D.'Lyme -,Gas &;.oil 15:68 4 The new Village 'man as orepared by; Engineer Crandall""-` was demonstrated, and received ,very. favorable comment, ,.from all :,the.,' Trustees. 137 IT WAS VOTED that a total of 15 copies mounted on cloth be ordered at a cost of $5 each in order to furnish copies to ' individuals and officials who have need of an up -to -date Village map. Inasmuch as the property of W. M. Curtiss has been sold to Louise Williamson, IT WAS VOTED that this change be,made.on the assessment roll. 5• The Treasurer reported a balance of 47,705.44 as of Dec. 31st with only one tax unpaid in the amount of ,1146.plus interest. 6. The Treasurer returned his warrant, tax roll, and-an account of uncollected taxes,.interest and other charges. NOW THEREFORE BE IT RESOLVED that the Board of Trustees of the Village of Cayuga Heights do credit the Treasurer with the amount of #49.24 according to the provisions of Section 126 -a of the Village Law of the State of New York. 8. IT WAS VOTED RESOLVED following taxes and assessment on February 6, 13, and 20,' and authorized on Feb. 27; 1947 at according to the provisions of the State of New York: that.the properties on which ,the 3 are unpaid be advertised for sale. if still unpaid their sale•be 5:15 P•.M. at the schoolhouse Section 126 -d of the Village Law of J. E. and Mildred Chaney - Lot 223, bounded on the north by lands of S. F. Cleary, on the east by Triphammer Road, on.the. south by Iroquois. Place, on the west by lands of C. J. Kenerson. Residence. IT WAS VOTED, RESOLVED: WHEREAS at a regular meeting of the Board :of Trustees of the Village of Cayuga Heights, held on Nov. 19, 1946.at the schoolhouse in the said village, the Treasurer of the laid village was directed to return his warrant and tax roll and an account of the taxes, assessments and charges remaining due, containing a description of the lands upon which such, taxes were unpaid as the same were placed upon the tax list, together with the amount of the taxes, assessments or charges so assessed and the interest thereon, together with a sworn statement that the taxes, assessments and charges mentioned in such account remain unpaid, and ' that after diligent efforts he has been unable to collect the same, and WHEREAS at a regular meeting of the Board of Trustees of the Village of Cayuga Heights held at 102 Northway Road in the said village on the 6th day of January 1947 the Treasurer.did comply with the aforesaid directions, his said statement being attached hereto showing a balance unpaid of #49.24 NOW THEREFORE BE IT RESOLVED that the Board of Trustees of the Village of Cayuga Heights do credit the Treasurer with the amount of #49.24 according to the provisions of Section 126 -a of the Village Law of the State of New York. 8. The Engineer.reported.that ice conditions during the last few weeks had been the worst "'in many ,years, and that'the workmen have been.-busy spreading cinders at. the,worst• points. The Engineer stated: that?one .of.the,most:difficult,probleme was slippery driveways and .discuss ion followed;as to. .what to do'about this problem`.' Trustee'Randel; representing the `Cayuga Rock Salt Co: agreed to give the,Village''of Cayuga Heiehts'a; truck load_. of salt for mixing with cinders: IT WAS,VOTED;'.that the Village would furnisha mixture of .`salt . and cinders to any resident of.the`Village -who cared toy ".put out a box. at 'the .,curb. '. Clerk Trousdale wae;'requested to get publicity - in the paper -so that. the r.eeidents of the - Village.wouldl immediately know of,this proposal: :The Trustees expressed their thanks to'the. Cayuga Rock Salt Co. through'Trustee Randel for their generosity in furnishing.the, salt.. 10. Police Commissioner Crandall reported that " "officer Van 'Zile had stated that it was costing him more to operate his car than the Village was furnishing An the way -Of car maintenance.' It was decided to postpone decision on.this matter until the budget for the new year was`made up. Police Commissioner Crandall.reported that'there.had been 'a series of fraternity robberies,'one,ofthe fraternities" being,.. located in the Village, and,that. the robber had not yet :been apprehended. 11. Engineer Crandall reported .that..'several- of the,.Village. signs had been broken up, .either by students or..by youngsters; from the Village and he.thought�it, advisable in :the future to' purchase a more substantial type. t 1 139 12. , -The Clerk read a letter from Supervisor Harry Gordon which referred to the.Water Tank Road. The Board of,Supervisors requested ' that this entire road be deeded,to the Town instead of a portion of it.' The Trustees were, not disposed to deed the entire road to the Town without more: informat ion, .and the.Clerk was requested-.to write Harry Gordon.asking him the, intent-of the Board,in.requesting:that:.;the, entire road be deeded to the Town.,,,'', 13. The -Clerk read a'letter from.Frank S..Freeman in.Which.he requested an ordinance for the confinement of doge to.`.the'oviner's premises, except, when'on` a, leash. ` The .Trustsea` felt'.that Ahis' was not the solution to the problem, -due to,the.;fact that, .ahe a{aJority, of the dogs :in Ahe Village were. not•a - nuisance, and the!Clerk was instructed to write Prof.' Freeman.suggesting : that•he get up a�: petitioin. for such an.ordinance.and to call his =.attention to the fact ' that he has the right of civil action against the owner of any dog . that is a nuisance to his family. 14.1 The. Mayor appointed the Board. of Truateee to act as :a committee -of- the -whole An,making up the budget for.the.year:1947 -48. 15. Mayor Kenerson reported that,the City,of`Ithaca had offered a fire service contract for 1947 on the.'same terms-as the: fire serviceeontract in effect for 1946, namely; #1000'retainer, full insurance coverage, a charge of #50 per.hour. or fraction thereof for each piece of apparatus. IT WAS VOTED that the.Mayor.and the Clerk be authorized to sign the new contract. 16. Mayor Kenerson reported that'he had had informal,.discussions ' with Mayor Gibb of ,the I City •of Ithaca regarding the extension of the. city limits to.include the Village of Cayuga Heights and portions of the town of Ithaca. He reported that Engineer Crandall had ,written. 140 the Mayor a very excellent and comprehensive letter regarding the matter and this letter was read to the Village Trustees. In this letter the Engineer suggested that there were some 24 matters to be condidered in connection with the extension of Ithaca's boundaries that needed very careful consideration and study, and he proposed the.appointment of a committee to accomplish this purpose. As the next move rests with the City, the Village Trustees took no action. 17. IT WAS VOTED that the following resolution be adopted: "RESOLVED: That the office of Police Justice for the Village of Cayuga Heights be and the same hereby is established." The Trustees voted that the salary for the Police Justice be established at #600 per year. . IT WAS VOTED that Henry Shirey be appointed Police Justice until such time as someone could be elected at the annual election ' in the spring. The Clerk was requested to notify the Town Clerk, the Sheriff, the County Clerk, and the Ithaca Journal of this action. 18. IT WAS VOTED'to hold the next meeting on Feb. 3rd at 7 :30 P.M. and upon invitation of Trustee Holt it will be held at his residence. 19. Adjourned at 11 :05 P.M. ��Clerk.
