Kenerson, Mayor Sherwood Holt, Trustee H. J. Shirey, Trustee ' C. H. Guise, Treasurer Carl Crandall, Engineer a 1. The minutes of the meeting of June 1st were read and approved. 2. The following bills paid on authority of the Mayor were approved: GENERAL Postmaster, Ithaca - 1,000 2¢ envelopes for Treasurer 22.36 Robert C. VanZile - June salary 150.00 T. G. Miller's Sons - Onion skin paper ..75 J. B. The following additional bill was approved for payment: FER AANENT I1.1PROVE1.1ENTS J. J. Driscoll - Cement for wall 12.74 4. Treasurer Guise reported a cash balance as of.June 30th of ;17,140.37, and IT WAS VOTED that the Treasurer be authorized to pay the , hydrant service bill of '760 and the sewer rental bill of 3,556.59 207' to the City of Ithaca at this time. 5. Mayor Kenerson reported the receipt of a letter from Charles H. Newman in which Mr. Newman presented his resignation as Chairman of the Village Zoning Board of Appeals, effective June 30, 1942, statin.; as his reasons long service and the pressure of additional duties. Mr. Newman suggested that the Village Board consider appointing one new member of the Zoning Board each year, terms to be for three years each, and also suggested the name of Enos Pyle as one to be considered to fill the vacancy caused by his resignation. IT WAS VOTED that Lfr. Newman's resignation be accepted with regret, and the Clerk was authorized to so notify him. It was decided that a new member of the Zoning Board should ® be appointed for the balance of iur. Newman's term, starting July 1st, the Chairman to be appointed by the Zoning Board. It was decided that Mr. Newman should be reouested to turn over his books to Sherman Peer. Mayor Kenerson reported that acting under authority given him by the New York State 'filar EmerKency Act, Section 16, 16,bee bead} 14 � '}o k ntp,�+n` appointed. Bernard J. Reillyn as County Director of Civilian Protection IT ",'AS VOTED that the :."a,yor's action be confirmed. 5. Engineer Crandall reported that he had worked out with the Electric & Gas Corporation a complete program for street lighting improvement for the Village, including both present and future work to be done in order to put the lighting system in proper condition. He stated that the program had been approved by ' the Trustee Committee of :L:'. iiaxfield and Prof. Sayles, as well as by the Village Policeman and himself. Engineer Crandall 208 reported that the Committee recommended that this program be approved and that the Gas and Electric Company be told that Groups A and B are what the Village want done as soon as they have an opportunity to do so. The Engineer pointed out that. war conditions made it doubtful .if any of these lights could be installed at the present.time. IT WAS VOTED that the street lighting improvement plan as submitted by the Engineer and here incorporated in the minutes . be approved. 7. Engineer Crandall read a proposed water contract between the City of Ithaca and the Village of Cayuga Heights, and stated that.this contract had been approved by the Board 'of Public Works IT TAS VOTED that the water contract be approved, and that the same be signed by the Mayor and Clerk and the Village Seal affixed. IT i7AS ALSO VOTED that Engineer Crandall be directed to act as the Engineer for the Village, as designated in the water contract. S. Engineer Crandall reported that Bob Kane had bought Prof. Iieinicke's house, but Prof. Heinicke had kept a vacant lot . tt the west end fronting on Iroquois Road. He stated that Harry ,.urr ^.y had bought Prof. Lewis' house on Cayuga Heights Road, and S. 1I. S'nayler had bought the Stickler house on the corner of Northway and ,iidway Road, also that the Dall house on Triphammer. , Road has been sold under contract. He stated that the June mowing has been completed throughout the Village, and the bills prepared: L J MR' The Engineer reported that Sigma Chi Fraternity had been creating considerable disturbance throughout that neighborhood in the early Sunday morning hours, and that he had told the Policeman to put all the students in jail at the next disturbance. 9. Engineer Crandall reported that recently the question had come up as to the method to be used in controlling rabbits and rats, etc. in the Village, pointing out that a Village Ordinance existed prohibiting the discharge of any firearms in the Village except in case of self - defense or official duty. IT WAS VOTED, IMEREAS there are many complaints from oviners of property in the Village on account of rabbits, rats, and other vermin injuring their property and Victory gardens, it is RESOLVED that Ordinance No`. 1 concerning firearms shall be interpreted to permit the owners of property in the Village to use a shot gun to kill such vermin providing such person does so on his own property and providing the discharge from the gun does not go beyond the boundaries of such property, and also providing such owner first obtain a permit from the Village Police Officer. 10.
