4. The Mayor reported that it" had been brought,to
his attention
that the postoffice had reported difficulty in making
mail deliveries
during the recent heavy snow storm, and that the mail
carriers found
'
it impossible to drive'-their cars to the mail boxes,
which resulted
in only one mail delivery per day instead 'of'two, as.
so much additional
time was consumed by the carrier in.getting the mail
to the boxes.

5• Treasurer Guise reported a cash balance.on,Jan.v:1s,t of
X6,040.36 and stated that he thought this would be sufficient to
last until next summer when the taxes start coming in. He returned
his warrant and tax roll and an account of uncollected taxes,
interest, and other charges totalling # 193.21.
IT 'NAB VOTED.to instruct the Village Engineer to turn off the
sewer on Enos P,yle's property unless his unpaid bill of 28.08
is paid by Jan. 15th. It was reported that the Sturm property
on which taxes are unpaid had been sold to Mr. Saltanstall.
6. IT WAS VOTED RESULVED: WHEREAS AT a regular meeting of
the Board of Trustees of the Village of Cayuga Heights, held on
Nov. 20, 1945 at the schoolhouse in the said Village, the Treasurer
of the said Village was directed to return his warrant and tax roll
and an account of the taxes, assessments and charges remaining due,
containing a description of the lands upon which such taxes were
unpaid as the same were placed upon the tax list, together with
the amount of the taxes, assessments or charges so assessed and the
t,nterest thereon, together with a sworn statement that the taxes,
assessments and charges mentioned in such account remain unpaid,
and that after diligent efforts he has been unable to collect the
same, and
PEREAS at a regular meeting of the Board of Trustees of the
Village of Cayuga Heights held at 106 Northway Road in the said
Village of Cayuga Heights on the 7th day of January 1946 the
Treasurer did comply with the aforesaid directions, his said
statement being attached hereto showing a balance unpaid of $193.21
NOW THEREFORE BE IT RESOLVED that the Board of Trustees of the
Village of Cayuga Heights do credit the Treasurer with the amount
of ,x+`193.21 according to.the provisions of Section 126 -a of the
Village Law of the State of New York.
7. IT WAS VOTED RESOLVED: that the properties on which the
following taxes and assessments are unpaid be advertised for sale
on February 4, 11, and 18, and if still unpaid their sale be
authorized on Feb. 25, 1946 at 5:15 P.M. at the schoolhouse
according to the provisions of Section 126 -d of the Village Law
of the State of New York:
1) J. E. and Mildred Chaney - Lot 2g3, bounded on the North
by lands of S. F. Cleary, on the east by Triphammer Road, on the
south by Iroquois Place, and on the west by lands of C. J. Kenerson.

2) Carl B. Sturm - Lots 166 and 171, bounded on the north by

8. The Engineer reported that someone'had shot out several
of the lights in the Village and also some An the: City, but that'the
culprit had not et been a
p y pprehended: ,
The Engineer reported that the new street signs had arrived;;and
some had been installed, and,that the balance would'be. installed in
the spring.
' The Engineer reported that Mr..McElwee.is considering building
a house on the .east side of the Parkway, south of the Poole property,
and that Prof. Recknagel is thinking of building on Highland Road..
9, The Engineer stated that a map.of,the Village.had not been
made since 1941 and it was customary to,make a new one about every
five'.yeare. He stated'.that it would be necessary to make a. new
tracing this time as the old tracing was threadbare.
IT WAS VOTED to, request the Engineer to proceed with the making
of a'new map.of.the Village with a new tracing and furnish five cloth
and five paper copies at a cost of $200'.
10. The Clerk reported the.recelpt of a letter from the,-State.,
Retirement System that stated that the Village:would.be:,billed.at a
rate of 7.17737% as the Village's share..of the retirement.,policy.of:

11. The audit made by Max i i Worchel;.Examiner for, the
Department of Audit and Control in. Albany, was presented• and : done idered
In detail by the Trustees..' They, took 'up the,seven recominendations
of the.auditor in'the'order.in which:made,'<as follows•

1) !'Taxes should .be levied; by resolution of the board of trustees._

on or before May fifteenth
After discussion it was decided that this recommendation was
not clear and that. the Clerk should write.to',Mr Worchel; and ask
i
him for:the•,type of'resolution desired.
2) "Ali claime..presented to the village must -:be. verified by`.'the,,:
claimant. A standard printed claim form, providing space: for such '
verification,. should he adopted:"

As this ,matter had already bedn' taken care. of immediately;,
following the. visit.of. the State Auditor,•it was decided that this
criticism had been properly - corrected.
3) "Street repair, permits and duplicates tbereof•should be','
press- numbered.."

of permits was made.
4) "The village clerk must furnish, an•.'official undertaking,to.
the village." ,..
IT WAS VOTED that the Clerk should be bonded at once for.the'
minimum amount with the. McKinney'Agency.In Ithaca, N..:Y.
5) "Continuation certificates should not be. accepted as official:
undertakings. ".
IT WAS VOTED that no further continuation certificates should..
be accepted but that new bonds fie required. of the, insurance company.'
6) "Pension exempt should ber axed for street

property purposes':"
There was a long. dis cuss ibn.regarding the method of. handling '
pension exempt property. It, was pointed out that. pens ion exempt

property has been taxed for street purposes in the p st,:and - that the
State Auditor was incorrect in stating that this had.not been so .
taxed as he did not realize -when he made the audit.that the deductions
for pension exempt property had been cut by 50 %... The, .50% put was
made because of the fact.that: the highway expenses "were:;approximately
one- half,of the.total.Village,budget. However,,it,.was, decided that
it.would be better to list the aesessment.in.the: full amount,and'then
assess each pensioner at two .different tax rates; the regular tax_
rate on the full assessment less the pension, and a special,.tax rate
on the budgeted higihway expense.only,:applied : to the amount of his
pension.
7) "The..tax warrant should ,be attested by the clerk and should
also show.the.purposes for which the taxes were.-levied. Sucli warrant
must be'attached to the tax roll.!
IT WAS VOTED that this should.be. done in the::,future:
12. IT WAS VOTED that-the Board recess and sit as.a Board, of
Assessors,.
IT WAS VOTED that'the Assessors petition the Trustees to revise
the assessment roil for the coming year by including the full value
of the property on all pensioners living within the VillaBq..'These
pensi.onere,and the amounts of their pensions are as follows-,.

14. IT WAS VOTED to accept the petition of the�Bcard of-.
Assessors and to add.to the previously prepared assessment roll
the sum of $2,3941 representing deductions made from assessments.
