MINUTES of a regular meeting of the Village Board held on '
Monday,,Feb. 3, 1947 at 7 :30 P.M. at the home of Truste.e.Holt,
130 Sunset Drive.

1. The minutes of the meeting of Jan..6th were read and
approved.
.2.. , IT WAS..VOTED that'the:Board of Trustees sit' as a.-
committee -of- the -whole to-make up the! T947- 48. budge t.
3,. IT WAS VOTED,that the committee -of- the= whole;,,having
completed its work,-should sit again as a.Board.of Trustees'..
4. IT WAS VOTED that the tentative budget as submitted by
the committee -of- the- whole•and.'attached to.these minutes. be
recommended by the Board to the residents of the Village'-:for
discussion.
5. The following bills paid on authority of the Mayor were
approved:

7. Mayor Kenerson read a letter'received; from Mayor Gibb'
of the City of Ithaca in�which he outlined.the proposal for ,the
appointment , of a fact finding 'oommittee to study the possible '
extension . of the..City, ofl :,Ithaca corporate limits.- In .this letter•
Mayor Gibb requested that Mayor`Kenerson a ppoint;three:.persons
from the .Village of,Cayuga Heights , :and :etated :th'at 'Supervisor

Harry Gordon ;would`.a elect - three •..from 'the -.Town of.-Ithaca' and ,that
he would select six'from.the "City:of:•Ithaca.": Mayor Kenerson_ asked
for advice: dnd`.e.uggestions from."the Trustees, as to possible .
appointmente.to this committee.
IT WAS VOTED that Mayor Kenerson be authorized to ;appoint
the following persona to' the.fact finding committee Dean William '
A. Hagan, Frank L. Bolton, and Prof. G. R. Hanselman.
8. The Treasurer. reported a,balance as of-February let: "of
$5,278.47.
9. Upon receiving the account of. unpaid.taxes from the
Treasurer, comparing it with the original tax roll of the Village_
and finding it to be;a true transcript ,thereof,,th'e.Board•of,
Trustees voted.to sign the certification,, in accordance._with;;Section
126 -b of the Village Law.
.10. The Clerk read a 1'etter.received,from Prof. Frank Freeman.
In further reference to the.dog. nuisance in the; '.whicho.
he suggested that the 'Trustees"send a.questionnai,re t, o all residents
of the Village to compile infor motion , about doge . Thep Clerk ,
reported that he had found out from.Town,Clerk Rachel,Hanshaw':'that

there were 118 dogs in the Village; and that he.had been in ,

communication with the Dog Warden, Fred McGraw, regarding the

the Ithaca Journal at least ten days prior to'the election with
regard to the time and place of the election end,the offices to
be filed, and to poet a copy of the said notice in at least six
conspicuous public places in the Village giving the same information.
13• IT WAS VOTED that the annual meeting of,.the residents of
the Village to make.nominations for Trustees and Police Justice
and to consider the tentative budget for 1947 -48 be -held on March
171 1947 at 8 P.M. in the Schoolhouse.
' 14. IT WAS VOTED.RESOLVED: That in accordance with Section
102 of the Village Law the Treasurer be instructed to publish and .
post his annual report,or a summary thereof at least one week prior
to the annual election.
present laws and regulations regarding the confinement of dogs.
According to.law, dogs must be confined at night, and according
to.a recent regulation, all dogs must,be confined or on leash
in the day time if not vaccinated for rabies. .Considerable
discussion developed as to what should be done about Prof.
Freeman's`'oomplaint, but it was decided that no action should be
taken due to the fact that'there was no evidence of a general
demand in the Village for restrictions being placed on dogs. The
Clerk was requested to communicate with Prof: Freeman regarding
the Board's decision.
11. IT WAS VOTED that the following persons'be appointed to

the nominating committee: Leslie B. Townsend, Chairman, Dr. A. W.
Crowly, and Leon C. Pritchard.
12. IT WAS VOTED, RESOLVED: That according to the provisions
of Section 52 of the Village Law of the State of New York, a
Village election will be held on March 18, 1947 at the Schoolhouse
in the Village of Cayuga Heights, the polls to be open between
4 P.M. and 8 P.M., at Which time a Police Justice and two Trustees
will be elected in place of Acting Justice Shirey and Trustees
Holt and Randell whose terms expire.
The Clerk was directed to cause a notice to be inserted in

15. Paul Bradford was appointed as auditor for the 1946 -47
Village records.
16. IT YEAS VOTED RESOLVED; That in accordance with Section
101 -b of the Village Law those appropriations showing overdrafts
be financed by transfers from unexpended balances of other
appropriations as set up in the budget.
