MINUTES of a' regular meeting of-the Village Board held on
Tuesday, Nov. 19, 1946 at 7 P.M. in the Schoolhouse.

1. The minutes of the meeting of Oct. 7th were-read-and
approved with the following correction: page 125; item 6, line 6
to read "the sewer connection would involve crossing the Mackesey
property to the west and the Grinnell property,"
2. The minutes of the meeting of Oct. 22nd were read and
approved.
3. The following.bills paid on authority of the Mayor were

5. The Mayor reported that he, Trustee Shirey, and President
Chamberlain of the School Board had had a meeting regarding
juvenile delinquency in the Village; and that Mr. Chamberlain
had suggested a meeting of the fathers of a group of boys. He
also reported that the school had been successful in apprehending
four boys who had entered the building, and that Mr. Meeker had
been re- employed as janitor. These were all considered to be
favorable developments in connection with juvenile delinquency
and it was decided not to press the idea at this time of a meeting
between School Board officials, Village officials, and the P.T.A.
as suggested at a previous Board meeting.
6. Trustee Shirey reported that a committee had been,
appointed to arrange for recreation evenings in the schoolhouse,
and he was hopeful that this would help on the juvenile
delinquency problem.
7. The Treasurer reported a cash balance as of Nov. let of
$8,590.04 with unpaid taxes in the amount of 4161.
8. IT WAS VOTED, RESOLVED: Pursuant to the Village Law of
the State of New York, Section.126a, that the Treasurer is hereby
required to return his warrant and tax roll to the Board of
Trustees at their next meeting-or at least before Feb. let,
together with an account of the taxes remaining due, containing a
description of the lands upon which such taxes were unpaid as
the same'were placed upon the tax list together with the amount of
tax so assessed and interest thereon, verified by oath before any
justice of the peace or judge of a court of record or notary public
or any other officer authorized to administer oaths that the taxes
mentioned in any such account remain unpaid and that.after diligent
efforts he has been unable to collect the same.
9. PGlice Commissioner Crandall reported that there had been
some damage done in the Village on Hallowe'en night.-particularly
to Village signs and to mail boxes. He reported that Jim Collins
had asked for an additional two weeks vacation in Florida without
pay and that as a result Officer VanZile had been helping Frank
Haskins on the truck.

IT WAS VOTED to give the Police Commissioner authority to
make an additional payment to Officer VanZile for his services on
the truck in accordance with the amount of time that he puts in.
10. The Engineer reported that the deal for the sale of the
Papish lot to Mrs. Cicchetti had fallen,through, and he further
stated that Mrs. Cicchetti had purchased the lot on the north side
of the Water Tank Road and was planning to build,a house immediately.
The Engineer reported that Mrs. Cicchetti desired that the Water
Tank Road be made a Town road so that it might be widened and
maintained. As this seemed to be an advantage to the Village
inasmuch as It would relieve the Village of maintenance cost of
Water Tank Road, the Clerk was requested to write to Harry Baker,
Town Supervisor of Highways, expressing the willingness of the
Village to turn over to the Town the Water Tank Road extending.to
the top of the hill at a point to be determined. Mrs. Cicchetti
also expressed the desire to hate the name of the Water Tank Road
changed to a name more suitable for a residential street.
It was reported that the Weld property had been transferred
to Fitch Stephens.
11. A long discussion was held regarding the advisability of
having a Police Justice for the Village of Cayuga Heights, due to
the fact that Officer VanZile is often handicapped in his work by
the fact that he can not locate a Town of Ithaca Justice of the Peace.
It was found that such a Justice must be elected. Trustee Shirey
was requested to draft an ordinance establishing the office and
have it ready for the next meeting.
12. The Mayor read a letter from the City, signed by D.
Boardman Lee, concerning a new proposed fire service contract.
The contract is the same as the one we have now except that the
fixed fee has been increased from $1,600 to $20000. This matter
was thoroughly discussed, particularly from an insurance angle
and from the point of view as to how rates would be affected
should we have no contract. The thought was expressed that on
the basis of present savings and insurance rates'and the possible
payment to the City of a fixed fee of 2,000 the situation would
be about in balance.
IT WAS VOTED that a public hearing be held on the proposed
fire service contract with the City, that the Mayor obtain infor-
mation as to possible rise in insurance rates should we be without
a fire contract and that then the Mayor write a letter prior to
the hearing to all property owners in the Village calling the
hearing to be held on Monday, Dec. 9, 1946 at 8 o'clock in the
schoolhouse.
IT WAS ALSO VOTED to have a special meeting of the Board
following the hearing on Dec. 9th.
13. Upon invitation of Clerk Trousdale the next regular
meeting will be held at his residence at 102 Northway Road on
Jan. Y, 1947, at 7:30 P.M.
