MINUTES of a regular meeting of the Village Board held on
'Monday, Feb. 5, 1945 at 7 :30 P.M. at the home of Trustee Maxfield.

Carl Crandall, Engineer,
submitted by the committee of the whole be recommended by the
Board of Trustees to the residents of the Village for discussion.
4. The following bills paid on authority of the Mayor were
approved;

1. The minutes of the meeting of January 8th were approved
with the following corrections: Item 9 was revised to read as
follows: "Police Commissioner Crandall said that Officer VanZile
had brought up the question -of how much bail he might collect,
and it was decided he might.collect $5 bail for parking violations.
In case of care parking on the wrong side of the road at night,
warning only was to be given on-the first.offense. "�
Item 12 was amended to read as follows: "IT WAS VOTED that,
'
due to the -fact that Parkway Place is only 16 feet wide�and
contains a very sharp bend the Trustees of the Village'could not
assume the responsibility of taking over the street because of the
liability on the part of the Village in case of accidents."
2. IT*WAS VOTED to go into a committee.of the whole to make
up the budget for 1945 -46. The committee having completed its
business 'adjourned and sat again as a Board of Trustees.
3. IT -WAS VOTED, RESOLVED: That the tentative budget as
submitted by the committee of the whole be recommended by the
Board of Trustees to the residents of the Village for discussion.
4. The following bills paid on authority of the Mayor were

5. The following additional bills were approved for payment:
SANITATION
College Chevrolet Co. 19.20
HIGHWAYS
W. D. Lyme - Gas & oil 23.26
6. The question of taxi fare.rates for Cayuga Heights was
brought up for discussion, inasmuch as it had been noted the.
city of Ithaca had worked out an ordinance for. the control of
fares charged within the.city limits. It was decided that the
Mayor should appoint a committee to confer with the.taxi men of
Ithaca regarding rates charged in Cayuga-Heights.
Mayor Kenersona.ppointed Trustees Shirey and Holt with the
Mayor. acting as ex officio.
7. Mayor Kenerson brought up,-for-discussion the matter of
the serious fuel shortage existing in the,Village, and after
discussion it was decided that as there were no places of
business in the Village that'could be closed down-to conserve
fuel there was no action to be taken at this time.
8. Treasurer Guise presented a financial report showing a
cash balance on .Feb. 1st of $9,937.50, and reported that all
taxes were now paid for the year.
9.• Engineer Crandall made a resume of the problems that had
arisen due to the severe weather and deep snow. He pointed out
that the sidewalk snow plowing this year was not very effective
in some places as the snow was so high on the sides that further
use of the plow in some sections accomplish6d little. He.sald
that on other sidewalks such as Triphammer the street plows
had so covered.the sidewalk with snow that'the use of 'a sidewalk
plow was impossible. The streets of the Village have not been
plowed.as much as normally due to the fact that some-of the town

12. IT WAS VOTED, RESOLVED: That according to the
provisione.of Section 52 of the Village Law of the State of New
York, A village Election will be held on.March 20, 1945 at
102 Northway Road in the Village of Cayuga Heights, the polls to
be open between-4 P.M. and 8 P.M. at which time two trustees
will be elected in place of Trustees Maxfield and Holt whose
terms expire.
The Clerk was directed to cause a notice to be inserted in
The Ithaca Journal at least ten days prior to the election with
regard to the time and place of the election and the offices to
be filled, and to poet a copy of the said notice in at least Six
conspicuous public places in the Village giving the same
information.
' 13. IT WAS VOTED that the annual meeting for the residents
of the Village to make nominations for trustees and to consider
the tentative budget for 1945 -46 be set for March 19, 1945 at
plows have broken down and those still in operation.have been
excessively busy in keeping the main roads open. He mentioned
that many individual driveways were impassable and that the
Village was unable to assist in this case due to a shortage of
equipment and man power and that it remained an individual
problem for the owner.
10. Upon receiving the account of unpaid taxes from the
Treasurer, comparing it with the original tax roll of the
Village and'finding it to be a true transcript thereof, the
Board of Trustees voted to sign the certification, in accordance
with Section 126 -b of the Village Law.
11. Mayor Kenerson was authorized to appoint three residents
of the Village to act as a nominating committee to make nominations
for two trustees to be elected in place of Trustees Holt and
'
Maxfield whose terms expire, and he made the following appointments:
Prof. H. E. Baxter, Chairman; J. F. McKinney; F. L. Bolton.
12. IT WAS VOTED, RESOLVED: That according to the
provisione.of Section 52 of the Village Law of the State of New
York, A village Election will be held on.March 20, 1945 at
102 Northway Road in the Village of Cayuga Heights, the polls to
be open between-4 P.M. and 8 P.M. at which time two trustees
will be elected in place of Trustees Maxfield and Holt whose
terms expire.

IT WAS VOTED that the next meeting of the Trustees
be held
on March 19, 1945 at 7 :30 P.M. at 106 Northway Road.
15.
.IT WAS VOTED, RESOLVED : That in accordance with
Section
102 of the Village Law the Treasurer be instructed'to
publish
and post his annual report-or a summary thereof at
least one
week prior to the annual election.
16.
IT WAS.VOTED that Paul Bradford be engaged as
auditor
of the Village books for the year ending.Feb. 28, 1945•
17.
IT WAS VOTED, RESOLVED: That in accordance with
Section
101 -b of the Village Law those appropriations showing
overdrafts
be financed by transfers from unexpended balances
of other
appropriations as set up in the budget.
18. Trustee Shirey made a report on his investigation of
the present Village Ordinance regarding parking and traffic '
regulations.. After .a. long discussion Trustee Shirey was
requested to re -draft the-present - parking and traffic ordinance
and present his recommendations at the next meeting.
19., Engineer Crandall made-a report on the amount he deemed
needed for , improvements, and as a result of his survey
he felt that $6,000 would be needed for water and sewer
improvements and 015,000 for street improvements-to-be spent
over a three year period. He recommended that $5,000 be
appropriated at this time to be placed in the @wod w1ff' water, and
sewer capital reserve fund and that $3,000 be budgeted for next
year for the istreet, Improvement. capital reserve fund.
IT WAS VOTED to appropriate $5,000 for the 7-- water ,
and sewer capital reserve fund and to request Treasurer Guise
to dgposit this sum in a separate account in the First National.
Bank subject to withdrawal by the same officers as now withdraw

regular village funds under the name of tXba.aoe*=W" Water and
Sewer Capital Reserve Fund of the Village of Cayuga Heights."
