MINUTES of a regular meeting of the Village Board held on
Monday, June 7', 19439 at the-home-of-,Clerk Trousdale at 7:30 P.M.

1. The minutes of the May3rd meeting'were� read and approved.
2. The following bills paid on authority of the Mayor were

3. The following additional bills were approved'for
payment:

4. Acting-Mayor Shirey,stated'that Mayor Kenerson had .discussed
with him the matter of compensation for legal services rendered the
Village. and that .Acting•.Mayor.. Shirey had. told.him.._that. he. .would..
not consider receiving -a fee.'.for legal service.rendered'.as he felt
that each trustee was. expected... to..contribute:.some_time..and. effort
to.such office• and .that he felt he was ;;only doing, his share .of
work in submitting legal opinion from time to time. While the

statement of Trustee•Shirey-was duly appreciated, it was still felt
Iby some of the trustees that this was an exceptional amount of
work and that Trustee Shirey was being asked to do more .than. hie
share. No action was taken.
5. Treasurer,Guise reported•a cash balanoe•of $2,599.06,
on-May 31st. He reported that he had,-collected over $6,000 of
taxes.- in June; •and° due to the high-cash balance
IT.WAS - -VOTED that- #1,OOO.be paid at this time on the
certificate of indebtedness, this amount repreeenting:the balance
now remaining in the amount budgeted for payment on the certificate
during the current year:
6. Police Commissioner Crandall reported-that Police'Officer
VanZile had been quite active recently as three houses- had.been
broken into - that of W. W. Flexner; R. W. Curtis, and Paul
Brainard,. and that items -of clothing , and --food had been stolen.• - It
was determined- that- the thief was a deserter-,from-the Army--whom
Enos Pyle had employed-to mow lawns-. His-,picture was obtained and
has been circulated to the police°and -eheriffe in this vicinity.
It was also determined that he had broken into houses in the city
of Ithaca.
Police Commissioner. Crandall..reported that the boys who broke
the•street'lights as-outlined in the minutes of the last meeting
had been brought before Justice of the Peace Maxfield .and duly,
impressed with the seriousness of'their. offense.- Since.then• another
bunch of boys has- been.operating.with fire crackers which they used
to blowup mail.boxes:. These boys were..also.brought_up.before the
Justice and it was determined that they were from outside the
Village.

7 . Engineer-. Crandall presented= a• letter- .from,-Prof Richard
Bradfield, in which-he requested that he be- permitted- to buy from '
the Village a•paroel'of land lying east -of his property and-west
of the water tank. A map-was.-presented-showing,-the land��whi -ch
Prof. Bradfield desired-to purchase. Prof. Bradfield's object in
buying this strip of land was-to increae&- the- size•of his- lot to
the east to make -it rectangular in shape instead of having -the east
end of the .lot on a curve. Also he -was.- desirous -of constructing a
ditch to drain the property as it is marshy in nature,and,by
draining it he felt he could use • the -space•--effectively for a °garden.
Trustee Shirey reported that he,and Clerk Trousdale - had inspected
the land.in.question. Engineer Crandall reported that he had
consulted with the-Mayor-on the - matter and that he and the -Mayor had
agreed.that.it -was not advisable for the Village to.sell .offs, '
portion of their property. Engineer Crandall recommended` that no
sale of land be made to Prof. Bradfield..but..that. permission. -be
granted Prof. Bradfield to extend-.a.ditch . onto•the Village land a
short distance -to enable him to properly drain .the land.
IT WAS VOTED that the recommendation of Engineer Crandall be
approved.
8. Engineer Crandall reported.that he...had..received a permit
from the Federal Government to-purchase-the emulsion for the surface
treatment of the roads in the Village; but that .an. estimate revealed
that it would cost 03,200 to carry out the original . plan..of - surface
treatment of Village-roads as outlined in the meeting:of May 3rd.
Inasmuch as only 41,500 was:.provided in the budget for this- .item,
the Engineer requested Moran,. Gleason do Knight . to.re- figure:.the job '
on the basis of having the Village men help with the work,and

cutting down the size of the project.
IT WAS VOTED that Engineer Crandall be given authority to
negotiate a contract with Moran, Gleason & Knight to treat as much
road as possible within the budget limit of 01,500 with the under -
standings-that this money would be spent on-those-roads and section
of roads that were in greatest need of attention.
9. Engineer Crandall reported -that Arborists Inc. were now
In the process-of spraying the trees in the Village.
10. Clerk Trousdale reported that he-had looked up the
matter of liability insurance in connection with the fire trucks
of the city of Ithaca and stated that the only policy in.effect
was the one which covered the Village with regard to injuries of
the city firemen. Trustee-Maxfield described another policy which
' was -being used in the Town of Ithaca which gave protection in case
of damage done by the city fire trucks to other persons'. He.,stated
that the cost of this policy was based upon the number of trips
made.
IT WAS VOTED that Trustee-Maxfield be requested to investigate
the possibilities of a new Insurance policy for the.Village to
cover possible liability for damage done to other persons by city
fire trucks and.he was requested to determine-if insurance on a
per trip basis would be advisable.
11. Trustee Shirey reviewed the history of the negotiations
with State officials with reference to the legality of stop signs
erected in the Village: Trustee Shirey stated.that.as there was
some question regarding the-statement-,of the District-Engineer,
formal legal opinion had been,obtained from Albany regarding the
matter. As a result it was determined that a Village ordinance

regarding stop signs should be adopted•and• consequently he and
Engineer Crandall had drawn up a suggested ordinance to be adopted '
by the Village. After discussion
IT WAS VOTED that the following ;ordinance�be- approved and
submitted to a public hearing of the residents of the Village on
July 12th to be held in the schoolhouse -at 7:30 P.M.
it PARKING AND TRAFFIC REGULATIONS
Section 3.
(a) The following streets or parts of streets are - hereby
designated as through streets.
The, Parkway from••Highland Road- toWhite, -Park Road•:
East Upland Road from Highland Road to Triphammer Road.
Hanshaw Road• from -•Devon• Road•to• North- line of Village:
(b) All streets intersecting the through streets designated
in sub-division °•(a) of this section are declared- ta, be •stop-•streetfrr
(c) Stop signs- -shall be erected and• mainta -ined by direction
of-the Board-of Trustees of the Village of Cayuga Heights on such
intersecting streets at their intersection with such declared '
through streets.
(d) It shall be-the duty-of the driver of every vehicle
approaching such intersections to obey such stop signs and to stop
such vehicle before• entering the• through•,street.
(e) The Board of Trustees-of the-Village-may by resolution
designate the installation of "Slow" or other- warning -•signtr at•� points
on Village streets where dangerbus•condit•ions are deemed by-said
Board to exist and such signs shall be obeyed by all drivers of
vehicles.
Any violation of this- ordinance- shall const•itute-a° misdemeanor
and any person violating the same shall be-deemed-guilty of a
misdemeanor and shall be punishable by a•fine-not•exceeding #25 for
each offense."
The Clerk was requested to post the necessary notices regarding
the hearing.
12. The next meeting was set for 7:30 P.M. in the schoolhouse
on July 12th.
