MINUTES of a regular.meeting of the Village Board held on
Monday, October 5, 1942, at 7:30 P.M. at the home of Mayor

1. The minutes -ok the September 14th meeting were read and
approved with!the fbllowirfg corrections: Page 215, item 4, last
sentence to read,as follows:: "Clerk Trousdale presented the appli-
cation of Russell Hurlbutt in which he-applied for the position at
the same contract price as now paid for the work." Page 216,
paragraph 5, the 6th line corrected to read "Inasmuch as the garbage
collect-ion'in the past has taken- the,previous contractor four days
of work per week in the winter and three days per week in the summer."

4. Treasurer Guise made his report indicating a cash balance
as of Sept. 30, 1942 of $12,589.45. The report indicated unpaid
taxes and assessments as of this date amounting to 0931.62.
5. Engineer Crandall reported regarding the status of the
garbage collection work stating that investigation has indicated
that it would be impossible to buy a new truck without permission
from the authorities in Washington which might take many months to
secure. He said that he had investigated various second hand.trucks
and that the most suitable truck that could.be found was one owned
by Frank Scaglione. This was a 1936 Chevrolet-dump truck with
hydraulic lift with two good front tires and ewe poor rear tires,
priced at $350. The tisuck, however, was in need of.repair and an '
estimate indicated that it would cost 0300 to 0350 to put-the
machine in good condition and.that it would also need new rear tires
which would cost approximately $100. The Engineer also found that

the First National Bank held a lien against the truck in the amount
of $40. The Engineer recommended that this truck be purchased and
that the necessary repair work be done and that if the trustees
approved such recommendation that the truck would be used for all
Village work and Mr. Haskins would sell his own truck if possible.
Under such an arrangement the Village Truck would be kept at the
garage of Mr. Haskins rather than in the Village tool shed.as this
would be more convenient for Mr. Haskins and there would be lees
likelihood of the tires being stolen:
IT WAS VOTED that Engineer Crandall be authorized to purchase
the Frank Scaglione truck at a total cost not to exceed $900 including
the repairs and new tires. The Engineer was requested to arrange
for insurance protection-with the McKinney Agency.
The Engineer reported that the Village Workmen had started
today on the ash and garbage collection and that such garbage was
a

6. Engineer Crandall reported the receipt of a letter from
the Clerk of the School Board in which she inquired into the
possibility of having the Village workmen remove the ashes from.the
schoolhouse during the coming year. After discussion,the• matter was
laid on the table temporarily.
7. Engineer Crandall reported that he had-received a.complaint
from the Livermores regarding the action of Bob Kane's setter dog.
The dog was reported to have so frightened Mrs. Livermore.that she
fainted on the sidewalk, and on, another occasion the dog bit her on
the neck. The Livermores asked if the Village could not take some
action in the matter, and the Engineer reported that there was no
Village Ordinance regarding dogs and that the proper pr6cedure.would
be to obtain a lawyer to represent them.

e 8. Engineer Crandall reported that a public announcement had
been made that the Town of Ithaca trucks would pick up scrap iron
in the Village in furtherance of the campaign for scrap iron.
Mr. Crandall stated he had discussed the matter with Ralph Smith,
the Chairman of the Drive, and as a result had arranged for the
Village workmen to pick up the scrap in the Village instead of
having it done by Town of Ithaca trucks.
IT WAS VOTED that any funds received from the sale of scrap
in the Village should be segregated from the Village funds and the
use of such funds determined later.
9. The Clerk reported that he had received a communication
from a representative of the State Insurance Fund in which he
stated that the Village Policeman could not be covered by the
' Workmen's Compensation policy unless the Village specifically
requested coverage. The following resolution was adopted:
RESOLVED: That the Trustees of the Village of Cayuga Heights
request the officials of the State Insurance Fund to include the
Village police officer in the Workmen's Compensation policy held
by the Village, such coverage to be effective October 1, 1942.
The Clerk reported that it would be necessary,to have new
assessment roll blanks printed and a new check book printed. He
was authorized to proceed with the printing of these two items.
10. The Engineer reported that Mr. Geer was considering the
water contract between the Village and the Water District north.of
the Village but that no action had been taken by the water district
as yet.

$1,500 budgeted for the
resurfacing of
roads
would be'
used
during

the current fiscal year this money could be made available at the
present time for a payment on the principal of the certificate of
indebtedness.
IT WAS VOTED that the $1,500 provided in the budget for the
surfacing of roads be lapsed and a similar amount be appropriated
and paid at this time on the certificate of indebtedness, thus
reducing the principal amount from $7,500 to 46,000.'
12. The following resolution was adopted:
WHEREAS, at a regular meeting of the Board
Village of Cayuga Heights held on September 28,
was duly adopted authorizing the borrowing from
Bank of the sum of $15,000, or so much thereof
to cover the expense of certain improvements on
the streets in said Village; and

WHEREAS, pursuant to such resolution the sum of $15,000 was
heretofore borrowed from the Ithaca Savings Bank.on a certificate of
indebtedness-dated October 15, 1931; and
WHEREAS, said certificate of indebtedness was drawn for the
term of one year, which term expired on October 15, 1932; and
WHEREAS,(said certificate has been renewed and extended in the
fu1 amount of)-$15,0 from time to time until October 15, 1942; and
WHEREAS, it now appears that it is to the best interests of
said Village of Cayuga Heights to renew and extend said certificate
in the amount of $6,000 to October 15, 1947, with interest at the
rate of four percentum per annum, interest payable semi - annually on
April 15th and October 15th, NOW THEREFORE, BE IT
RESOLVED, that the certificate of indebtedness in the original
sum of $15,000 hereinbefore described be renewed for the period from
October 15, 1942 to October 15, 1947, in the sum of $6,000, the
present unpaid balance, with interest at the rate of four percentum
per annum from October 15, 1942 to October 15, 1947, payable semi-
annually on April 15th and October 15th'; -bad that the Mayor execute
for and on behalf of the said Village, and in its name the necessary
instrument of renewal or extension of said certificate of indebtedness
and that the Village Clerk attest such instrument and affix thereto
the corporate seal of the Village.
13. Trustee Maxfield stated that the Town Board had raised the
question regarding the inclusion of Cayuga Heights in their
agreement with the City of Ithaca Fire Department for the protection ,
of property against fire. He said that the Town of Ithaca had an

arrang6ment with the Ithaca Fire Department that provided for a
payment of 450 per hour for services rendered. Trustee Maxfield
said that Attorney Newman thought that unless the Village of Cayuga
Heights were included in this arrangement it would be nedessary
to create a fire district in the Town of Ithaca for all territory
in the Town of Ithaca exclusive of Cayuga Heights and that it would
be simpler to have only one agreement which would provide for fire
protection for the entire town including Cayuga Heights.
After consideration the Mayor appointed the following committee
to consider the proposed change in the fire protection service now
rendered the Village: Trustee Maxfield, Trustee Shirey, and
Engineer Crandall.
14. IT WAS VOTED that a special meeting of the Village Hoard
be held on October 26th in the office of Trustee Maxfield at
6:30 P.M. to prepare the assessment roll.
IT WAS FURTHER VOTED that the Trustees would meet for dinner
at the Ithaca Hotel at 5:30 P.M. on the same day.
' 15. IT WAS VOTED that Grievance Day be held on November 17th
at the schoolhouse between the hours of 6 P.M. and 10 P.M.
IT WAS VOTED that a meeting of the Trustees would be held
at 7:30 P.M. on November 17th at the schoolhouse.
16. The meeting was adjourned at 10 P.M.
