MINUTES of the annual organization meeting of the Board
of Trustees of the Village of Cayuga Heights held on Monday,
'
April 5, 1943 at 7:30 P.M. in the Schoolhouse.

1. The minutes of the meeting of March 15th were read
and .
approved.
2. The.minutes of the annual meeting of.the residents
of. .
the Village held On March 15th were read.'and.approved; with the
following correction: Page 245, item 72 second sentence, change
"dead end street" to "narrow lane ".

5. Treasurer Guise presented his financial`statement.ae of.
April 1st showing a balance of #4,572.79.•'Trea surer `Gu, is e reported
that the audit of the Village books for the year ended Feb :'"28,.:1943-
as submitted by Paul Bradford had been r.ece,ived... The..audit was
deemed satisfactory.. Two copies were filed with the.Cleri
6. Engineer Crandall: reported that.the question. had - teen`.

7., Engineer Crandall reported on the.police situation ,
stating that officer VanZile has been placed in.4 -F by the Draft
Board doctors. Officer VanZile is perfectly willing to quit his
position if .the Village does not want him, but Engineer Crandall
stated he is putting in about 25 hours per week and comes around,
at odd times when needed. The Engineer felt that` it was 'necessary
to have such an officer on call to take care of :cases as they
come up.
S. The Engineer reported that some.of.the Village lights
have burned out gone bad and that most ofAhem..were.800..ldmen
lights and that the Gas & Electric dompany,is `out' of that size
and can not obtain any more.. The:Gas. &. "Electric Co..:in'quired.if
they could replace them with 1,000.lumen lights It wae'the
Engineer's opinion that under the circumstances that would -
probably be the best thing to do although the Village might have ..

to pay a little more.. Improvements in the lighting system have
been under discussion before anyway and it.is possible that we
may change over to.the!1,000 lumen lights.,eventually'. ,He. .
thought the best policy for,keeping: the ilights going was to put."

9.. Engineer Crandall reported :that . the work of:cleaning
up the Village roads• :had started and othat White Park Road 'had',
been completed,. He stated that on last ":.Friday..a - "special`
collection of tin cans wae;made and:that a'truck.load:had been
picked up,.which was more than expected`
The report of the Engineer was approved
10. Trustee Shirey' asked if there.was, any claim that the".'
zoning ordinance should be'changed.during the war emergency. :.
Engineer Crandall thought not. -
11. The report of the Inspectors of Election was given
e
indicating that six votes had been cast in the Village election
held on March 16, 1943. Three of these votes were cast for .
Sherwood Holt for Trustee and three votes were cast:for T'.' B.
Maxfield for Trustee. The certificate of canvass being duly .
signed by the Inspectors of Election. and their statement being
duly notarized the two Trustees above mentioned were considered
properly elected.,
12. Mayor Kenerson recommended the appointment of Trustee.
Shirey as Acting Mayor for the year 1943744. IT.WAS VOTED that
this recommendation be approved by the Board...'
13. IT,WAS VOTED that Carl Crandall be 'appointed Engineer
and Zoning Officer for the'Village fo,r.the. year 1943 -44.
14. IT WAS VOTED that Carl.Crandall.be appointed;Police
Commissioner for the Village for.the year 1943 -44..

Is to. put up our. stop signs by ordinance. He suggested that the .
Clerk furnish him a copy of.each resolution that has been voted
for the erection`'of each.stop.sign and ,.that• Engine er:Crandall. .:
furnish him with ,a:speoific:reason,why,,each stop sign is placed '
where it is. With such ,informationyMr: Shirey said he would ;be
in a position•to draw up a suitable;reeolution; then at the :.next
meeting the Trustees.,can legalize what has been .done ,n'the, pas t <.
and bring the; matter up to ",date Itr.'Shirey':wae authorized t "o
reply to, the letter, received .from the State tejiartment> of Public :"
Works. The matter was thus'left,for action at the next', meet ing ; .
24. The report on the public hearing on "the budget held
April 5th from 7i30 to 8:30 P.M-wae made" and it wasz. reported
that no objections were offered to`the budget as presented
25. IT WAS VOTED "thatthe budget'as incorporated in `
the minutes of this meeting be: adopted "
26.' IT WAS VOTED, RESOLVED; that the tax.rate.be'..set
at 5 mills for the year 1943 -44:.
27. IT WAS VOTED that the first Monday in each month "at
7 :30 P.M. be designated as the time for Village .meet ings, for
the year 1943 -44.
28. IT WAS VOTED that the next meeting of the "Trust sea ."
be held May 39 1943 at 7 :30 P.M. at the,. home of Trustee Shirey..
29. The meeting was adjourned:at 9 :05,P.M.
