The.Treasurer made.a brief report in which:he indicated that the cash .balance.as of:Feb..28th at the close : o£.the -fiscal; year was #6,447,97. Due to the. high. cash balance. it was voted that the #2,000 in the proposed budget fora payment on the:':.:, . certificate of indebtedness be paid at this time. IT WAS VOTED that Treasurer Guise pay over to the Fire Department of the City of Ithaca the various refunds that he has received in connection with insurance policies. 5., Engineer Crandall reported that since the last meeting there had been considerable.snow removal due to the heavy fall. He reported on the survey'being made by'the State Civil Service Department, the purpose being to classify village and town employees under the Civil Service Act. He stated that-all employees would,,be grouped in four classes; exempt-; competitive, non- c6mpetitivei-and.labor. Completion of .questionnaires is require& of all paid,village persons. It was his opinion:that the only position -that will be :put in the competitive class will be that of police, officer...' The Engineer reported a new regulation of.'the State.regarding ® building construction after February 1st... According to the new rule it is necessary for proper guards to be, placed on scaffolding etc. on any building constructed. As far as the Village is concerned, he stated that the effect would be that at the.time of-issuing a building permit he would be required to furnish the contractor doing the work with a card which had to be filled out answering certain questions about the work. This would give the State Department an opportunity to check up on the fob to'see that the new safety requirements were being complied with. The Engineer reported that several arrests'•had been made by Officer VanZile for.speeding.and running through stop signs.. The Justice of the'Peace imposed several fined in these cases. The Engineer reported that at.the request of" the Mayor he and True tees Maxfield and Holt had met with the Water Committee 'of the District lying to the north of Cayuga Heights for the purpose of discusaing, discussion` • IT WAS. VOTED. that the Clerk.notify'the.School Board' that the Village Board did not realize that:,they were pausing`. the - janitor to: furnish extra,:service,on' account of Village Board meetings and,. that in the ,future they.would hold,their.. meetings elsewhere except.possibly during those months when no heat would be­required-. 7. The Clerk reported - that he had received a,requeet' from Mrs. Frank,Saturn that a Midway Road sign be.erected at :the corner of Midway, North way, and Triphammer Roads. ,This:matter. . was referred to the, Engineer for attention.. 8. The meeting recessed at 7:55 to attend" , the. annual :. meeting of the residents of Cayuga Heights. The.Trustees re convened at 8:40 P.M. 9. The, Clerk, read a: letter from E. F. Bennett regarding' an accident caused, by the Village . snow Plow. 'dent ink. the. fender' of Mr. Bennett!s car. which :,was. parked on,.Triphammer Road near , White Park Road. Mr..Bennett' requested reimbureement'to repair his car. L 9' Board of Trustees. 12. The date set for the annual meeting of the Trustees was April 6th at 7 :30 P.M. in the Schoolhouse. It was voted that the public hearing on the budget be held at the same time. 13. Adjourned at 9:00 P.M. IT WAS VOTED that Mr. Bennett be reimbursed #8 for the damage done to his car by the snow plow. 10. IT WAS VOTED that C. H. Guise and J. B. Trousdale be appointed inspectors of election at the annual election to be held on March 17, 1942. 11 IT WAS VOTED to recommend the'tentative. budget to the new Board of Trustees. 12. The date set for the annual meeting of the Trustees was April 6th at 7 :30 P.M. in the Schoolhouse. It was voted that the public hearing on the budget be held at the same time. 13. Adjourned at 9:00 P.M.
