MINUTES of .a regular meeting of the Village Board held. on
Monday, Feb. 49 1946, at 7s30 P.M. at the home of Trustee Randel,
1002 Triphammer Road.

1. The minutes of the meeting of Jan. 7th were read-and
approved.
2. The following bills paid on authority of the Mayor were
approved;

3. The following additional bills were approved for payment:

4. Mayor Kenerson reported on: the informal meeting held on
January 15th at Dr. Geer's at which meeting representatives were
present from the Cayuga Heights Water District and the Village Board.
The principal items discussed were

1) The proposal of the LozierM_t firm to make a etaileds survey of

the possibility of installing a^ filtration plant o serve the residents
of the Water District and the Village, such survey to cost $3,000.

Considerable doubt was expressed by Engineer Crandall at the meeting of the
wisdom of such an
expenditure at this time, and Dr. Geer
stated that
he would ask the firm for further information. The firm
had estimated
that a filtration
plant could be maintained at.a oost of
3,000 a
,
year exclusive of
interest and depreciation, which did not seem
reasonable.
2) A proposed contract was discussed between the Cayuga Heights
Water District and the Village of Cayuga Heights to permit the water
to go through the Village mains to those in the Water District, and
provisions for acting jointly on dealings with the City of Ithaca.
3) A discussion of a possible organization to handle water;
sewer, fire and garbage collection for both the District and the
Village.
Mayor Kenereon appointed Engineer Crandall and Trustee Shirey
to look over the proposed contract as mentioned in item 2) 'above,
and report at the next meeting. Mayor Kenerson stated that he ,
thought the meeting was well worth while and that-there-was
considerable advantage in having such informal meetings from time
to time to discuss the problems common to the Village and the
District.
5. Mayor Kenereon reported that he had received a letter from
Boardman Lee, Attorney, representing the City which stated that
the -City proposed to increase our fire service contract from $100
to $2,000 per year. A meeting was called to discuss the matter,'
which was attended by representatives from the city and Mayor
Kenereon, Trustee Shirey and Engineer Crandall representing the
Village. At this meeting the entire problem was gone over thoroughly
and a detailed and comprehensive review of the entire matter was '
given by Engineer Crandall with the result that the city representa-
tives felt that the matter was due further consideration. Mayor

Kenerson stated he wanted-it a matter of record that Engineer
Crandall be complimented for the excellent presentation made before
' the city, and requested him-to summarize his remarks in a report to
the Village Trustees-so that the entire-history of the problem might
be permanently on file and available for future reference. Due to
the excellent legal service being rendered-by Trustee Shirey in
connection with the contract with the city,
IT WAS -� that he be adequately compensated for his services.
Trustee Shirey, however, called attention to the fact that such
payment would be illegal and therefore declined to accept any
compensation.
6. The Treasurer reported a balance on hand of #9,261.76 as of
Jan. 31st. He reported that the Chaney taxes were paid and the Pyle
sever service charge, the only unpaid amount now on the books being
that of the Carl Sturm property. It was further reported that this
property had-been sold to Mr. Saltanstall.
7. Upon receiving the account of unpaid taxes from the Treasurer,
comparing it with the original tax roll of the Village and finding it
to be a true transcript thereof, the Board-of-Trustees-voted to sign
the certification, in_ accordance with Section 126 -b of the Village Law.
8. Police Commissioner Crandall reported that officer VanZile
had been shot-at with a shotgun but-had escaped--indury.. The perpetrator
was found by VanZile within two weeks. The Pb11ce Commissioner also
reported that an ornament had-been-stolen from officer VanZile's car,
.but that this had been recovered by the officer. Due to circumstances,
no charges were preferred in the above-two cases.
9. The Clerk reported that he had written the Department of
' Audit and Control for an explanation of the auditorl`s complaint that
taxes. should be, levied by the Board of Trustees -on or before May 15th,
and had received an explanation, which was that a resolution of the

Board should be adopted and recorded stating that the amount of the
be
budget Nlevied on the taxable property in the Village, but that a
tax rate should not be adopted. '
The Clerk also reported that a Clerk's bond had been received
from the McKinney Agency in the minimum amount of $1,000 in
accordance with instructions given at the last meeting.
10. Mayor Kenerson after consultation with the-Trustees-
suggested that the nominating committee consist of Frank Bolton,
Chairman; Leslie Townsend, and T. B. Maxfield.
11. IT WAS VOTED RESOLVED: That according-.to the provisions
of Section.52 of the Village Law of the State of New York; a
Village election-will be held.on March 19,. 1946 at the schoolhouse
in the Village of Cayuga Heights, the polls to-be open.between
4 P.M. and 8 P.M., at which time a Mayor and two Trustees will be
elected.in place of Mayor Kenerson and Trustees Shirey and Sayles
whose terms expire.
The Clerk was directed to cause a notice"to be inserted in
the Ithaca Journal at least ten-days prior-to the election with
regard-to the time and place of the election-and the---offices to
be filled, and to post
six conspicuous public
information.
3.2. IT WAS VOTED
of the Village to make

nominations-for-mayor and trustees and to
budget for 1946 -47 be set for Mardi 18,

13. IT WAS VOTED that-the mext meeting-of,the Trustees be
held on March-18, 1946 at-7030 P.M. in the-schoolhouse.
14. IT WAS VOTED RESOLVED; That in accordance with Section
102 of the.Village Law the Treasurer be instructed to publish
and post his annual-report or a summary thereof at least one
week prior to the annual election.
15. IT WAS VOTED that Paul Bradford-,be--engaged-at $50 as 1
auditor of the Village books for the year ending "Feb. 28, 1946.
16. IT WAS VOTED RESOLVED: That in accordance with Section
101 -b of the Village Law those appropriations showing.overdrafts
be financed by transfers from unexpended balances of other
appropriations as set up in the budget.
17. IT WAS VOTED that the Board of Trustees go into a
Committee -of- the -Thole to make up the budget for 1946 -47. After
completing the budget, the Committee adjourned to sit again as a
Board of Trustees.
18. IT WAS VOTED RESOLVED; That the tentative budget as
submitted by the Committee -of- the -whole be reoommended,by the
Board of Trustees to the residents: of the Village for discussion.
