Minutes- 4/14/1942194 MINUTES of a regular meeting of the Board of Trustees of the Village of Cayuga Heights held on Tuesday, April 14, 1942 at 7 :30 P.M. in the Schoolhouse. This meeting was held in place of tno annual organization meeting scheduled for April 6th, which was postponed for lack of a quorum. P&ESENT: C. J. Kenerson, Mayor T. B. Maxfield, Trustee C. I. Sayles, Trustee C. H. Guide, Treasurer Carl Crandall, Engineer 1. Mayor.Kenerson on behalf of the Board members 'welcomed Trustee Bayles to membership. 2. The minutes of the Alarch 16th meeting were read and approved. 3. The minutes of the March 16th public meeting were read.and' approved. 4. The following bills paid on authority of the Mayor were approved: GENERAL ..Paul Bradford - Auditing fee 50.00 ' Robert C. VanZile - March salary & car allowance 150.00 Carl Crandall - March services 12.50 Ithaca Journal - Legal notice re budget hearing 1.04 WATER & FIRE SERVICE Chief of Ithaca Fire Dept. - Insurance refunds 42.39 SANITATION Charles Mosher - March garbage collection 150.00 HIGHWAYS State Insurance Fund - Compensation Insurance 189.68 N. Y. State Else. & Gas - March lights 138467• Carl Crandall - March services 40.00 Frank Haskins - 6g-j hr. 0 1.15 79.92 -C.-J. Rumsey & Co. - Supplies 9.30 5. The following additional bills were approved for payment: GENERAL Robert C. Treasurer.0uise.reported that he had received.a check of. 45.00 from Justice of. the Peace Meigs stating that this represented a fine he had collected. With the check Mr. Meige.submitted,a :bill. for.05.00,to:the Village., The Clerk was requested to;take..this matter up with.Trustee:Shirey to- obtain his opinion of: such_a procedure.for.the..handling of fines:'. The Treasurer presented ;the audit of -'the Village finances; -for, the year., 1941. -.42'and: this was read, by" Mayor Ken ere IT WAS VOTED that .the audit be. 11 accepted and placed on file The Treasurer reported a.cash balanceon April let of 03,844.24. r... .balance, ; 7. The Engineer neported that there had been some vandalism in the Village around the schoolhouse and Officer VanZile :;had been called to,investigate. broken windows at the school. It was discovered that a young girl had,done most of:,the damage The Engineer reported that Mrs. Mason had'complaine,d of the unsightly condition back of Kappa Delta Rho Fraternity due to the dumping of'papers and ashes on the west side of their lot. The Clerk read a formal letter of complaint from Mrs. Mason. IT WAS VOTED that the.Clerk be requested,to write: to Prof. Powell, an officer.of Kappa Delta'Rho, stating that complaints had:been received regarding the property and calling his attention to,:the� violation of the Village Ordinance:in this regard. 8. The Engineer reported that ,a new, catch' basin had been, constructed opposite Prof. Knudsen,s.house: He stated Ghat A viooden. guard rail in Sunset Park had-now rotted out due- to,age and that he proposed to replace it with concrete .some time this` summer, such work to be done.by the Village'. workmen Due:to rising costs and the prevailing wage scale in this.vicinity,•the Engineer recommended 196 0 19T. 16. J.'Kenerson; Mayor, or H Ji Shirey, Acting:`. Mayor;, J. B: Trousdale, Clerk; and C, H..Gu1se,.;Treasurer 19. IT WAS VOTED that the Treasurer's..bond 'be continued in, the amount,of 610,000 for 'the. year 1942 43. 20. IT WAS VOTED that the Ithaca Journal be designatedsas the official newspaper for the. year 1942 ' 21. IT WAS VOTED that the Trustees act ae a'Board.of Assessors, for the year 1942 -43.. 22. IT WAS VOTED that ,the ,Board.of Trustees constitute itself a Board of,Health and that Mayor Kenerson',.bedesignated,as`President and Clerk Trousdale as Secretary. 23. Treasurer Guise reported that no persons appeared'at. the budget-hearing held.on April 6th, and IT WAS VOTED that the budget as incorporated in the minutbe of this meeting be adopted. 24.. IT WAS VOTED, RESOLVED:that: the tax rate be.' set at' „ 5; mills., for the year 1942 =43. 25. The time set for regular.' meetings for 1942 43 was :_the first idonday of each month at 70b :P M 4th 26. The next meeting was, called for'Monday;:May at.'7 30 P.M. at the home.
