MINUTES of a regular meeting of the Village Board held on
Monday, September 8, 1947 at 7:30 P.M. at the home of Clerk
Trousdale, 102 Northway Road.,

1. The minutes of the meeting of July 14th were, read•and
approved.

between the Village and the:City of Ithaca `to Sept 15, 1947' had
been received ,for eignature.' Inasmuch'as there did not seem`to be
any point`in signing .an agreement.with'6nly one-.�week run,
Engineer. Crandall was:requeeted to;inveetigate the matter Mr.

6 Treasurer Guise reported, a cash `balance'of #12,816.59' wit h

7: Engineer Crandall reported on the extensive.` damage' caused
by the flood of "August 15th.,: He reviewed the.major'damage,:which
consisted of a oulvert and•sidewalk being.washed:out'on^ Triphammer
Road near. the city line. ;He.stated,that this had notibsen repaired
as yet as it'was:useless,.to fix'it- unless tlie,cuiv6rt`is enlarged.
He stated that he was negotiating.with',.tlie County ;in.' -an attempt to ,
get the •County, to pay half .the, estimated ::total:'cost of

As this 'situation was quite serious and needed immediate attention,
he had authorized August Alby to proceed with the construction.,
He called attention to the'wash of, gravel from the east side•of
Cayuga Heights Road.near,Sigma..Chi which.had so clogged the culvert .
that another storm might take the road'itself out. The Engineer
stated'that he had negotiated .with State,Highway'officials..and they
had promised to;take out'the, gravel:; The. Engineer stated that.,.
Kline Road had'been badly gutted from.0verlo,ok Road on down The
;
Engineer, stated that his:.policy regarding repair work as a result'..
of the flood damage had been .to.properly 'pr otect „:the damaged: -areas
with.signs, barriers„ and lights, eo that'the Village wpuld not
be liable, but not'to rush into enormous,expense : in repairing all
the damage.,when he felt;.that'a.large part;;of the coat would be'
assumed by. the State and County authoritie,e:byi

additional time to make the installation.
IT WAS THEREFORE VOTED that Prof. Feller be given until
Sept. 8, 1948 to connect to the Village sewer line.
10. Mayor Kenerson called upon Dr. Spring, the new County
Health Officer, to make a few remarks regarding his new position.
Dr. Spring gave a very able resume of what his position. entailed
and what;he hoped to accomplish, and it was quite evident that his
presence in the locality would be of considerable advantage to the
Village as well as to the entire county. He mentioned the develop-
ment of,a county sanitary code that would correct many of the
difficulties now existing and requested the Village to do what
they.could to, encourage the,vaccination of the dogs in.the Village
against rabies. He outlined the situation'in regard to the
abolishment of the Village Board of Health,: and it was finally
decided that there was nothing in particular to be•gained,by ite
abolishment at this time and that the matter should'begiven
further consideration. Dr. Spring expressed his.appreciation for
the privilege of sitting in with the Village Trustees and pledged
his cooperation with the Village authorities in the future.
11. Upon invitation from Trustee Kent it was decided to hold
the next meeting on October 6 at 7:30 P.M. at his residence.
