A Ida MINUTES of a regular meeting of the Village Board held on Jan. 6, 1941 at 7 :30 P.M. 'in the Schoolhouse. PRESENT: H. J. Shirey, Acting Mayor H. H.' Scofield, Trustee T. B. Maxfield, Trustee Carl Crandall, Engineer C. H. Guise, Treasurer 1. The minutes of the meeting of November 19th were approved with the addition of the following sentence to item 6, page 121:. "A plan and profile of the sewer prepared by R. Y. Thatcher dated July 12,1940 will be filed in the County Clerk's office." 2. The following additional bills were approved for payment: GENERAL The Ithaca Journal - legal notice.re as roll .96 HIGHWAYS Carl Crandall - services for Dec. 30.00 Frank Haskins -10j hr. © 1.10 11.55 I 125 A bill from the Water and Sewer Fund, Board of Public Works, ' City of Ithaca, was presented in the amount of 0130.81, represent- ing cost of installing a hydrant on Triphammer Road approximately 400 feet south of Oak Hill Road near the lane leading to Westview Terrace apartments. Engineer Crandall explained that this hydrant was installed without his permission or obtaining permission from the Village Trustees. Inasmuch as Trustee Holt was probably familiar with the circumstances resulting in the Installation of the hydrant IT WAS VOTED that this bill be laid on the table until the next meeting and that Trustee Holt be requested to report on the circumstances under which the hydrant was installed without octaining proper authority. 4. Treasurer Guise presented his financial report indicating a cash balance as of January let in the amount of 05,862.48 and with-an Accounts Receivable total of 0850.56. 5. IT WAS VOTED, RESOLVED; Pursuant to the Village Law of the State of New York, Section 126a, that the Treasurer is hereby required to return his warrant and tax roll to the Board of Trustees at their next meeting or at least before Feb. let, together with an account of the taxes remaining due, containing a description of the lands upon which such taxes were unpaid as the same were placed upon the tax list together with the amount of tax so assessed and interest thereon, verified by oath before any justice of the peace or judge of a court of record or notary public or any other officer authorized to administer oaths that the taxes mentioned in any such account remain unpaid and that after diligent efforts he has been unable to collect the same. 6. Treasurer Guise turned in his tax warrant and report of unpaid taxes which are attached herewith as a part of.these minutes. The unpaid taxes as*of Jan. 6th amounted to 0833.52. IT WAS VOTED; RESOLVED that the following unpaid taxes be advertised for sale on Feb. 4, 11, and 18th and that if still unpaid their sale be authorized on Feb. 25, 1941 at the Schoolhouse, 126 according to the provisions of section 126 -d of the Village Law of the State of New York: 1) J. Engineer Crandall reported that a building permit had not yet been issued for the construction of the Westview Terrace Apartment House although construction of the foundation was under way. It was'reported that the permit from the Health Department of the State of New York regarding the sewer extension had been received. The Engineer reported-the fact that the State authorities suggested the construction of.an additional manhole because the.sewer line was not straight at one point. The Engineer, however, suggested that it would be more economical.to move the existing manhole at Highland Road to a point where -the new sewer line could reach it in a straight line. Since the sewer permit had now been received from the State, the Engineer said that he was now prepared to issue the building permit for the construction of the Westview Apartments. IT WAS VOTED that the "Clerk bo instructed to file the plan and permit in the County Clerk's office in accordance with the law. The letter from the State Department of Health regarding the sewer plan is attached herewith. 8. .Engineer Crandall stated that due to the breakage of a large number of street lights, constant illegal parking of cars at night, speeding on the highways, and frequent burglaries ti\ in the Village that the time had _come for the Trustees to provide police protection.for Cayuga Heights. He briefly outlined what he thought would be an adequate set -up which would involve the hiring of a policeman at approximately 01200 per year, such officer to own his own car but to be maintained.by the Village at an estimated cost of 0350 per year including gas,..oil, repairs, and depreciation. CHIEF December 30, 1940 We are enclosing herewith a permit issued to the .Board of Trustees of the Village of Cayuga Heights to discharge sewage effluent from the proposed sewer extensions in Country Club Road and easements in said village, as shown on the plans approved this day, after treatment in.the existing sewage treatment works of the City of Ithaca, into Cayuga Inlet through the existing outlet pipe within the City of Ithaca, Tompkins County, N.Y. In order to become operative, this permit -must first.be recorded in the office of the County Clerk of Tompkins County. After such recording, the permit, together with the approved plans consisting of one blueprint, enclosed herewith, should be filed in your office in accordance with Article XI of the Village Law. Your particular attention is called to the minor revisions we have made on the plans to enable the sewers to be laid on a straight alignment between mfaiholes, one of which changes calls for an additional manhole to Sonstructed at about Station Of40. This is in accordance with the requirement contained in our rules and regulations that sewer lines must be laid on straight alignment and uniform slope between manholes, this regulation having been found essential for the proper functioning and main- tenance of small diameter sewers. State St., Ithaca, 1j. Y. 130 0 supplies that would need to be bought, such as a duplicate police log book, revolver and handcuffs, costing.about 050. He suggested that the policeman- furnish his own uniform. He thought that supervision,of such an officer would cost 0150 a year making a-total.of approximately #1750 yearly expense. He suggested that the officer have access to the schoolhouse - so that he might use the telephone and.that two - thirds of the year he be.on..night duty. Mr'..Crandall found.that the.Village Law stated that appointment of such an officer should.be made. for a period -.of not exceeding-.one Village fiscal year Considerable discussion followed this proposal, and IT WAS VOTED that a committee of two with the Mayor as ex- officio be appointed to investigate-the.-proposal of.hir.ing a policeman and to make a report at the next Village meeting on such matters.as.:selection of applicants, schedule of time of such officer, costs, estimate of the value to.the Village for police protection, etc. Acting Mayor Shirey appointed-Mayor Kenerson as Chairman ex-officio.. Trustee Scofield and Engineer Crandall. Due to the fact.that the installation of a..police officer.would. effect the budget, it.was decided that.the entire board should sit.as a.budget committee.and.that the.budget.be prepared on the same date as the next board.meeting. 9. The next meeting of the.Board was set for Feb. 3 . at 7:30 P.M. it being ..understood.that..the'.Board vdould go Anto a committee of the whole.and act as a budget committee as the. first item of business. 10. —The meeting was adjourned at 9 :45.P.M. ;. r r
