Engineer Crandall reported that the interpretation of the
500 foot fire insurance rule regarding distance between a hydrant
and a building meant that it should be within 500 feet as a hose
would be laid without interfering with private property. In this
case Westview Terrace was approximately 800 feet from the hydrant
previously installed and it was his bpinion that,the Village was.
.obligated to provide a hydrant in order to, enable the.Weetview,
Terrace Corporation to take advantage of the lower insurance rates
obtaining if within the 500 foot limit. He further stated that
while the hydrant was not placed-as far south on Triphammer Road
as it should be to provide for economical spacing of hydrants.

It is the unanimous.opinion of the committee that,
in view of circumstances that have existed in the
immediate past, such action is desirable and, accord-
ingly, we recommend to the Board of Trustees that the
necessary action be taken to appoint a police officer
for the Village under the condition that salary is
not to exceed 01200.00 plus annual allowance for the
use of his car of 0350.00, with the further.under -.
standing that there will be other expenses such as
supervision services, the procurement of police.logs,
supplies, gun, etc., in the amount of $200 -= making
a total annual expenditure of ,$1750.00.
The question of possible increased compensation to
this officer would be a matter for later consideration,
and could be dealt with by the Board of Trustees when
circumstances justified.
I am attaching hereto a copy of the memorandum that .
has been prepared by Carl Crandall, Village Engineer,
which provides much detail concerning this matter
and which was the basis for the consideration that
was given to this subject by the committee. I would
like to have this memorandum considered as a part of
this report and recommendation.

5. Considerable.discussion developed as to'who should be
in charge of the police officer and

temporary supervisor to hold office until further action, of this
Board.

8. Treasurer Guise presented his financial report indicating
a present cash balance of 5,595.85: He stated that all
delinquent taxes had been paid except that of,.the Sambeta.Realty
Corporation.
9. Engineer Crandall brought to the attention of the Trustees
that no up -to -date map: of the Village existed and that the
present maps were so marked-up that they,were becoming difficult
to read. He stated that a new map eould be, made. and. several,
copies furnished at a cost of #95.;
IT_WAS.VOTED that Engineer Crandall be authorized.to'
proceed with the drawing.up of a new map of.the Village at an
approximate cost of #95.
10. The Clerk read a letter from Lyman P. Wilson in which.
he resigned as Secretary of the Board of Zoning,Appeals.
IT WAS VOTED that the-Board accept Mr. Wilson's.resignation.
11. IT WAS VOTED, RESOLVED;
WHEREAS at a regular meeting.of the Board of Trustees of the
Village of Cayuga Heights, held on Jan. 6, 1941 at ',the Schoolhouse
in 'the said Village, the Treasurer of the said Village'was
directed to return his' warrant and tax roll and an account of
the taxes, assessments and charges remaining due, containing a
description of the lands upon which such taxes were unpaid as the
same were placed upon the tax list; together with •the.amount.of
the' taxes, assessments or charges so assessed and the interest
thereon, together with a sworn statement that the taxes, assessments.
and charges mentioned in.'euch account remain unpaid, and that
after diligent efforts he has been unable to'collect the same, and

e WHEREAS at a regular meeting of the Board of Trustees of
the Village of Cayuga Heights held at the Schoolhouse of the
said Village on the 6th day of January 1941 the Treasurer
did comply with the aforesaid directions, his said statement
being attached hereto showing a balance unpaid of $188.71,
NOW THEREFORE BE IT RESOLVED that the Board of Trustees
of the Village of Cayuga Heights do credit the Treasurer
with the amount of 0188.71, according to the provisions of
Section-126 -a of the Village Law of the State of New York.
12. Upon receiving the account of unpaid taxes from
the.Treasurer, comparing it with the original tax roll of the
Village;-and finding it'to be a true transcript thereof, the

Board of Trustees voted to sign the certification, in accordance
with Section 126 -b of the Village Law.
13: IT WAS VOTED that Mayor Senerson be authorized to
appoint three-residents of the Village to act-as a nominating
committee to make nominations for two trustees to be elected
in place of Trustees Holt and Maxfield whose terms expire.
14. IT.WAS VOTED, RESOLVED: That according to the
provisions of Section 52 of the Village Law of the State of New
York, a Village election will be held on March 18, 1941 at the
Schoolhouse in the Village of Cayuga Heights, the polls to be
open between 4 :00 P.M. and 8 :00 P.M., at which time two
trustees will be elected in place of Trustees Holt and Maxfield
whose terms expire.
The Clerk is hereby directed to cause a notice to be
inserted in the Ithaca Journal at least ten days prior to the
election with regard to the time and place of the election
and the offices to be.filled, and to poet a copy of the said
notice in at.least six conspicuous public places in the Village,
giving the same - information.
•15. IT WAS VOTED that the annual meeting for the residents
of the Village to make nominations for trustees and to consider
the tentative budget for 1941 -42 be set for March 17th at
8 o'clock.

16. IT WAS VOTED that the next meeting of the Village
Trustees be held on March 17th at 7 :00 P.M.
17. IT WAS VOTED, RESOLVED: - That,in�accordance:with
Section 102,of the Village Law the Treasurer be instructed to
publish'and_post; his a nnual.,report•or'a summary thereof at.,'
least one week prior to. the annual election. „
18. .IT WAS .VOTED that Seville Reulein,be appointed
auditor of the:.Village books for the.year ending Feb. 28,:.1941.
19. IT WAS VOTED, RESOLVED: That in accordance::with..`.
Section 101 -b of the Village ,Law those appropriations ,showing
overdrafts be financed by transfers from unexpended balances
of.other appropriations as set up in'the budget.
20. IT WAS VOTED.that the.Trustees go.into a Committee,
of the Whole to_ consider the Budget for the:year 1941 -42..'
After a tentative budget had been made out,
IT WAS VOTED that the Treasurer be instructed to,
submit the tentative budggt,as approved.by the Trustees to
the residents of the Village at the annual.meeting on March 17th.
21. In view of the excellent financial condition of the
Village at the present time,
IT WAS VOTED.to pay $1,500 immediately on the Street
Improvement Certificate of..Indebtedness.
22. The meeting was adjourned at 11 :20 P.M.
