MINUTES of the annual organization meeting of the Village
Board held on Monday, April 7, 1947 at 7 :30 P.M. at the home of
Trustee Randel, 1002 Triphammer-Road.

1. Mayor Kenerson extended a welcome to Lindley C. Kent,
the newly elected member of the Board of Trustees, arid--congratulated
Henry Shirey on his election as Police Justice and Wilbur Randel
on his re- election to the Board.
Mr. A. W. Chamberlain, President of the Board of Education
of Union Free School District No. 6, was present upon invitation
of the Board and was welcomed to the meeting.
2. The minutes of the public meeting of March- 17th were
read and the minutes of the Board meeting of March 17th were read
and approved.
3. The following bills paid on authority of the Mayor were
approved:

5. Mayor Kenerson read a letter received from F. J. Laverty,
Superintendent of Public 'Works of Ithaca, in which he requested
that the Village garbage truck be covered with a tnrpaulin when
driving through the City to the city dump in order to prevent papers
and ash dust from being blown off. He stated that the city trucks
were now covered and he wished the cooperation of the Village in
keeping the City clean.
IT WAS VOTED that the Village truck should be covered with
a tarpaulin while being used for garbage collection and disposal.
6. Treasurer Guise reported a balance on March 31st of
03.163.62.
7. Engineer Crandall reported that he had received an
application for a building permit for the construction of an apartment
house at the corner of Triphammer Road and Dearborn Place and that
he had refused the same as it was not in conformity with the zoning
ordinance with regard to the 15,% limitation. He referred them to the
Zoning Board of Appeals., He stated that this is the lot owned by
the Taco Corporation and they have in mind the construction of an
apartment house costing in the neighborhood of $200,000. Engineer
Crandall explained that a part of the building would be too low to
take care of sewage by gravity but thought that it could be pumped
up to the proper level from a sump.
Engineer Crandall reported that he had been able to employ

Frank Haskins' brother- in- law 1%as an extra laborer for work during
the summer.
The Engineer reported that complaints had been received about
' the mud on Triphammer Road caused by tractor trailers hauling
excavated dirt from the University campus to the University lot on
Triphammer Road. As this dirt and mud on Triphammer Road was proving

to be a considerable nuisance to the residents of the Village and
considered hazardous in wet weather,
IT WAS VOTED that the Clerk should send a letter of complaint
to Superintendent of Buildings and Grounds Weatherlow of Cornell
University and to Bert Vann, County Superintendent of Highways.
B. Police Commissioner Crandall reported that officer VanZile
was in the hospital for two weeks recuperating from his recent
accident.
9. It was reported that the deed conveying the Water Tank
Road to the Town of Ithaca had been signed by the Mayor and attested
by the Clerk and notarized.
10. The inspectors of election reported that at the recent
village election Henry J. Shirey was elected as Police Justice
for a term of four years, and Wilbur S. Randel and Lindley C.
Kent were elected Trustees for terms of two years each, each '
candidate receiving a total of five votes.
11.- Mayor Kenerson appointed Henry J. Shirey as Acting Mayor
for 1947 -48.
12. Carl Crandall was appointed Village Engineer for 1947 -48
at a salary of 0750, and Zoning Officer for 1947 -48.
Carl Crandall was appointed Police Commissioner for 1947 -48
at a salary of $150.
Robert VanZile was appointed Police Officer for 1947 -48 at
a salary of #1,800 plus a car allowance of $700.
13. IT WAS VOTED RESOLVED; That the First National Bank of
Ithaca, N. Y. be designated as the official depository of Village
funds for the fiscal year 1947 -48.
14. IT WAS VOTED that the Clerk be authorized, to notify the '
official bank of the following names to be honored on checks for .
the year 1947 -48: C. J. Kenerson, Mayor or H. J. Shirey, Acting
Mayor; J. B. Trousdale, Clerk; and C. H. Guiee, Treasurer.
15. IT WAS VOTED that the Treasurer be bonded in the-amount
' of 410,000 for the year 1947 -48, and that the Clerk be bonded
in the amount of $1,000 for the year 1947 -48.
16. IT WAS VOTED that the Ithaca Journal be designated as
the official newspaper for the year 1947 -48.
17. IT WAS VOTED that the Trustees act as a Board of
Assessors for the year 1947-48.
19. IT WAS VOTED that the Board of Trustees constitute
itself a Board of Health and that Mayor Kenerson be designated
as President and Clerk Trousdale as Secretary.
20. The time set for the public hearing on the budget was
April 28th at 7 :30 P.M. in the schoolhouse.
21. The time set for regular meetings for 1947 -48 was the
first Monday of each month.
22. The meeting was adjourned at 9 :25 P.M.
