MINUTES of a regular meeting of the Village Board held on
Tuesday, Nov. 18, 1947 at 7 P.M. in the schoolhouse.

1. The minutes of the meetings of Oct. 6th and 20th
were
read and approved.

4. Mayor Kenereon presented a letter from Dr. W.
C. Geer
'
in which he suggested that the Village purchase a new
truck
for garbage of the enclosed type such as that used in
Cody,
Wyoming. The Trustees agreed that the advantages of such's truck

would not be sufficient to warrant the additional expense, and
the Clerk was requested to acknowledge Dr. Geer's letter.
Mayor Kenerson reported the receipt of a letter from Dr. W.
C. Geer in which he suggested that the Village forbid the setting
of any leaf fires anywhere in the Village. The Trustees realized
that the burning of leaves was a fire hazard during the past fall
due to the abnormally dry conditions, but felt that the only way '
to control such burning of leaves would be through an ordinance
which ordinarily would not be needed-under normal weather conditions.
As such an ordinance would necessarily prohibit an owner from
burning leaves under any conditions; however safe; on'his own-
property it was_felt that an ordinance to prohibit burning leaves
would not be justifiable, and the Clerk was requested to write
Dr'. Geer accordingly.
5. Mayor Kenereon reported-the-receipt of a new water
'
contract with the City which was the same-as the previous contract
except that the termination date was indefinite except for a
-
thirty -day notice cancellation clause by both parties.
IT WAS VOTED that the new contract between the City of Ithaca
and the Village be accepted and the Mayor and the Clerk were
authorized to sign the same.
6. The Mayor reported that the City of Ithaca officials had
requested a meeting with representatives of the Village Board to
discuss the fire service contract for 1948. The Committee,
consisting of Mayor Kenerson, Trustee 5hirey.and.Engineer Crandall
had a conference with the City officials, at which time it was
Indicated that the City desired to raise the fixed fee'.from•
011000 to 42,000 on a take- it -or- leave -it basis. .No.action was

taken, pending receipt by the Village of a contract £rom.,the City.

IT WAS VOTED that Mayor Kenerson be authorized to request
the Clerk to call a public hearing if the Village should receive
a proposed fire contract from the City with a fixed fee in excess
of 01,000.
7. Treasurer Guise reported a cash balance on October 31st
of 089582.70.
8. Police Commissioner Crandall reported that officer
VanZile had made several arrests for speeding.
The Engineer reported that the County had installed the pipe
on Triphammer Road as he requested and had built a head wall on
the east side of the road. At present there is no head will on
the west side and it would be impractical to re -build the sidewalk
which was destroyed at this point until the west head wall is built.
The Engineer Reported that lower Kline Road had been re -paved
and that most of the flood damage work had now been done.
A discussion developed about absence of many of the street
signs in the Village, and the Engineer reported that their life is
very short due to removal by the younger generation for room
decorations and that most of the companies making these signs had
not been making them in recent years. The Engineer was requested
to see if it would be possible to purchase the conventional blue
and white sign at this time and make a recommendation to the
Trustees.
The Engineer reported that he had issued a building permit
to Prof. Wright of East Upland Road for the purpose of building
an upstairs apartment at an estimated cost of 3,000.
9. IT WAS VOTED RESOLVED: Pursuant to the Village Law of
' the State of New-York, Section 126a, that the Treasurer is hereby
required to return his warrant and tax roll to the Board of
Trustees at their next meeting or at least before February 1st,
together with an account of the taxes remaining due, containing
a description of the lands upon which such taxes were unpaid
as the same were placed upon the tax list together with the amount

of tax so assessed and interest thereon, verified by oath before
any justice of the peace or judge of a court of record or notary
public or any other officer authorized to administer oaths that
the taxes mentioned in any such account remain unpaid that that
after diligent efforts he has been unable to collect the same.
10. The Clerk reported the receipt of a questionnaire and
request for a Village map from the Bureau of Census. It was
agreed that the Engineer would furnish a paper copy of such a
map to the Clerk for transmission to the Bureau of Census.
11. The time set for the next meeting was January 5th and
upon invitation of Trustee Bayles it will be held at his home.
