1. The minutes

5. The Mayor:brought up;the-.,question of•the. ',dispositimn of
the funds,received from.the sale of,`scrap from.the Villa ge which '
amounted to $149.74. After .discussion

IT WAS VOTED that the sum of #149.74; being the total amounti
received from the.sale of.scrap.collected in Cayuga. Heights;. be
turned over..to the Tompkins County.War- Community Fund:, The
Treasurer was requested to hand the.check:to Mr. Sherman Peer; a
resident of the Village and a member of the Special 'Gifts Committee
of the War - Community Fund, with.a request that this donation be,'
published in the paper so that the residents of the Village would
know of the disposition of the funds.
6. Treasurer.Guise presented his financial report which:showed
his cash balance as of October 31st as $109110.35 Unpaid taxes'
and other miscellaneous unpaid amounts totalled $656.70.
7.. Engineer Crandall reported that Prof. Harold Reed had
requested that a atop sign be installed on'Upland Road at the corner
of Cayuga Heights Road. The Trustees reviewed their policy regarding'
stop signs and it was the general feeling that.the installation of'.'
a stop-sign here was no more necessary than at other pointe.in the
Village, and that if stop signs were installed at all .places : where; ;
they might be of some value there would be so many of _them that the:•:.
public would,dieregard them. It was ale o' pointed,out that due to tkie '
decreased automobile traffic and the slower driving.speeds'•now

that it might not even-be possible. to purchase, stop signs now. No

week. He mentioned that the prevailing wage scale in Ithaca"for,.
unskilled labor was now 60¢.per hour and that it:,wae somewhat.; of a_
problem to.retain the ir ,' services when they could so easily obtain"
full -time work elsewhere that•would' pay them'more:p6r inonth.than,.they.
could obtain:from the Village.'. It'wes aIgreed' that the,;Engineer ..
should make.arrangements-.with"Haskine and Collins'for reasonable
paymentd so their services. would not be lost to,' the Village during
the winter months when the Village work'is light:-
9...The Clerk reported that he-had been notified by the State
Insurance Fund that the"'Village Policeman is.now "covered "by Workmen's
Compensation insurance; that new assessment.roll forms'and checks
had been printed; and that he had"received a.lett:er.from the. Ithaca
Savings Bank.stating that the request for an "'extension,of the 'street
certificate had been accepted by the .bank. He also .reported that
the notice regarding Grievance Day had been published in the Ithaca
Journal and the proper notices posted on telephone poles:`
-10. Trustee Maxfield reported on the matter of a change in the
fire protection service as outlined in-the minutes: of the meeting
of October 5th:, Trustee Maxfield,atated'that Engineer Crandall had
reported to Trustee Shirey that the' proposed change was illegal,, in
which.Trustee Shirey concurred; therefore the matter, '.was,' dropped:
' 11 The Trustees voted the following resolution:,'.,,

RESOLVED: Pursuant to the Village Law of the State of New '
York, Section 126a, that the Treasurer is hereby required to
return hie warrant and tax roll to the Board of Trustees at their
next meeting or at least before Feb. let, together with an account
of the taxes remaining due, containing a description of the lands
upon which such taxes were unpaid as the same were placed upon the
tax list, together with the amount of tax so assessed and interest
thereon, verified by oath before any justice of the peace or judge
of a court of record or notary public or any other officer
authorized to administer oaths, that the taxes mentioned in any such
account remain unpaid and that after diligent efforts he has been
unable to collect the same.
12. The next meeting was set for January 4th, 1943 at 7 :30
P.M. at the home of Treasurer Guise.
