MINUTES of a• regular meeting of the Village Board held on
Monday.evening, March 19, 1945, at 7:30 P.M. at the home,of
Trustee Shirey.
PRESENT: C. J. Kenerson,- Mayor

1. The minutes of the meeting•of Feb. 5th were_ approved
except for item 19. It was agreed that all reference to, '"post.,warill
in connection with the reserve funds should be stricken out.
2. The following bills paid on authority of the Mayor were
approved:.

3. The Trustees adjourned at 8 P.M..to.attend,the annual
meeting of the resident's of the Village, and.re- convened at 8 :45
to sit as a.Board of 'Trustees.
4. The.Clerk reported that a water bill rendered'by the City
of Ithaca to the Sigma Alpha Mu.Fraternity at 312 Highland.Road
had been returned by a representative of the fraternity with:a
statement that.they could pay only 15¢ on the dollar in. settling
the obligations of -the fraternity. Theme bill was..sent;to. the city
of Ithaca and turned over to the V1!1a6e,.as'.the.City had no way .
of collecting the item. Considerable discussion developed as to

6. The Treasurer reported a cash balance of
on Feb. 28th.
7. The
Engineer
the status of water charges. Inasmuch as the obligation of the
Village is to see that all water bills are paid within the Village
limits,
IT WAS VOTED that the Village pay the city of Ithaca the
markers
bill in the amount of #15.55 and request the water department not
to re- connect the water at this property until the Village had
to call
been reimbursed for the charge. It was decided that there was no
reason why the Village should deal with the representative of the
line. He felt this would help control
fraternity but'ehould look for payment to the owner, namely the
speeding. The
Homer National Bank. The Clerk was instructed to write a letter to
was requested to ask Officer VanZile to
the Homer National Bank informing them of this charge against the
property and send a copy of the letter to Dr. Henry B. Wightman
who is a_pros•pective purchaser of the property.
5. Mayor Kenerson. reported that he had contacted a
representative of the taxi drivers of Ithaca with regard to obtaining
a statement from the taxi drivers regarding their rates in the
Village of Cayuga Heights and he was told that they would get
together for a meeting with the Village committee. The Mayor
reported, however, that the meeting had as yet not taken place,
and he was requested by the Trustees to make a further effort to
get some satisfaction from them, thus avoiding the possible
necessity of enacting a Village Ordinance to control taxi rates
within the Village limits, y,-oLF6,67

necessary to limit its garbage dump to University garbage because
of lack of space.. .,Engineer Crandall was requested to find out
from the city if the Village garbage might be dumped on the city
dump.
9. Clerk Trousdale and Mrs. J. B. Trousdale were appointed
Inspectors of Election for the annual election to be held on
March 20th at 102 Northway Road.
10. The annual organization meeting.of the Village.Trustees.
was set for April 2nd at the home of Mayor Kenerson at 7 :30 P.M.
11. IT WAS VOTED RESOLVED: that the.tentative budget be
recommended to the new Board for adoption..
12. The Budget Hearing was set for April'2nd at 8 P.M. at
the home of Mayor Kenerson.
13. Trustee Shirey made a report on his study of the
revised Village Ordinance on Parking and Traffic Regulations, and
after considerable discussion,.
IT WAS VOTED to recommend to.the residents at a public hearing
that the present ordinance be amended.as follows:
PARKING.AND TRAFFIC REGULd!TIONS
(Amendment)
The entire.Secti.on 1 regulating speed of'motor vehicles and
the entire Section 2 regulating parking of vehicles shall be .
deleted. The following shall be inserted in place of these two
sections:
"Section 1.` Speed of"Motor Vehicles. No person shall
ride, drive or cause.to be propelled any automobile, motorcycle
or other'vehicle on any public street or road of the Village of
Cayuga Heights at a rate of speed greater than twenty -five miles,
an hour.
Violation of this ordinance shall constitute a traffic
infraction and any person violating the same shall be deemed.guilty,,
of a traffic infraction and shall be punishable by a fine not
exceeding $100.00 for each offense.

Section 2. Parking Vehicles. No vehicle shall be permitted
to stand within the property lines of any public street or road
or park in the Village of Cayuga Heights, New York between the
hours of 1:30 A.M. and 6 :00 A.M. for a longer period than one hour,
provided however that this ordinance shall apply only to such
streets, roads and parks as may have suitable signs conspicuously
posted thereon warning of such restrictions, and provided further
that this ordinance shall not apply to vehicles of the Ithaca
Fire Department, public service utilities oirduly licensed
physicians while the same are being used in the performance of
official or professional duties.
Violation of this ordinance shall constitute a traffic
Infraction andyany person violating the same shall be deemed guilty
of a traffic infraction and shall be punishable by a fine not
exceeding #50.00 for each offense. 11 1
Section 3 of Parking and Traffic Regulations should be
amended so that the last paragraph will read as follows:
"Any violation of this ordinance shall constitute a
traffic infraction and any person violating the same shall be
deemed guilty of a traffic infraction and shall be punishable by
a fine not exceeding #25.00 for each offense."
14. IT WAS VOTED to hold a public hearing on the
recommended amendments to the Parking and Traffic Ordinance
on April 2nd at 8 :30 P.M. at the home of Mayor Kenereon.
15. Mayor Kenereon on behalf of the Trustees thanked
retiring Trustee Maxfield for his five years of valuable
service on the Village.Board.
