Minutes- 2/7/194420 MINUTES of a regular meeting of the Board of Trustees of the Village of Cayuga Heights held on Monday, February 7, 1944 at 7 :30 P.M. at the home of Trustee Shirey. PRESENT: C: J. The minutes of ther.meeting of January 3rd were read and approved with,the following-correction: Page 174;Atem;:.9, second sentence changed to read "He stated that .officer VanZile had , charged a taxi, driver" with passing`a stop's ign on Highland Road:" Z. Police Commissioner Crandall reported the receipt of $1 in the mail .together with a parking .ticket, and-.that officer. VanZile'had made,two arrests; one for violation,of the, parking ordinance and ancther.of a', boy driving1wIthout at,lloen-se 5 The Clerk presented the budget.for the_ town toi, 'Abac' a* which had,been. sent t,b y- Supervisor Harry Gordon for the .'information,, of the Trustees. This was' examined by,the Trustees and ordered filed. 6 upon;receivIng_ the' account of unpaid�.taxes from the Treasurer, comparingrit with the original tax roll of the Village and finding.it. to be _a true transcript ,.there of, The Boa'rd.of..Trustees . voted , to' sign the - certification, In accord ance,. with 'Section `126 b of..'. the law. 7. 'Mayor.Kenerson was authorized to appoint three; residents of. the Village,to act -as a nominating committee'.-to make nominations. for . a mayor and two.trustees to be elected in place of Mayor Kenerson. and Trustees. Shirey and Bayles whose terms expire,. and :he ma$e.the following appointments: H. E. Baxter, Chairman; Jamee'McKinney, and William Sale. 8. IT WAS VOTED, RESOLVED: That according to the proxieions of Section 52 of the Village Law of the State of New-York, a Village election will be held on March 21, 1944 at the schoolhouse. in the Village of Cayuga Heights, the polls to be open between 4 :00 P.M, and 8 :00 P.M., at which time a mayor and two trusteos will be elected in place of Mayor Kenerson and Trustees Shirey and Sayles whose terms expire. The Clerk was directed to cause a notice to be inserted in the Ithaca Journal at least ten days prior to the election with regard to the time and place of the election and the offices -to be filled, and to post a copy of.the said notice in at least six.conspicuous public places in the Village giving the.same information 9. IT WAS VOTED.that the annual meeting for the residents of ' the Village to make nominations for trustees and to consider the ,' tentative budget for 1944 -45 be set for March 20,.1944.at 8 o'clock. 102 of the Village,Law'the Treasurer be inetrueted.to publish:, . and post:his. annual report or a summary thereof'at'leaet one week t prior to the'annual'election . 1 12: IT.WAS VOTED that Paul Bradford be engaged ae. auditor of the Village books for,the year ending Feb 29,1944 13._ WAS ;VOTED,! RESOtVED ,That in accordance with Section 101 -b of ..the Village;Law..those appr,opriatipns ahotitring overdrafts be financed by transfers from unexpended.balances.'.of other appropriations-as set up:in the :.budget 14. Trustee' Shirey:reviewed the. steps` leading to.the consummation of thecIontract between 'the V,illage.'of Cayuga Heights and.the Board of Fire.Commissioners : of the City of Ithaca ' providing for mandatory service'to the Village•in case 'of fire. A letter was `presented. from G. M. Gilkison, Engineer for the, , New York Fire Insurance Rating Organization indicating,that. the, contract as approved. by the Village: of Cayuga Heights •and the` Board of Fire Commissioners of the +City of Ithaca was satisfactory,.. br and as a result of this contract, which has now been duly signed': by the parties concerned, the - residents of the Village of Cayuga . Heights will be entitled to a continuation of fire insurance rates_'` ".. under rating'claes B rather..than.rating C ` ; 15• IT WAS VOTED to go,into a committee of-the whole to, make up the budget for 1944 -45 The committee;having oomple,ted its business adjourned at 9,:25 and .sat again as :'a Board of Trustees 16.' 'IT WAS VOTED,'RESOLVED. That the tentative •budget. , as submitted by the budget committee be recommended by. the Board n I to the residents of the Village for discussion. 17.
