Minutes- 4/3/19440 29 MINUTES of the annual organization meeting of the Board of Trustees of the Village of Cayuga Heights, held on Monday, April 3, 1944, at 7:30 P.M. in the Schoolhouse. PUBLIC HEARING on the Budget held from 8 to 9 P.M. PRESENT: C. J. Kenerson, Mayor Sherwood Holt, Trustee T. B. Maxfield,.Trustee C. I. Sayles, Trustee C. H. Guise, Treasurer Carl Crandall, Engineer 1. The minutes or the March 20th meeting were read and approved. 2. The minutes of the public meeting of March 20th were read and approved by the Board. 3. The following bills were approved for payment: GENERAL Ithaca Journal - Legal notice re budget hearing 1.41 Paul Bradford-- Auditing fee for 1943 -44 records 50.00 WATER, FIRE & POLICE ' Carl Crandall - March services Chief or Fire Dept. - Tax on Insurance premiums 12.50 24.49 SANITATION .Frank Haskins -,Sal. Mar. 15 - 31 37.50 James Collins - " " 31.25 HIGHWAYS Frank Haskins - Sal. Mar. 15 - 31 37.50 James Collins - 11 it .31,25 Chas. Collins— Snow plowing 12.00 Carl Crandall - March services 40.00 C. J. Rumsey & Co. 9.70 Mrs. Frank Haskins - 12 hr. ® .60, sanding roads 7.20 4. The�Treasurer reported a cash balance of #6;261.65 as of March 318t. He also reported the•receipt•of the audit made by. Paul Bradford for the Village records for the year 1943 -44. Copies were passed around and examined by members of the Boards The audit was accepted and ordered filed. 5. Engineer-Crandall said that he had interviewed Arborists, Inc. with regard to spraying the Village trees again this year, and that they had offered to do the work at the same price ae last 30 year, namely $230. Inasmuch as he knew of no other firm interested In the work he recommended that Arborists be re- employed: IT WAS VOTED that Arborists, Inc. be employed to spray the Village trees at a price of $230. 6. The report of the Inspectors of Election was given, Indicating that-eighteen votes had been •cast in the Village Election held on March 21st, 1944. Six of these votes•were• cast for C. J. Kenerson for Mayor. Six votes were cast for-H. J: Shirey for Trustee and six votes were cast for C. I. Sayles for Trustee-. The Certificate of Canvass -being duly signed by the-Inspectors-of-Election and their statement being duly notarized the Mayor and Trustees above mentioned were considered properly eleoted. 7. Mayor Kenerson recommended the appointment-of-Trustee Shirey as Acting Mayor for the year 1944 -45. IT WAS VOTED that this recommendation-be approved. ' 8. IT WAS VOTED that C. H. Guise be appointed Treasurer & Collector for the term 1944 to 1946, at a salary of $400 annually. . 9. IT WAS VOTED that'J. B. Trousdale be appointed Clerk for the term-1944 to 1946, at a salary of $400 annually. 10. IT WAS VOTED that-Carl Crandall be appointed Engineer for the year 1944 -45 at a salary of $500 & Zoning Officer for the year-1944-45. 11. IT WAS VOTED that-Carl Crandall be appointed Police Commissioner for•the year- 1944 -45, at a salary of $150. 12. IT WAS VOTED that R. C. VanZile be appointed Police Officer for the •year 1944 -45. at a salary of $600 and car allowance. of $300. 13. IT WAS VOTED, RESOLVED: that the First Natlona1 Bank of Ithaca, N. Y. be designated as the official depository . of -Village funds for the fiscal year 1944 -45. , 14. IT WAS VOTED that the Clerk be authorized to notify the official bank of the following names to be honored on checks 31; for the year 1944 -45: 0. J. Senerson, Mayor or H. J. 9hirey, Acting Mayor; J. B. Trouedale, Clerk; and C. H. Guise, Treasurer. 15. IT WAS VOTED that the Treasurer's bond be continued in the amount of $10,000 for the year 1944 -45. 16. IT WAS VOTED that the Ithaca Journal be designated as the official newspaper for the village-for the year 1944 -45. 17. IT WAS VOTED that the Trustees act as a Board of Assessors for the year 1944 -45. 18. IT WAS VOTED that the Board of Trustees constitute itself a'Board of Health and-that Mayor xenerson be designated as President and Clerk Trousdale as Secretary: 19. It was reported that there were no appearances at the Public Hearing on the Budget. 20. IT WAS VOTED that the budget as incorporated in the minutes of this meeting be adopted. 21. IT WAS VOTED, RESOLVED that the tax rate be set at 5 mills for the year-1944-45. 22. In view of the large cash balance IT WAS VOTED that $3,000 be paid at this time on the Highland Road Paving Bonds and that the balance of $1,500 be paid on July let. 23. IT WAS VOTED that the-first Monday in each month at 7 :30 P.M. be designated as the time for regular meetings of the Village, Trustees for the year 1944 -45. 24. IT WAS VOTED that the next meeting of the Trustees be held on May let at the home of Mayor Kenerson. 25. The meeting was adjourned at 9 P.M. Clerk.
