Due to the difficulties experienced this summer in getting the grass out Mayor Kenerson brought up for consideration- the purchase of equipment so that the-village workmen might be able to get the.work done another summer without trying to locate "n outside help. Engineer Crandall stated it would be impossible for the Village to get priorities for the purchase of a tractor or a• v mowing machine at ;this. :time. It was recommended that nbthing could be done now to alleviate the situation. 5. Treasurer Guise made his report indicating a balance of r. ,#10,683.62. He stated that outstanding bills now totalled ' $1,012.35, which included.property and sewer t axe s,',�mowing charges interest on taxes, etc.,' 6. Engineer Crandall reported several property transfers as ,follows; The Cicchetti house on .the northeast; corner of Upland ti and Triphammer Road has been sold to Prof. A..B. Credle for 010,500.: Robert J. Kane's house on the Parkway has been sold.to Mr. Manning. Prof. Agnew has bought the Maude Warren property for $18,000. The Blood and Kiely house which lies outside the Village has been bought by Enos Pyle. The Charles Semple property has been sold to Prof. T. W. Mackesey. The Engineer reported that a group of boys had raked a bunch, of pine needles into the Parkway and set fire.to them. Due to the fact that they were small boys aged 10 or 12 they were not pyosecuted. The Engineer reported that some students a.few nights ago.had gone about the Village smashing out twelve street lights by.throwing the cover of a garbage can against them.' In some casee. the light , shades had disappeared and one report indicated that the boys were in civilian dress. With this one clue Police_Officer VanZile started Z: 3 M a search for the light shades and after calling at many rooming ' houses they were located and the students arrested. They are to appear before Justice of.the Peace Maxfield September 14th. In the meantime the' lights have been repaired by the Electric & Gas' Corporation. 7. The Clerk reported receipt of a,letter from the.Department f of Taxation and Finance in which ',they,'called attention to the fact that the Village had authority to make assessments against telephone company installations "and equipment in private homes. After.a discussion pit was decided that the amount of tax;'that might be obtained in this manner would no,t justify, the complications" involved in placing -suoh. equipment on the tax roll.', The Clerk presented a letter from the Department of 'Civil Service in which they requested that Village officers authorized ' to sign payrolls furnish the department with a signature card. It was decided that the Mayor, the Treasurer "and the Clerk should file such signatures. The Clerk presented a letter from the New York .State Department of Health in which they requested the return of a questionnaire for the purpose of selective service classification of employees employed in connection with water supply and sewerage'. The Clerk was requested to notify the State.Department of Health "that the questionnaire was not sent in due ,to.the fact that the city of Ithaca furnishes water and sewerage.service to the Village and that the questionnaire"furnished.by the city of "Ithaca would AA .. .. therefore cover the Village of Cayuga Heights. TYie.Clerk, presented the matter of asking the State Tax Commission to furnish in writing the:full, value of real. property in the Village of Cayuga Heights public utilities for assessment purposes. The Clerk presented a.letter.from R: D Frear,,M" D calling attention, to the, fact _that =the term"of Dr H. H:rCrum,, - Health "Officer,`expiree.:September 16th IT WAS" VOTED .,that',.Dr. H.' H drum;.be. appointed °Healtli - Officer " of the Village of, : Cayuga. Heights: for the:_period Sept 17" to Sept. 16; 1947.: 9.. The Clerk brought up�the matter of monthly payrolls with particular to ".the fact that the certified payroll.,did ,reference not agree with.the'actual monthly_. payrolls,. Engineer Crandall was of the,, opinion that` :the''purpose`of the."certified. payroll_ was to be sure that no person's`name appeared thereon who had ; not been properly ";'certified and that the ealariee. paid did not , exceed the salaries authorized. It was decided that the proper copy of the payroll, sent to Albany should be the actual payroll for the month even thuugh" the figures did.not agree with the certified"payroll...It was. decided that the Clerk should send in. corrected'.payrorls to the State indicating the exact .amount paid each. Mayor Kenersbn called attention.to,the Trustees that from time to'time.the doge in the Village: are - becoming.a nuisance, ,_.. the latest instance -being a dog who became entangled in a bush and disturbed the neighborhood for 48 hours He was of, the , opinion `' r that a little publicity would.be a "good thing to` remind .;the ' villagers that they should not be lax in_.tlieir responsibilities' for taking care of their dogs in such a way that their animal did not disturbktheir neighbors. The Clerk was directed to notify the Ithaca Journal of the feeling of the Trustees in thiq�atter with the idea that some publicity would be of benefit. 11. Mayor Kenerson brought up.the question of vacations for. the Village maintenance men and the police officer. He pointed out that it was customary in Ithaca and elsewhere to allow regular employees with a reasonable service record two weeks vacation with pay. IT WAS VOTED that the road maintenance men and the police officer should be allowed either two weeks of vacation per year with pay or an extra two weeks pay if no vacation was taken, and the Engineer was authorized to arrange for such vacations 'or, extra pay with the men involved taking into consideration their. length of service. 12.. IT WAS VOTED that the next meeting be held on October 4th at 7:30 P.M. Upon invitation of Mayor Kenerson the meeting to be held at his house.i 13. The meeting adjourned at 9 :50 P.M. e Clerk.
