Kenereon, Mayor Sherwood Holt, Trustee T. B. Maxfield,• Trustee C. H. Guise, Treasurer Carl Crandall, Engineer 1. The minutes of the August 3rd meeting were read and approved. 2. Treasurer Guise made.his report indicating s balance of 013,435.22 on August 31st and commented on the favorable financial condition of the Village affairs at this time. 3. Engineer Crandall reported that Police Officer,VanZile was desirous of having his time reduced so that he might engage in other activities. He requested that he be put on half salary and half car allowance and the Engineer recommended that this be done as a temporary expedient, as VanZile expects to be drafted before long. IT WAS"VOTEA that Officer VanZile receive a salary at the rate of $650 a year for half time service starting October let and that his car allowance be at the rate of $250.a year starting October let. 4. Engineer Crandall brought up.the.matter of.the.renewal of the garbage contract which is now held by Ohar.les.Mosher and expires Sept. 30th. Treasurer Guise reported that Mr. Mesoher had verbally resigned as of Sept. 30th, stating that he could no longer get -an assistant and that he personally was physically unable to handle the work. Clerk Trousdale presented the application of Russell Hurlbutt in which he applied for the position at the same eaq.-snyc as now paid for the work. .•.. 216 Engineer Crandall stated that he had given this matter G consideration and that he recommended that the garbage--collection work be done,by Frank Haskins and James Collins-and that the Village purchase a truck for their use. Mr. Crandall gave the following reasons for this recommendation: i 1) That there is insufficient work in the Village to keep Haskins and Collins busy the year around, and due to lack of work there is the constant danger that these two will resign entirely and accept more remunerative employment which is now readily available. 2)'That Haskins and Collins are unusually valuable men to the Village, due to their ability and willingness to do any fob assigned to them, and the desirability of retaining their services as employees. 3) That-in the absence of any recommendations for the ' applicant Russell Hurlbutt for the position, and in the absence of any other applicants the Village would be running lees risk to entrust the garbage collection to Haskins and Colline., 4) That if the.Village purchased its own truck the Village would be in a better position to obtain gasoline and tires than would a private contractor. 5) That inasmuch as no permanent improvements are contem- plated at this time, and due.to the scarcity.of materials there . would probably be less work for Haskins and Collins in the.future than in the past, the garbage collection work would..enable the Village to keep Haskins and.Collins employed rather steadily throughout the year, inasmuch as the garbage..collection in the PILI WqAx past hae.taken the previoue:contractor four days of work in the �Ik winter and three days of work n w the summer. ` r 21T IT WAS VOTED that the Engineer be authorized in consultation with the Mayor to request Haskins and Collins to undertake the garbage collection at the same hourly rate for service as has been paid in the past for other Village work', and that the Engineer in consultation with the Mayor be requested to purchase d dump truck at an approximate cost of $1,200 to handle this work. The two men above mentioned were also authorized to obtain insurance coverage in case they are able to make the . arrangements above indicated. 5. Engineer Crandall reported that the retaining wall which has been under construction during the past several months on Sunset Drive has been completed. 6. The Clerk reported that Trustee Shirey had received this day the signed water contract with the City of Ithaca. 7. Due to a blackout, the meeting adjourned at 9 P.M. and the remaining business on the agenda was put over.until the next meeting.
