MINUTES of the annual organization meeting of the Village
Board held on Monday, April 2, 1945 at 7;30 P.M. at the home of
Mayor Kenerson.
The Public Hearing on the 1945 -46 Budget was.held,at 8 P.M.
The Public Hearing, on the proposed amendment to the Parking;
and Traffic Ordinance was held at 8:30 P.M.

1. Mayor Kenerson welcomed the newly elected Trustee,
Wilbur S. Randel,, and stated that he hoped he.would enjoy his ,
work with the Board.
2. The minutes of the regular meeting.'of.March 19th were
read and approved with.the following corrections: page 57, item
6, change cash balance to $4,046.67; and item 7, change to read
on the first line on page.58 "proceed with the markings after
consultation with State and County highway officials. ".
3• The minutes-of the, public meeting of March 19th were
read and approved by the Board.
4'. The following bills paid on authority of the Mayor were

' 6. Treasurer Guise reported a balance on March 31st of
039448.34. The .Treasurer stated that he had been notified by
F. A. Rogalsky that the Homer National Bank would pay, the water bill
of $15.55 on the Sigma Alpha Mu Fraternity. The Treasurer raised
the question as to the proper sewer charge on this property, as the
rate will change if it is occupied by an individual instead of a
fraternity. The Treasurer agreed to take the matter up with George
Carpenter of the City Water Department.
7. Engineer Crandall reported that because of the heavy snows
of the past winter the residents of the Village had put an abnormal
amount of brush and broken limbs at the curbs and he thought it would
keep the Village truck busy for some time to come just carrying away
the brush.
The Engineer reported that he had seen the city officials of
Ithaca regarding the disposal of Village garbage on the city dump,
and that he had been bold the matter would be brought up at the
next meeting of the Board of Public Works. The Engineer said he
thought it would be reasonable to pay the City a nominal fee for the
privilege.
8. The report of the Inspectors of Election was given,
indicating that four votes had been cast in the Village election held
on March 20, 1945. Two of these votes were cast for Sherwood Holt
for Trustee and two votes were cast for Wilbur S. Randel for Trustee.
The Certificate of Canvass being duly signed by the Inspectors of
' Election and their statement being duly notarized the Trustees
above mentioned were considered properly elected.

9. Mayor Kenerson recommended the appointment of Trustee Shirey
as Acting Mayor for the year 1945 -46. IT WAS VOTED that this
recommendation be approved.
10. IT WAS VOTED that Carl Crandall be appointed Engineer for
the year 1945- 46-•at a salary of ,$500 and that he be also appointed
:Zoning Officer for 1945 -46.
11. IT WAS VOTED that Carl Crandall be appointed Police
Commissioner for the year 1945 -46 at a salary of 0150•
12. IT WAS VOTED that Robert C. VanZile be appointed Police
Patrolman for the.year 1945 -46 at a salary of $1,400 and a car
allowance of $600 annually:
13• IT WAS VOTED REVOLVED that the First National Bank 'of
Ithaca, N. Y. be designated as the.official depository of Village
funds for the fiscal year 1945 -46:
14. IT WAS VOTED that the Clerk be authorized to notify the
official bank of the following names to be honored on checks for
the year 1945 -46; C. J. Kenerson, Mayor or H. J. Shirey, Acting
Mayor; J. B. Trousdale, Clerk; C. H. Guise Treasurer.
15• IT WAS VOTED that the Treasurer's bond be continued in
the amount of $10,000 for the year 1945 -46.
16. IT WAS VOTED that The Ithaca Journal be designated as
the official newspaper for the year 1945 -46.

for the

that the Board of Trustees constitute itself
a Board
of Health and
that Mayor Kenerson be designated as President
and Clerk Trousdale as
Secretary.

20. IT WAS VOTED that the budget as incorporated in the minutes
of the meeting of March 19th be adopted.
21. It was reported that there were no appearances at.the Public

22. IT WAS VOTED that the ordinance amendment as incorporated
in the minutes on page 58 be adopted:
23. IT WAS VOTED that the tax rate be s et. at 5 mills for the
year 1945 -46.
24. Mayor Kenereon reported that the,committee appointed to
meet with the taxicab owners of`the city had had:.a:.meeting and he
pl
called upon Sherwood Holt to make a report.. Trustee Holt reported
that the meeting was held in Trustee Shirey's oTfice on :March 29th
with several "of the.taxicab'_owners.present. He. stated that.there
was considerable discussion among the taxicab men as,to.what the
rates should be, :as they readily admitted there wa,p no uniformity
.at present. The Village requested that they desired a uniform set
bf rates and suggested that they should agree among themselves on .
what would be suitable and submit it.to "the committee. The taxicab
owners presented a schedule which was as follbws :`.train balls
#1 per person. Town calls 75¢ to Upland Road.and $1.beyond Upland
Road within the Village limits.. Family groups 25¢.for each
additional person. These rates appeared satisfactory to.the Trustees
and it was left to the committee to work out the details, with
special reference to.the rate card and report,at the next meeting.
25. IT.WAS VOTED that the.firet,Monday. in, each, _ month at, 7;30
P.M. be .designated as the time for regular, meetings. for 1945 -46..
