga Heights and the territory adjacent in the Town of Ithaca.
A tentative budget was made up which indicated that the cost of
such an arrangement would be reasonable when reflected in the
tax rate.
