MINUTES of a regular meeting of the.Village Board held on
Monday, October T. 1946 at 7 :30 P.M. at the home of Trustee
Shirey, 106 Northway Road.
PRESENT: C. J. Kenerson, Mayor

Carl•Crandall, Engineer-
1. The minutes of the meeting..of Sept. 9th were read, and
approved with the following correction: page 122, item 6, second
sentence to read: "The°Engineer eaid that Mrs. Werder had•applied
for and had been given a permit for-the construction of a garage,
but when she requested a permit to build an apartment over it this
was denied."
2. The following bills paid on authority of the Mayor were
approved:

3. The following additional bills were approved-for-payment:

4. The Treasurer reported a balance`as of Sept. 30 of
011,516.92.
IT WAS VOTED that 620000 be transferred to the Street Improve-
ment Capital Reserve Fund at this time, the amount budgeted for '
this purpose:
5. The Engineer reported that he had given °a permit to'the
Electric & Gas Corporation'to trim trees along the"streete where

branches were interfering with the wires. He stated that the men
were doing a fairly satisfactory job:
6. The Engineer stated that Mrs. Cicchetti was interested in
the purchase of the Papish lot on Triphammer Road and that she:had
inquired of the Engineer regarding-the sewer problem. The Engineer
said that Mrs. Cicchetti had in mind building--two houses on
Triphammer Road and one on Iroquois Road. He said he told her.that
the sewer connection- would involve crossing the Mackesey property
a
to the west^ n d that hhee wwo ld t\LWak the matter up with the Trustees.
The Trustees considered permitting her to install septic tanks, but
decided that this was inadvisable due to the nature of the soil and
the ordinance against-them.
IT WAS VOTED that Mrs'. Cicchetti,be permitted to build these
houses in case she purchases the�lot, but with the understanding
' that they could not be occupied until the sewer connection was
completed.
IT WAS VOTED that Engineer Crandall be requested to negotiate
with Prof. Mackesey with regard to a right of way through his
property for a sewer connection on the Papish lot in case any
houses were built thereon.
7. The Engineer reported that he had issued a building.-permit
to Fitch Stephens for the erection of a garage on Hillside Drive.
In connection with this permit the Engineer pointed out,that the
garage would be located rather close to the street, but this was
necessary due to the fact that a surface water drainage pipe
prevented it,being located At the usual distance from-the-street.
The Engineer reported that he had raised the salary of James
' Collins to 0175 per month, effective October let.
IT WAS VOTED that this action,of the Engineer be-'ratified.

8. Police Commissioner Crandall reported --that °cinder blocke
had been placed across the sidewalk near Miss Williams' home and
that two boys had been apprehended near the spot by Officer '
VanZile and had been brought'-before-Justice of the Peace Maxfield.
As there was no proof that the boyd had been involved in this action,
the case was dismiseed:
A long discussion regarding juvenile delinquency in the Village
followed and various means of combatting.it were considered. Mayor
Kenerson proposed that a meeting•be held to be attended by Members
of the Village Board, School Hoard; and P.T.A. to discuss the
problem. This idea met with the--approval of the Trustees and it
was decided to work this-out-as soon as possible.
9. The date-of the next--meeting.-was set for October 22nd
at 7 P.M. in the office of-Trustee Shirey.
