PUBLIC HEARING+ on the budget from 7 :30 to 8:30 P.M. PRESENT: C. J. Kenerson, Mayor. H. J. Shirey, Trustee Sherwood Holt, Trustee C. I. Bayles, Trustee C. H. Guise, Treasurer Carl Crandall, Engineer. 1., Dr.•Adams, Provost of Cornell University and_Chairman.of the University Housing Committee, and Mr. Abbott were'preserit,to discuss the proposed Meadowbrook development ..,Dis.cussion.centered on the problems.;involved in connection with water, supply and sewage disposal, Dr:.Adams saying that the University might have to provide independent sewer £acilities'. Prof:-Crandall recommended that the University also provide its'own water system, drawing water from the University plant at Forest Home. He pointed out that it would be.a,good: investment for the University to lay an 8 inch line, since it would provide a possible source of water for residents on the easterly fringe of the school district. Dr. Adams stated that the Meadowbrook Corporation would be willing, if the residents so desired, to incorporate a business district within the development, and the Village Board expressed its ,. satisfaction with this idea. Prof. Crandall also pointed out, .the. desirability of .building the new roads within the development with a solid foundation.and a light oil treatment on top, with the:idea of getting the Town,to take over the`maintenance.of .these roads and adding the top surface of asphalt later. Prof. Crandall also., recommended that Dr. Adams see. Harry Gordon in regard,to the proposed Town zoning.ordinance. 2. The minutes of the meeting of April let were approved. 3. The following bills paid.on authority of the Mayor were approved; 111' SANITATION College Chevrolet Co. 4.95 W. D. Lyme - gas & oil 10.66 HIGHWAYS Glen VanZile - Village workman 68.00 W. D. Lyme - Gas &, oil- 10,67 C. J. Rumsey 4.83 Reynolds Bros, 2.00 4. The following additional bills were approved for payment: GENERAL Ithaca Journal - legal ad 1.44 HIGHWAYS N.Y.State Else. & Gas.- April lights 143 .79 5. Mayor Kenerson said that he had received a letter from Boardman Lee in answer to his proposal that the fire service contract be made out in the sum of $500. This letter indicated that the Board of Fire Commissioners was not willing'to consider the matter further, and that their proposed contract in the amount of $1,000 stood on a "take it or leave it" basis. He did say, however, that a.committee had.been appointed to investigate the matter before the expiration date.and suggested•that any discussions the Village Board might wish to conduct should'be with this committee. After considerable discussion, IT WAS VOTED that the contract in the amount of $1,000 be signed by the Village authorities and that since the Fire Department had already been paid $100 on the existing contract a further sum of $900. be sent at this time. It was decided that the Mayor should send contract and check to Boardman Lee together with a letter asking Mr: Lee to arrange a committee meeting between the,City Committee and a committee of this Board. 6. The.Treasurer's report indicated.a cash balance on May let ' of 039243.55- 7.• Engineer Crandall reported in regard to the proposed . contract between the Village and the Water District regarding water 112 mains, and a letter from Dr. Geer to Clerk Trousdale was read indicating that the contract offered by Village to the. Water District was unsatisfactory. .Prof. Crandall stated that , he had talked with Dr..Geer and as a.result he will,make_an ' effort to prepare a variation in the contract to meet his•. objections.. This..will be,'submitted to the Water District and. =:,. the Village Board for their consideration.,` 8. IT WAS..VOTED. that Glen VanZile be.employed as.a laborer.during the summer months at.a salary of :85¢.an hour. 9.. The Secretary reported that Clerk Trousdale had,. received a.letter from the McKinney Agency regarding a .protective.' liability pol,icy.on behalf of,the Village,.indicating'that: this could be furnished on:a cost•basis'at :a rate of .031:for the.::- . first 0500P0001,0if cost.,' He :said .that the minimum premium. would be $12.40 per.policy and •3.10 per.permit. The Clerk, ' replied asking for further information, and aInce•thi8 had not yet been received, no action was taken. 10. The Secretary reported -that there were :no appearances at the Public Hearing on.the budget. 11. IT WAS VOTED'that the'budget'as incorporated in,the minutes of this meeting be adopted. 12. IT WAS VOTED that the amount. of X15 ;367.84• be levied upon the taxable property of the -Village for the year 1946 -47. 13. Trustee Shirey reported that he had received complaints from residents of,the.V111age in regard to the nuisance .caused:,:`• by airplanes doing acrobatics ;at'a l-ow altitude 'over the Village.•. It was dedided that.although not all:of these`airpl'anes . came from the city airport the'.Clerk::should write a letter,toll ' Mr. Peters stating that the Village assumes that some of the trouble does not come from the airport, but aeking•for his cooperation in toying to improve the conditions. 1 14.
