HomeMy WebLinkAboutAnnual Mtg. Minutes- 3/19/1945on MINUTES of the annual meeting of the residents of the Village.of.Cayuga Heights held on March 19, 1945 at 8 P.M. at the home of H. J. Shirey, 106 Northway Road. Mayor Kenerson was elected Chairman and Clerk Trousdale was appointed Secretary of the meeting. 1. The Mayor reported that the tax rate was kept at 5` mills this year and that all Village indebtedness has now been paid off. On June 26, 1922 a series of thirty #500 Highland Road paving bonds were sold to the Ithaca Savings Bank in.the total amount of 015,000; and on Oct. 7, 1930 a certificate.of indebtedness In the amount of $25,000 was sold to the Ithaca Savings Bank for' sewer construction in .Cayuga Heights; and•on Oct. 159'1931 a certificate of indebtedness in.the amount.of 015tOOO was sold to the Ithaca Savinge,.Bank for street improvements on,East Upland . Road; and on July 14, 1937 a certificate of indebtedness in the amount of $4,600 was sold to the.Ithaca Savings Bank to cover cost of permanent improvements. Thus in the last�22 years the Village has paid off indebtedness in the total amount of #59,6000 or at the rate of 2,709 per year. The Board voted to set up cash resebves as follows;: "water and Sewer Capital Reserve Fund" and•"Street Improvement Capital Reserve Fund ". The.total amount needed for water, and sewer improvements was estimated to be #6,000, and $15,000 for street improvements. The Village Board has already appropriated 05,000 for the water and sewer capital reserve fund and „this amount has been placed in a bank account under that name. The Mayor said that the Village truck with Frank Haskins volunteering as driver, made waste paperrcollectione during drives; and that the Village policeman.was hired on a full time..basis on.,,, November let. He said that consideration was given,to. the fuel shortage problem, but due to the fact that there are n6�buainess . r 6'1 places in the Village, no action was taken. Mayor Kenerson expressed his appreciation for the cooperation- of all the Village employees and that of the Trustees. He also commended the citizens of the Village for their cooperation in the collections of waste paper and salvage. 2. Treasurer Guise presented the financial report for the fiscal year March 1, 1944 to Feb. 28, 1945, which is appended to these minutes. He noted that there were no uncollected revenues and that all Village outstanding indebtedness had now been paid off. 3. The Engineer reported that only current maintenance work had been done during the year and that there was no special construction due to war restrictions. 4. Treasurer Guise presented the proposed budget for the year March 1, 1945 to Feb. 28, 1946 which is appended to these minutes. He explained the various items and stated that it was proposed to let the tax rate remain at 5 mille for another,year. The total proposed budgeted expense amounted to #25,343.96. 5. Mayor Kenerson then called on Prof. H. E. Baxter, Chairman of the Nominating Committee, for his report. Prof. Baxter stated that they were unable to get Trustee Maxfield to run again and consequently presented the following two names; for re- election, Trustee Sherwood Holt; for election, Wilbur S. Randel. Chairman Baxter's report was accepted and Mayor Kenerson thanked the committee for their work. IT WAS VOTED that the nominations be closed. 6. Adjourned at 8;45 P.M. ' Clerk,
