MINUTES of a regular meeting of the Village Board held on
Monday, March 18, 1946, at 7 :30 P.M. in the Schoolhouse.

1. The minutes of the Feb. 4th meeting were read and approved
with the following corrections: page 95, item 4, second paragraph
to read "The proposal of the Lazier firm to make a detailed survey
of the possibility of installing a complete water system and
filtration plant-to serve the residents of the Water District and
the Village, such survey to cost $3,000: 'and page 97, item 5, first
sentence in last paragraph to read "It was suggested that he be
adequately compensated for his services."
2. The following bills paid on authority of the Mayor were
approved:

3. The following additional bills were approved for payment:
GENERAL
The Ithaca Journal - Legal advertisements 4.82

Charles. Collins - Snow plowing 45.00
4. The Mayor reported that conditions at the Acacia
Fraternity on Highland Road were disgraceful, as the side yard is
being used as a rubbish dump. The Clerk was requested to write
to Gustav Heuser calling his attention to the fact that the Village

ordinance was being violated in permitting this condition to exist.
5. The Trustees voted to adjourn to attend the annual meeting
' of the residents at 8 P.M.
6. The Trustees re- convened to sit as a Board of Trustees at
9:30 P.M.
7. The Treasurer reported.that he had no further report to make
in addition to the report already distributed at the annual meeting.
8. Engineer Crandall explained to the Trustees the necessity for
the Village to have protective liability insurance in connection with
permits for making openings in the pavement of state highways. The
amount of bond required is $100,000. Inasmuch as openings in the
state highways within the Village limits are made from time to time,
the Clerk was requested to make inquiries from the McKinney Insurance
Agency as to the cost of such a bond.
9.. Clerk Trousdale and Treasurer Guise were appointed Inspectors
of Election for the annual election to be held on March 19th at.the
schoolhouse.
10. The annual organization meeting of the Village Trustees was

set for April let at the home of Clerk Trousdale at 7:30 P.M.
11. The Budget Hearing was set for April 29th, at 7 :30 P.M. in
the schoolhouse.
12. Trustee Shirey reported regarding the proposed contract
between the Village of Cayuga Heights and the Cayuga Heights Water
District. The contract was read to the Trustees and was found to
be substantially in the same form as that written by Engineer
Crandall.
IT WAS VOTED that this contract be approved and signed and
' passed on to the Water District for.their approval and signature.
13. The matter of the fire service contract between the City
and the Village was brought up for discussion and it was reported

that a new contract similar to the old except that the retainer fee
had been decreased from the first proposal of $20000 to $1,000 had
been presented by the City to the Village for signature. A long

and full discussion regarding this matter was held in which the
Trustees concluded:
1) That the City in raising the retainer from the old fee of
$100 to $1,000 apparently chose-an-arbitrary-amount. It was
pointed out that political promises were made by certain candidates
before the election in the City and they wished to make good,on
campaign promises.
2) That while increased costs of labor and material undoubtedly
Justify the payment of a larger sum than $100 it is impossible to
reconcile with the facts the proposed increase of 900 %. As
servants of the residents of the Village, the Trustees felt it
was their duty to resist the proposed unreasonable increase.

3) That there was serious question regarding the value of
the protection offered the Village by the City due to the distance
from the fire stations.
4). That a reasonable sum as a retainer was justified, particu-
larly in order to obtain the lower insurance rates, and because
of the peace of mind it -gave the residents to know that some sort
of fire protection was assured.
As a result of the discussion,
IT WAS VOTED that the Mayor be authorized to write to the City
of Ithaca advising them of the conclusions of the Trustees,
suggesting as a counter proposal that the Village pay a retainer
fee of $500. 'The Committee previously appointed-for the purpose
of negotiating with the City of Ithaca was authorized to carry on '
negotiations with respect to this counter proposal.

14. Due to the fact that the Village Trustees had voted to make an
offer.to the City for a.0500 retainer instead of a $100 retainer as
' exists in the present contract, it was decided to increase the item
for fire protection in the proposed budget from $450 to $600 and to
reduce the appropriation for the contingency fund by 0150 to $4,771.14.
15. IT HAS VOTED to recommend.the tentative budget as above
corrected to the new Board for adoption.
